Please verify that the bike rack model noted on A010 conforms to the requirements shown in the Site Design Standards (p21): http://www.cstx.gov/docs/site design standards.pdf 2. Provide following note on architectural plans: Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 3. Show all easements on the architectural site plans. 4. Please correct all landscape point calculations. In the Plant List on page LS 1, it shows 860 points for 86 Elaeagnus within the buffer. These do not receive points. The total point calculation of plants provided should be 9,190 5. Please submit blanket and specific easement dedication application forms (repeat comment). 6. Provide sample of awning material and color. 7. Landscape plan still shows fencing along the west side of the property. Please remove. 8. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Reviewed by: Lindsay Boyer Date: April 30, 2007 0 ENGINEERING COMMENTS NO. 1 1. Where the fire water service line leaves the easement and there should be an isolation valve, separating public from private. The isolation valve should meet the follow requirements: On the fire suppression line, an isolation valve is required just inside the PUE. Also note on the plans that fire suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate lockable lids shall be approved by College Station Utilities Director or his designee. 2. Please submit blanket and specific easement dedication application forms. 3. I was not able to locate the grease trap (note 80). 4. I was not able to locate note 61 and note 62. 5. Please verify that the finished top of concrete grade of the two entrances will not be too steep or too quick of a grade change for the fire truck to traverse. 6. Please verify that all grate inlets located within the fire lane are structurally sound for those loads. 7. Is volume 61, page 655 the record verifying the release of the easement that encroaches the proposed project site? 8. The proposed public water main location is considered a structural backfill area. 9. Please submit "Letter Acknowledging City Standards", which can be found on bcsunited.net. 10. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit(TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. 0 As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent(NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Provide ownership information of adjacent properties. 2. Clearly note the setback line. 3. Building plots with buildings over 50,000 square feet must have bicycle parking for 8 bicycles. (UDO, Section 7.9.E.4) 4. Please be aware of the requirements of Section 7.10 of the Unified Development Ordinance as it relates to outdoor lighting. No cone of light may project onto another property and all light sources may not project below an opaque housing. 5. Provide fencing detail. Also, fencing is not allowed along the west property line adjacent to the access easement. 6. Please provide dumpster screening details. 7. Provide dumpster pad detail in compliance with the City of College Station Site Design Standards: http://www.cstx.gov/docs/site design standards.pdf 8. SW 2855 Sycamore Tan is not an approved color for the City of College Station and exceeds the 10% of accent color allowed per façade. 9. Non-residential Architectural comments: There are no elevations of this building that is facing a right-of-way. Each elevation that is not facing a right-of-way must have at least 2 different design elements from the required list in UDO Section 7.9.B.2 for every section of up to 60 feet for the first 2 stories of the building. Front Elevation: The section of 60 feet that includes the pool building only has one required element (building projection of 4 feet or greater). An additional element is required. Side Elevation (North): The section of the façade with the pool building only has one required element (building projection of 4 feet or greater). An additional element is required. Rear Elevation: Each section of up to 60 feet (5 sections) has one required element (building projection of 4 feet or greater). Each section will required one more element for a total of 5 additional elements. Side Elevation (South): Each section of up to 60 feet (2 sections) has one required element (building projections of 4 feet or greater). Each section will require one more element for a total of 2 additional elements. 10. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 11. FYI: This site is part of the overall building plot of the Rosa's Subdivision. This allows one freestanding sign per building plot. Any additional monument signs may only be permitted at one per pad site with a pad site being determined as peripheral lots that make up no more than 30 percent of the area of the building plot. This lot does not meet the pad site requirement. Only directional signs and attached signs are allowed by the UDO Section 7.4. As noted, all signs are permitted through separate permit. 12. Engineering comments will be provided as soon as possible. As required by Section 7.9 of the Unified Development Ordinance, double landscaping points are required. The total points required is (98,805/1000 * 30)*2 = 5,928 2. 50 percent of all points must be used on canopy trees. This requirement is at least 2,964. There are not enough canopy trees to satisfy this requirement. 3. Asparagus fern: I spoke with our forestry department and there may be a problem with this plant freezing in this area. Another plant species may be more appropriate for groundcover. 4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. 5. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 6. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Developer to intercept existing conduit at designated transformers and extend as required. 4. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 5. Developer pours transformer pad(s) per City specs and design. 6. Developer installs pull boxes as per City specs and design (pull boxes provided by the City). 7. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan.
