LAYNES (SP)- Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
One (1) revised site and landscaping plan.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and necessary documents are required prior to the
issuance of a building permit. If there are comments that you are not addressing -,with the revised site
plan, please attach a letter explaining the details. As a reminder, a facilitation meeting has been
scheduled for Tuesday, May 16 at 2:30 pm in our conference room. If you have any questions

l 1- FYI — Our Transportation Planner, Ken Fogle, is currently reviewing this site plan for drive-
thru queing standards and other issues. Additional comments may arise from his review.
W' 12. Please show the entire property, including the first phase so that staff can review the
circulation of the site as well as how this phase will affect the rest of the property. Based on
this comment, please be aware that additional comments may be made on the second
submittal that could not be made on this submittal.
/J 3. The first site plan for this property indicates that both pad sites along Wellborn Road will be
developed as a part of Phase II. This means both pad sites will have to have to be built
before a Certificate of Occupancy is issued for any building. You also have the option of
/ calling the remaining pad site 'Phase III'. Please inform staff of your preference.
�'J 4: Please provide a key map on the site plan giving a general location of the subject property.
. �5. ,-'Provide the name, address, and telephone number of the applicant and property owners.
. Please show the ownership and current zoning of parcel and all abutting parcels.
Please show all building setbacks for this phase.
8 Per section 7.7.0 Solid Waste — Minimum Requirements, dumpster screening shall be at
least as tall as the dumpster and may be achieved through the use of buildings, fences, or
walls. Plant material may be used to supplement the screening. Please verify that solid
screening will be provided and include a profile of the screening on the site plan.
9. The eight (8) parking spaces on the east side of the building and the eight (8) parking spaces
on the north side of the building that are shown on the property cannot be counted for thisn�
building as they were included in Phase I calculations. Also, please be aware that this
building will require 24 parking spaces as restaurants with drive-thrus require one (1) parking G -C`
space per 100 sf.
v, /10. Please clearly show the bounds of the building on the site plan and identify what the
remaining area will be used as. Please be aware that outdoor eating areas will be included in
the building square footage and additional parking will be required.
,/fl. Please provide a parking legend that states how many parking spaces are required for this1 ti
phase and how many will be provided. Also, please dimension the parking spaces on the sitep
plan.
✓°f2. As a part of the review for non-residential buildings, please provide building elevations, color

v6 Provide a general note that all roof and ground -mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a
unified appearance.

LANDSCAPING/STREETSCAPING/BUFFER
A. Please be aware that all of the required landscaping points for Phase II must be installed
before a Certificate of Occupancy can be issued. If you choose to separate the two pad sites
into separate phases, please be aware that the minimum number of points that a site is
required is 800 points. Please adjust the landscape accordingly.
2. The legend should clearly state the point value of each plant or tree, the number provided,
and the total number of points.

...:3. Please provide parking screening along 100% of right-of-way, such as 1 shrub for every 3
feet of frontage, or by use of berms, structural elements, or combinations thereof. Screening
must be a minimum of 3 feet tall. If a berm is existing, please identify it on the site plan.
4. Please provide the streetscape requirements and irrigation plan for Phase I to verify that it
has been met for future reference.
,,,, 5. Please be aware that Compact Nandina is not an approved shrub on our Plant List. Please
choose a shrub from the approved plant list.
6. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as
per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING
1. Show all existing and proposed easements on Site Plan. Existing easements need to
reference volume and page.
2. The pavement under dumpster conflicts with Detail C/D provided on Sheet 5.1. What is
the reinforcement for the 8" pavement?
3. Provide Erosion Control Plan.
4. Please review Details B, C and D. They may not be titled correctly, and all mention
expansion joint material.
5. Will the underground electrical be relocated?

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per city specs and design.
2. City will provide drawings for conduit installation.
3. Developer to intercept existing conduit at designated transformers and extend as
required.
4. If conduit does not exist at designated transformer, developer to furnish and install
conduit as shown on electrical layout.
5. Meter will be located on building.
6. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to
gmartinez(a)cstx.gov
7. Developer provides load data for project as soon as it is available.
