The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Wednesday, May 9, 5:00 p.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for, May 17, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Is there a concern with referring to the dedication area as a lot? Question: We understand that the Wolf Pen Creek park trails will be developed as a part of this project; however, staff is still looking into parkland dedication requirements. Answer: We will be happy to work with the Parks staff and add amenities to the Wolf Pen Creek trail system in lieu of our parkland dedication. It is not contemplated that this development will construct the entire trail system behind this project as that would be cost prohibitive. Question: Please note that any changes made to the plans that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not made aware of will constitute a completely new review. Answer: Because the sanitary sewer reroute needed to be realigned this PUE has been rerouted on the plans to the same alignment. This was necessary to assure that the buildings in Phase II could sewer to this line. The manhole located to the east of the property has been confirmed that it is plugged and we cannot utilize it without rehabilitating the line. Question: The construction documents and reports are still under review and may affect the plat. Answer: Understood ENGINEERING COMMENTS NO. 1 Question: Dedicate Proposed 20' Sanitary Sewer Easement as a PUE. Answer: This has been changed to a PUE on the plat. Question: Please be aware that if sewer mains will be adjacent to building structures, additional PUE width may be required. In addition, construction documents may also show additional PUE is required. Answer: The sewer main will not be adjacent to building structures. Only service lines will be close to the buildings. We understand that if upon review of the construction documents additional easement is needed we will be required to provide the extra width. Question: Does the floodway lie outside the floodplain as depicted in the western corner? Answer: The floodplain and floodway lines have been revised to reflect the current LOMR pending with FEMA for this stretch of creek. This newer study fixes the problem with the floodway vs. floodplain line. Question: Be aware that no fill is allowed within the floodway without flood study and possible variance. Answer: Understood. We do NOT intend to fill any floodway Question: How were the floodplain/floodway limits placed on the Plat? Was actual field survey data used? Answer: The floodplain/floodway limits were placed on the plat using the boundary and its relationship to the Meridian Apartments LOMR (Case No. 07-06-0545P). The floodplain limits shown were based upon aerial topography. If staff agrees that this LOMR case should be the floodplain shown we will topo rectify it on this plat. Question: Indicate BFE's Answer: Base flood elevations have been added to the revised plat. Question: Water line sizes will be verified with Water Design report provided with the Site Plan. Answer: Acknowledged Question: Add note to the Plat indicating who has the maintenance responsibility of the Private Drainage Easements. Answer: This note has been added to the plat. See General Note No. 5. ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION Question: Developer provides temporary blanket easement for construction purposes. Answer: Acknowledged Question: Developer provides easements for electric infrastructure as installed for electric lines (including street lights). Answer: Acknowledged GENERAL ELECTRICAL COMMENTS Question: Developer installs all conduit per City specs and design. This project is located on the River Oaks Townhomes property. This work is not plat related but site plan related, therefore it was not submitted with our final plat. We would like to obtain approved plans in order to commence construction on this sewer line prior to site plan approval. This is in order to complete construction prior to asking for building permits for units to be constructed over the old sanitary sewer. The revision on this line is that we moved the sewer line closer to the Phase 11 units up near Holleman Drive. This was in order to achieve flowlines to sewer them. We had planned on taking these units to an existing manhole to the east within Wolf Pen Creek Park but have since found that this line is plugged. In discussions with Spencer Thompson, he has requested that we replace all of the old 15" clay tile line through our property and across Holleman. He has agreed to request oversize participation for the work which would not have been required as part of our site plan project. Because of this I have included an extra plan set as well as an oversize participation cost estimate for Spencer as well. He and I are working on the necessary agreements to be forwarded to City Council for approval of the oversize participation request prior to our constructing this line. ank you for your help with this project.
