It is Staff's understanding that Phase 2C, the future realignment of Arrington Road, is no longer being considered a separate phase but will remain part of Phase 2A. Please confirm. 2. The current application may be revised such that it becomes a final plat of Phase 2A instead of Phase 2C. If so desired, revise the application and plat and note future correspondence as a final plat for Greens Prairie Center Ph. 2A, referencing project # 07-131. Due to the magnitude of the revision, please submit all documents required for a final plat submittal. 3. Please state if it is your intent to be place the final plat on the July 19th P&Z meeting. If not, please provide the anticipated meeting date and submit revisions that meet the deadline date for it. 4. The construction documents and reports are still under review and may affect the plat. Please rectify. 2. Coordination will be necessary with the County. The City can issue a letter indicating approval conditional upon the County Engineer's approval of the improvements beyond the City Limits. The City will stamp the construction plans for the infrastructure within the City Limits upon receipt of the mentioned County's approval. 3. Show revised alignment of proposed "Old Arrington Road" as discussed. 4. Final Plat shows 3.7 acres, Drainage Report 3.4. Please clarify. 5. How did you arrive at runoff coefficient of .55? 6. Define/delineate conveyance pathway. 7. Is there capacity in the existing bar ditch? You are discharging a 27" into an existing downstream 18" culvert. Verify capacity in bar ditch down to Primary receiving stream. County says there is a capacity issue and flooding problem. 8. What is depth of water into and end treatment for Pipe 3? Will all the water from the existing ditch be routed through this pipe? 9. What is depth of water into culvert crossing Greens Prairie Road? Provide flowline all the way to flowline of existing pipe. 10. What is status of regional detention pond? Developer provides easements for electric infrastructure as installed for electric lines (including street lights). GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. Phase 2C is now part of Phase 2A. 2. The current application may be revised such that it becomes a final plat of Phase 2A instead of Phase 2C. Due to the magnitude of the revision, please submit all documents required for a final plat submittal. Noted. Phase 3 has been added since the proposed detention ponds are located in it. All documents are being resubmitted. 3. Please state if it is your intent to place the final plat on the July 19th P&Z meeting. The roadway is being constructed to the standards of a major collector, which requires an 80 ft ROW and 54'pavement. The plat has been changed to match the construction plans. 2. Coordination will be necessary with the County. The City can issue a letter indicating approval conditional upon the County Engineer's approval of the improvements beyond the City Limits. The City will stamp the construction plans for the infrastructure within the City Limits upon receipt of the mentioned County's approval. Noted. The plans are being submitted concurrently to the City of CS and Brazos County for review. 3. Show revised alignment of proposed "Old Arrington Road" as discussed. The alignment has been changed. 4. Final Plat shows 3.7 acres, Drainage Report 3.4. Please clarify. The new preliminary plat that is being resubmitted covers Phases 2A and 3. Phase 2A is 31.593 acres and Phase 3 is 16.894 acres. The drainage report was prepared to only address the street and its associated appurtenances, including the detention ponds that have been added with this submittal. The total area associated with these features encompasses approximately 5 acres (street & ROW = 3.4 acres, ponds = 1.6 acres). The remaining area in the two phases will be analyzed as they develop. Of 1.yd f 5. How did you arrive at runoff coefficient of .55? This has been a standard coefficient used on many residential development projects. However, it was incorrectly used on this project. The runoff coefficient used for purposes of modeling the storm drain system has been changed to 0.90 for the road right-of-way. Two small drainage areas near the intersection with Old Arrington Road were left at 0.55 because they encompass portions of the site that will be a combination of grass cover and asphalt pavement. 6. Define/delineate conveyance pathway. While it is not entirely clear what is requested here, note that the design of the drainage system has significantly changed as described in the following comment response. Runoff from the streets is conveyed to the detention ponds, then into clearly defined outfall systems. The revised design should address the conveyance pathway question presented with this comment. 7. Is there capacity in the existing bar ditch? In order to address this comment, as well as the subsequent three comments, the drainage design has been altered to include detention ponds on the north and south ends of the project. The pre-development flows and post-development flows are shown in the drainage report. The post-development flows are greatly reduced from the existing condition. The bar ditch along Old Arrington Road is the only access this property has to an outfall. As you will see, the outfall pipe from the pond is a 4'x 2'box culvert that will replace the 18"culvert and allow water to pass to the natural channel south of South Oaks Drive. An analysis of the stream's capacity down to the Primary receiving steam was not conducted, and no channel modifications to the tributary are being proposed. It is assumed that by significantly lowering the volume of water leaving the site, no additional flooding will occur as a result of this construction. Instead, flooding problems should be greatly reduced as a result of these drainage improvements. 8. What is depth of water into and end treatment for Pipe 3? Will all the water from the existing ditch be routed through this pipe? The piping system has changed. Please refer to the revised construction plans and report. 9. What is depth of water into culvert crossing Greens Prairie Road? Provide flowline all the way to flowline of existing pipe? The piping system has changed. Please refer to the revised construction plans and report. 10. What is status of regional detention pond? Construction of the regional detention pond was not required for the first development project. The ponds shown in this submittal are intended to be temporary, although it is not known how long they will be in place. As users of the surrounding property are identified and plans for the land become better defined, permanent locations of the detention ponds that will ultimately serve this area can be determined. A revised Engineer's Estimate is provided that reflects the modifications noted above. 0 ENGINEERING COMMENTS NO. 2 1. Provide slopes of design grades (Profile-Old Arrington Road). 2. Provide design curve data for vertical curve around Stat 3+00 (Profile-Old Arrington Road). 3. K value is below minimum for crest at Stat 1+50 (Profile-Old Arrington Road). 4. Provide design curve data for vertical curve around Stat 1+00 (Profile-Old Arrington Road spur). 5. Vertical curve data is missing from Arrington Road after Station10+00. 6. Open ditch slope is 4:1 maximum for rural collector. 7. Show hydraulic grade lines in profile view. 8. Your Reference Statement on Page 3 of Drainage Report is not complete. 9. Construction will need to be coordinated with the County. I have not had any comments back from Gary.
