The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Three (3) revised Landscape / Irrigation Plans Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. Due to the hierarchy of street sizing(which I am not criticizing), College Station has an inordinate number of homes backing to collector streets.The best solution to make those long stretches of fence visually acceptable is to cover them with vegetative screening. Unfortunately every other year the City creates a new rule that if implemented would preclude the streetscape. It would be impossible to deposit another$16,000, raising the total cost to$32,000,with the City for the possibility of replacing plants if utility repairs are necessary.We must again ask for a waver to a rule that was probably intended for a different type of PIP. Although there are utilities immediately adjacent in an easement within the Edelweiss Gartens Phase 12 subdivision,there are no utilities under the proposed plantings. It is understood that in the event that plants are removed or damaged for any reason,the Edelweiss Gartens HOA will have to repair or replace the plants at the sole expense of the HOA.This is no different than existing streetscape adjacent to Phase 1 along Victoria, Phase 6 along both Victoria and Eagle, Phase 4 along both sides of Brandenburg Lane,and Phase 8 along Eagle. Similarly,this is the same request and understanding for the HOA to maintain plantings as is in several Phases of Edelweiss Estates.Only once that I am aware,in the last 15 years has the was it necessary for the City to make utility repairs under HOA plants within a street ROW. When underground electrical work was completed along the side of Edelweiss St.,the crew literally,simply stuck the yaupon back in the ground.The HOA did a little clean up but the plants survived. No cost to anyone.Not bad history for either the City or the HOA,.although the HOA was ready to bear an expense if it occurred. If there is more to obtaining the requested waver, please let me know the route or contact people. Your helpfulness is appreciated.
