Staff reviewed the above-mentioned Preliminary Plat as requested. The following page is a list of
staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Wednesday, May 9, 5:00 p.m., your project
will be placed on the next available Planning and Zoning Commission meeting scheduled for May
17, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"x 36" copy of the revised Preliminary Plat;
Sixteen (16) 11" x 17" copies of the revised Preliminary Plat.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have not

As we previously discussed, submit sheet showing existing FEMA floodplain/floodways vs.
pending LOMR floodplain/floodway. I will further evaluate the plat with this information.
Answer:
These drawings were delivered to Carol Cotter this morning.
Question:
Maintenance of private drainage easement by property owner? If sold as condos, how
does that work? Should it be Property Owners Association?
Answer:
This has been changed on the Preliminary Plat.
Question:
Dedicate area shown for trail improvement on southeast corner of the property as public
access and drainage easement.
Answer:
This change is reflected on the Preliminary Plat.

STAFF REVIEW COMMENTS NO. 1
PLANNING
Question:
Our GIS staff has reviewed this plat and has noted that the metes and bounds do
not close. Please revise accordingly.
Answer:
The metes & bounds have been checked and they do close. No revision has
been made.
Question:
The lot to be dedicated to the City as a part of Wolf Pen Creek does not need a
lot number.
Answer:
The plat has been revised to refer to the dedication simply as a dedication area
and not a lot number. With this revision how does staff wish to have the title
block on the plat read? Is the dedication area part of the River Oaks
Subdivision? The current title block is definitely not correct and will need to be
revised. Why does the City not want to own a lot and block description for its
property?

Question:
We understand that the Wolf Pen Creek park trails will be developed as a part of
this project; however, staff is still looking into parkland dedication requirements.
Answer:
We will be happy to work with the Parks staff and add amenities to the Wolf Pen
Creek trail system in lieu of our parkland dedication. It is not contemplated that
this development will construct the entire trail system behind this project as that
would be cost prohibitive.
Question:
Please label and dimension the existing sidewalks.
Answer:
The existing sidewalk has been labeled and dimensioned.
ENGINEERING COMMENTS NO. 1
Question:
Dedicate Proposed 20' Sanitary Sewer Easement as a PUE.
Answer:
The plat has been revised to show this easement as a PUE.
Question:
Please be aware that if sewer mains will be adjacent to building structures,
additional PUE width may be required. In addition, construction documents may
also show additional PUE is required.
Answer:
The sewer main will not be adjacent to building structures. Only service lines wll
be close to the buildings. We understand that if upon review of the construction
documents additional easement is needed we will be required to provide the
extra width.
Question:
Does the floodway lie outside the floodplain as depicted in the western corner?
Answer:
The floodplain and floodway lines have been revised to reflect the current LOMR
pending with FEMA for this stretch of creek. This newer study fixes the problem
with the floodway vs. floodplain line.
Question:
Be aware that no fill is allowed within the floodway without flood study and
possible variance.
Answer:
Understood. We do NOT intend to fill any floodway.
Question:
How were the floodplain/floodway limits placed on the Plat? Was actual field
survey data used?
Answer:
The floodplain/floodway limits were placed on the plat using the boundary and its
relationship to the Meridian Apartments LOMR (Case No. 07-06-0545P). The
floodplain limits shown were based upon aerial topography. If staff agrees that
this LOMR case should be the floodplain shown we will topo rectify it on this plat.
Question:
Indicate BFE's.
Answer:
Base flood elevations have been added to the revised plat.
Question:
Water line sizes will be verified with Water Design report provided with the Site
Plan.
Answer:

Question:
Add note to the Plat indicating who has the maintenance responsibility of the
Private Drainage Easements.
