5-A.3 -That the granting of the variance will not be detrimental to the public health,
safety, or welfare, or injurious to other property in the area, or to the City in
administering this chapter.
The developer intends to provide adequate streets, drainage, and
access to emergency vehicles as required by the City of College
Station. For this reason the requested variance will not be detrimental
to the public health or safety.
5-A.4 - That the granting of the variance will not have the effect of preventing the
orderly subdivision of other land in the area in accordance with the provisions
of this chapter.
The land adjacent to Chestnut Oak Circle has already been developed.

Below is the summary of the revisions made per staff's comments.
PLANNING: (Reviewed by Jennifer Reeves; Date: April 19, 2007)
COMMENT#1: ' Where Appomattox dead ends in Ph 2, there will need to be a temp. turn-around.
ACTION' Per my conversation with Josh Norton we have not shown the turn-around since
'the street extension is only one lot deep.
COMMENT#2 (FYI) Ph 2, 3 & 4 exceeds the 30-lot requirement for 2 access pts to the
subdivision. No more than 30 lots will be allowed w/o a secondary access.
ACTION: The order of development for this subdivision will be (in order) Phase 3, Phase 4,
Phase 2, and then Phase 1. A temporary access way has been added through
Lot 6, Block 10 that will be removed once the connection to Raintree Drive is
made in Phase 2.
COMMENT#3: Please label sidewalks on plat. Sidewalks are required on both sides of the
street. They will be required on Carters Cove & Ironwood Dr for pedestrian
access.
ACTION: See revised plat.
COMMENT#4: Please provide zoning for Northroo Grumman property.
ACTION: See revised plat.
COMMENT#5i Ph 2, Blk 5 is reflecting a 15' PUE—this needs to be 20' PUE.

COMMENT#6: Please be aware that no bik length can exceed 1200 ft. It appears Chestnut Oak

MENT#5: The proposed N Forest ROW dedication is not acceptable as it is encumbered by
a gas pipeline &easement & therefore we need surety as staff has discussed with
the developer. Per the Subdivision Reg's, when a subdivision embraces a
thoroughfare shown on City's Master Plan the street must be platted. The land
that developer is proposing to dedicate is encumbered which renders it unsuitable
for the purpose of thoroughfare extension. We have proposed the escrow as a
means of addressing that encumbrance. As long as the roadway remains on the
plan the ROW dedication is required. The terms are further defined such that if,
w/in 5 yrs, N Forest Pkwy is removed from the throughfare plan then the City will
refund the escrow amount. If, at the end of 5 yrs, N Forest Pkwy is still on the
thoroughfare plan then the City will use the escrowed funds to re-locate the gas
line.
ACTION: Duly noted.
•f' MENT#6: The median located in Chestnut Oak Circle does not apprear to meet our min.
standard (ie. ROW, pavement width, ER vehicle turning radius, etc.)
ACTION: The median and pavement around it has been modified to provide at least as
much turning area as a normal cul-de-sac.

document detail.
