SUBJECT: NINFA'S MEXICAN RESTAURANT (SP) — Building Elevations
Staff reviewed the above-mentioned building elevations. The following items are a list of staff
review comments detailing items that need to be addressed:
1. Please remove General Notes 1 and 2, these notes are not sufficient to meet the Non-
residential Architecture Standards. The specific colors and materials must be identified to
receive approval.
2. Provide material and color samples for the proposed building.
3. Please note that the Plaster over CMU by itself is not an allowable type of material. To be
used, it must simulate Stucco/EIFS as described in Section 7.9.B.3.b.1 of the Unified
Development Ordinance (UDO). A material sample would be needed to verify compliance.
4. Provide a table that includes the percentage of colors on each façade.
5. According to Section 7.9.B.2 of the UDO, two different types of architectural relief elements
are required for each 45-foot section of a façade facing a public right-of-way as well as two
for every 60-foot section on all other facades. The West and East Elevations meet these
requirements. Please provide a second type of element for the eastern section (rear) of the
North Elevation façade. Also provide a second type of element for both sections of the
South Elevation.
6. Please provide a note that signs are permitted separately.

referencing project # 07-95:

Subject: Ninfa's - Front Parking

Rod, would like to add two parking spaces to the front as sketched. Is this possible without a
resubmission of the Site Plan? If so, I would propose showing an 8x11 zoom in of this area with grading
to illustrate that we are not interfering with the overflow drainage swale of the box culvert.

Subject: Ninfa's site plan revisions
Wally and Rod,
I have scanned the latest version of the Ninfa's site plan. They have removed some parking in the rear
interior rows and made a drive aisle connection through the middle. This was done to shorten the fire
lane loop to keep fire and sanitation trucks from having to go all the way to the rear of the site, which is
very close to a large drop off because of the creek. Please confirm if this configuration works for you.

I sent the Ninfa's driveway permit to you on Friday. I should have added, if TxDOT would like to see a
decel lane for this driveway, please let us know. Our ordinance includes a provision that a decel lane may
be required in some situations and I believe this situation meets that requirement.

The elevations would need to be submitted to our office as a full scale sheet so it can be reviewed for
compliance to the Non-residential Architecture Standards. From a preliminary look at it, it appears that
colors would need to be identified and color and material samples submitted with the elevations. Let me

I mentioned yesterday, I asked about this item during our staff meeting this morning. We were all in
agreement that those areas you've outlined in the figure are not interior island space or expanded end
islands that help fulfill the interior island requirement. It appears that another alternative than making
those 10 parking spots will need to be pursued.

Rabon,
You have a couple of alternatives that could end up at ZBA, depending on what you are referring to when
you say "this." If seeking a variance to the interior island requirement, it would be a ZBA variance. If the
variance was for 10% of less of the required area, then an Administrative Adjustment through staff could
be sought.
If wanting to appeal the interpretation that the islands you outlined don't count as interior islands then you
would submit a Written Interpretation application to staff. Once issued, then you could appeal the
interpretation to ZBA.

Please find the revised A4.0 sheet that addresses your comments on the Ninfa's Building Elevations.
1. Please remove General Notes 1 and 2, these notes are not sufficient to meet the Non-
residential Architecture Standards. The specific colors and materials must be identified to
receive approval.
General Notes 1 and 2 are excerpts from the Unified Development Ordinance,Article 7-General
Development Standards, Section 7.9 and address building colors.We have referenced the
section in the General Notes for clarification.
2. Provide material and color samples for the proposed building.
Refer to General Notes 1 and 2.
3. Please note that the Plaster over CMU by itself is not an allowable type of material. To be
used, it must simulate Stucco/EIFS as described in Section 7.9.B.3.b.1 of the Unified
Development Ordinance (UDO). A material sample would be needed to verify compliance.
`Plaster over CMU' has been changed to say`Stucco Accent Color over CMU'.
4. Provide a table that includes the percentage of colors on each façade.
Refer to additional note, General Note#3.
5. According to Section 7.9.8.2 of the UDO, two different types of architectural relief elements are
required for each 45-foot section of a façade facing a public right-of-way as well as two for
every 60-foot section on all other façades. The West and East Elevations meet these
requirements. Please provide a second type of element for the eastern section (rear)of the
North Elevation façade. Also provide a second type of element for both sections of the South
Elevation.
We have added overhangs to the windows on the South Elevation.The band between the lower
window and the arched windows is separated by a cast stone header.This header will project
out and provide shadow for the windows on this elevation.The North Elevation,at the eastern
section,contains a porch which is noted on the drawings.On the West and East Elevation,the
architectural relief elements are noted and lengths identified,even though these elevations
meet the requirements previously.
6. Please provide a note that signs are permitted separately.
Refer to additional note,General Note#4.
