This letter is a request on behalf of my client, Mr. James Stewart, to approve the following
parkland dedication proposal for the Wolf Pen Condo project as we discussed previously. I
understand that this can be done administratively because of the sm 311 dedication requirement.
The proposed development is a multi-family residential project with 93 dwelling units on 12.9
acres. The property is zoned WPC and is currently undeveloped and un-platted. The
development will access Holleman Drive and will be a gated develor meet. However, there will
be trail access points from the development itself as well as a public access from Holleman to
the creek on the east side of the property_
The Planning & Zoning Commission approved the use of this; tract for a multi-family
development at their 2-2-06 meeting as did City Council at their 2-23-06 meeting.
Subsequently a conceptual site plan was approved by the PlannincE & Zoning Commission in
April showing general building locations, parking, areas to be landscaped, the creek dedication
area and an area of the flood fringe to be filled
Mr. Stewart will be dedicating land as indicated on the attached drawing for trail access and
development as well as to meet the minimum reservation requirement_ The west comer of the
property where the trail entrance will be is _13 acres. The area being dedicated for the minimum
reservation area is 5.359 acres. Although the minimum reservation is required by ordinance, on
this particular piece of property it is a larger area than what was required on other properties in the
corridor in order to provide for the trail to loop across the creek The topography is such that a trail
could not be constructed within the original minimum reservation area which was floodway plus ten
feet. This additional property accounts for 1.159 acres as shown c n the attached drawing. We

requesting that these land dedications take care of the parkland Medication which would be .75
acres for 93 units.
In addition, Mr. Stewart would propose to build the actual trail from Holleman to its intersection with
the existing trail along with associated amenities to meet the parkland development tee
requirement of$27,156. Mitchell & Morgan, will prepare and submit engineered drawings for your
review as we complete the detailed site plan and engineering plans over the next couple of
months_ Details will consist of elements that match existing amenities in the corridor such as
lighting, seating, landscaping and an entryway onto the new trail.
