The applicant is proposing an alternative buffer. Item Background: The applicant has submitted a site plan to the City for an expansion of the existing Christ Holy Mission Baptist Church. Included in the expansion is an additional parking lot, a multi-purpose building for school rooms and a fellowship hall. The church is located within an R-1 Single Family neighborhood, so the proposal to expand their facility engages the buffer requirement. The applicant states that the buffer requirement would not allow them to achieve the necessary parking. According to Section 7.6.F Minimum Buffer Standards, the Church would be required to install a ten-foot planted buffer with a six-foot high wooden fence. This buffer would be required along the north and east property lines that abut single family residential lots. The applicant's proposal is to provide a two-foot buffer with three-foot shrubs and a six-foot privacy fence on the north side and an eight foot buffer on the east side with Crepe Myrtles and three foot shrubs with a six- foot wooden privacy fence. Required Proposed on North Property Proposed on East Property Line Line 6-foot fence 6-foot fence 6-foot fence 10-foot buffer yard 2-foot buffer yard 8-foot buffer yard 1 non-canopy tree per Shrubs Non-canopies and shrubs 15 linear feet or 1 shrub per 3 linear feet 1 canopy tree per 25 No canopy trees No canopy trees linear feet Administrator Recommendations: Staffs recommendation is for denial. In general, parking lots in the middle of a single family neighborhood would have a negative impact on surrounding residents. The buffer ordinance was written to help protect single family neighborhoods from more intense uses. Issues/Items for Review: 1. Relationship of buildings to site 2.
