Please indicate the current zoning of the subject parcel on the site plan. 12. Please be aware that our sanitation department has not formally commented on this site plan. We will return their comments to you as soon as possible. /3. Building permits will not be issued until revised building elevations have been reviewed and approved. Please resubmit the building elevations before requesting building permits. 4. As discussed, alternative buffer plans will need approval by the Design Review Board. Please submit all necessary documents for this process. 5. Buffer requirements should be identified in a separate legend. Please remove the Chinese pistache and red tip photinia details from the `Landscape Legend' and identify them on a `Buffer Legend.' Again, this buffer plan is subject to approval by the Design Review Board. 6. The landscape legend indicates that the existing crepe myrtles are 1.25" and larger and will be awarded 200 points for barricades. Please be aware that in order to receive 200 points for a barricaded non-canopy tree, it must be 4" on a single cane, and at least 2" on a single cane to receive 150 points for a barricaded tree. Please revise the plan accordingly and calculations if necessary. 7. The landscape legend indicates that there are 47 wax leaf ligustrum shrubs provided on the site plan, but staff was unable to find those plants. Please revise the plan accordingly. 8. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Please submit development permit application and fees. 2. (Drainage Issue) Please provide a note on the site plan specifically stating the square footage of the proposed impervious cover to be added to the site and the specific square footage of the existing impervious cover to be removed and vegetated on site. 3. As this site has recently been subdivided this lot will be required to have its own domestic water meter, irrigation meter, water service line, sanitary sewer tap and sanitary sewer service line. Please illustrate if any of the above exist on Lot 19A-R, or provide detail to illustrate their proposed locations. ./4. The proposed domestic and irrigation meters should be located within an easement. It appears from the provided water demands a .75-in water meter is appropriate. ,/p. The City requires all commercial properties to have a 6-in sanitary sewer tap. ,/7 A 3-in to 6-in sanitary sewer service line requires a 1% slope, please label accordingly. /8. Please label the existing 18-in water main located across Valley View Drive. /9. Please illustrate on the site plan which portions of the entrance, drive isles, and parking lot will remain as existing, which portions will be completely removed and replaced, and which portions will be rehabbed. Please illustrate the planned material types in each location. 10 The first site plan indicated that the fire lane was 20', but the revised site plan now says that it ranges from 15'-9" to 18'-6". Please be aware that the fire lane must be at least 20-ft wide. /1. Please remove note 1, as it is not a true statement. Al2. Please revise note 5, as this is not a true statement. A portion of the subject property does lie within the 100-Year Flood Hazard Area or more specifically in a Zone AE area of the Special Flood Hazard Area inundated by 100-Year Flood per FEMA FIRM Panel 144C. Please illustrate the 100-Year Flood Plain line or base flood elevation on this site plan per FEMA FIRM Panel 144C. 13. Please label the proposed and existing elevations of the structures as Finish Floor Elevation (FFE) on the site plan. - 14. Please submit BCS Unified Construction Details which apply to this project (i.e. commercial driveways, etc) 15. Please submit erosion control plan (i.e. silt fence, construction entrance, etc). ,16. Please remove the label "PRELIMINARY: Not for Construction" as this site plan will be approved for the purposes of construction. 2. Please update the date in the title block on the right-hand side of the page from April 19, 2007 to the date stated in the "Information" block as May 4, 2007. 3. Please provide the side setback lines according to Section 5.4 Non-Residential Dimensional Standards. x 4. Please provide the ownership and current zoning,of subject parcel and all abutting parcels. / Please provide curb and pavement details on the site plan and verify that they meet minimum standards for a fire lane. ✓6' Please illustrate the existing driveway that is currently being used. It appears that the island at the east end of the north parking row was removed. Please provide an end island no less than 180 square feet according to UDO Section 7.2.D End Islands. X 410. A 6' sidewalk adjacent to the curb or a 4' sidewalk with a 6' buffer green space will be required along Valley View. ✓./f 1. Per UDO Section 7.9 B.5 Pedestrian/Bike Circulation & Facilities, a bicycle facility capable of storing 4 bicycles is required for all non-residential buildings. Please provide a facility to be ()shared by both buildings. Please dimension the pad site for the existing dumpster location and verify that it has appropriate screening according to UDO Section 7.7.0 Guidelines. ✓1i Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 14. Please see UDO Section 7.9.B.2 Building Mass and Design and verify that all required architectural elements are provided. Please be aware that the front façade that faces Valley View will be required two different architectural elements for every 45-feet. Because it measures at approximately 54-feet, four elements will be required. All other facades will be required two elements for every 60-feet. /1$. For our records, please provide a landscape survey of the site that indicates the species and size of all existing landscaping. 2. Page 2 of 5 3 3. According to UDO Section 7.6 Buffers, existing sites that expand 25% or more of the existing improvements are required to provide a buffer. In this case, a 10' buffer including a fence will be required along the west property line between the subject property and the adjacent multi-family development. This may affect the adjacent parking. 4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled"on your plans. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 3 of 5 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part Ill of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOl), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Developer provides temporary blanket easement for construction purposes. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles as required. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8.
