In performing a preliminary review of the application, it was discovered that the subject property is actually zoned PDD (Planned Development District). For your reference, I have attached the Ordinance in which City Council approved to rezone the property from C-3 to PDD in August 2006. As a PDD zoned property, a Concept Plan must be approved by the Design Review Board (DRB) before a site plan in accordance with it can be approved by staff. As such, the site plan application will be placed on hold and no comments made until the Concept Plan approval is received. Please submit a Concept Plan application for our review and it will be scheduled for the next available DRB meeting. Feel free to contact with any questions you may have regarding this matter. I realize there was a misunderstanding with the zoning designation since it is incorrectly shown on our online map. That is being updated. A C-3 district, however, does not permit a drive-thru restaurant, which I believe is part of the reason the owner had it rezoned to PDD. Nevertheless, a Concept Plan application is to be submitted for DRB approval before the site plan can be considered. Based on the intent of the PDD zoning,the DRB could require specific conditions that may conflict with the current submittal. As for meeting dates, the next available DRB meeting on April 13th has a submission deadline of March 26th. A quorum was not available for a meeting today(the 9th) so the March 23rd meeting was moved up to the 19th. Staff reports have already been completed for that meeting. I know the timing may not be desirable for you or your client, however, April 13th is the next one available. Beyond the ordinance language, I will review the Council minutes and video of the rezoning to note the intent of the PDD. I'll be happy to answer questions you may have as you develop the concept plan. As a note, for some reason the initial email I copied to the property owner was undeliverable. Elevations must be compliant with the City's Non- residential Architecture Standards, found in Section 7.9 of the Unified Development Ordinance (UDO), before a building permit can be issued. Please submit a separate set of building elevations for review and inclusion in the site plan file (reference project#07- 44). Though the comments provided below do not constitute a complete review, please revise the elevations in your next submission by addressing the following: • The front elevation does not have two different types of architectural relief elements. The two metal awnings count as one element. Please revise. • Provide two different types of architectural relief elements on the rear elevation. • Provide two different types of architectural relief elements on the eastern (rear) section of the Drive-thru Elevation. • Provide a table that includes the percentages of material and colors on each facade. Material samples have been received, though not all materials seem to be used.
