Applicant: Christ Holy Mission Baptist Church
Item Summary: This item is for consideration of a waiver to Section 7.6.F Minimum Buffer
Standards.
Item Background: The applicant has submitted a site plan to the City for an expansion of the
existing Christ Holy Mission Baptist Church. Included in the expansion is an additional parking
lot, a multi-purpose building for school rooms and a fellowship hall. The church is located within
an R-1 Single Family neighborhood, so the proposal to expand their facility engages the buffer
requirement. The applicant states that the buffer requirement would not allow them to achieve
the necessary parking.
According to Section 7.6.F Minimum Buffer Standards, the Church would be required to install a
ten-foot planted buffer with a six-foot high wooden fence. This buffer would be required along
the north and east property lines that abut single family residential lots. The applicant wishes to
have this requirement waived all together.
Administrator Recommendations: Staffs recommendation is for denial. In general, parking
lots in the middle of a single family neighborhood would have a negative impact on surrounding
residents. The buffer ordinance was written to help protect single family neighborhoods from
more intense uses.
