Project: HARVEY ROAD ADJOINING WINDWOOD (REZ) — (07-00500052)
PLANNING
1. FYI: The proposed rezoning boundaries include floodplain as depicted by the
approximate 100-year floodplain boundary and FEMA floodplain. We will be
recommending approval of rezoning areas within the floodplain in the areas. Areas
that are 200 feet in length and 80 feet at the deepest are not minimal
encroachments. These are larger than the even the minimum lot size in the
requested district.
2. Remove all lot and street lines. The only lines on the map should be the rezoning
boundary, easements, 100 year floodplain line, and LOMR line.
3. Clearly identify the adjacent zoning. To the east is A-O, Agricultural Open.
4. Provide a scale. I could not find one.
5. Submit revised application with owner's signature or a power of attorney as required
on page 2 of the rezoning application.
6. FYI for future reference when platting: Any subdivision over 30 lots will need 2 points
of access
7. Please submit a Word document of the proposed metes and bounds for the
ordinance.

Public hearing, presentation, possible action, and discussion on a rezoning from A-O,
Agricultural Open to R-1, Single Family Residential consisting of 1 lot on 13.079 acres in
the general vicinity of the area northeast of Windwood Subdivision. Case #07-00500052

Lindsay Boyer, Senior Planner,presented the rezoning and recommended denial.
She addressed several questions by the Commission on the rezoning request.
Greg Taggart, Municipal Development Group, College Station, Texas. Mr. Taggart
represented the applicant and spoke in favor of the project and answered questions in
general from the Commission

Brookway Drive, College Station, Texas. Some concerns of the citizens were drainage,
flooding potential, environmental concerns, hazard of power lines and gas pipelines in the
area, as well as the potential traffic impact and stated that there was a need for an impact
analysis.
Alan Gibbs, Sr. Assistant City Engineer, addressed questions from the Commission
regarding drainage and floodplain issues.
Ken Fogle, Transportation Planner, addressed questions from the Commission regarding
Brookway Drive and the extension of Associates Drive.
Commissioner Davis motioned to deny the rezoning. Commissioner
Strong seconded the motion, motion passed (6-0).

PLANNING
1 . The proposed rezoning boundaries include floodplain as depicted by the
approximate 100-year floodplain boundary. Unless this area is removed, staff will be
recommending that this portion of the rezoning be denied in compliance with the
Comprehensive Plan Goals and Objectives to minimize development impacts on
floodplains and streams. This was discussed in the Pre-application Conference.
Every effort should be made to exclude as much of the floodplain as possible.

1 . You note the "approximate 100-yr flood plain per new study". What is this new
study?
2. Show limits of FEMA recognized 100-yr floodplain.
