Dear Jane:
This letter is to confirm administrative acceptance of a fee in lieu of land for the required
dedication fee for the proposed multi-family development by Miles Construction Corporation,
which fronts on George Bush Drive.
If your client so chooses, anagreement may be considered to allow the developer to construct
sidewalk improvements adjoining the development in the Wolf Pen Creek District as part of
the site plan process, that will be of equal value to the required development fees, in place of
paying the fee. This is allowable under the requirements of the Park Land Dedication
Ordinance.

This information is provided in regarding comments received 11/29 from Carol Cotter and
yourself regarding this project. Following each comment is our response in italics.
Planning
1. All phases must meet site plan requirements. There must be an end island at the end of each
parking row as it is phased. You can adjust the phase lines to incorporate the existing parking
islands. First of all,phasing is shown for this project for the purposes offacilitating Certificates
of Occupancy on some buildings (the phases) before the entire site is complete and ready for final
inspection. We can (and have) easily move the line dividing phases 2 and 3 to address this
comment. However; the line between phases 1 and 2 cannot be shifted more than a few feet east
due to drainage issues, and cannot be shifted west due to parking requirements. Therefore we
are showing a temporary end island that apparently will be needed in order to allow the
development of phase one, but which will be removed prior to completion of phase 2.
2. Please make note that the bedrooms for the 2-bedroom units are less than 130 sf in size.
Otherwise there is not sufficient parking. This note has been added to the site plan.
3. Curbing note should state that all pavement edge will have 6 inch raised monolithic curb. The
site plan curbing note has been revised to indicate the 6 inch height, however the City standards
allow 2-part curbing, so the word `monolithic'was not included.
4. Will these changes to the building layout change any of the issues regarding the fire coverage
for buildings over 30 feet in height? No, the minor shifts still fall well within the ladder truck
envelope used to approve the first site plan.
5. With the construction being done in phases,how is turnaround being provided for fire and
sanitation? The end of phase 1 is within the allowable backing distance to George Bush East so a
turnaround is not required Phase 2 includes the turnaround that is required for the rest of the
site.

6. On the landscaping plan,I only counted 3 Bicolor Iris in phase 3. Although these plants are
not required due to our large surplus of landscaping points, we have clarified the landscaping
plans,
7.Again on the landscaping plan,I only counted 96 Heavenly Bamboo in Phase 2(instead of 98—
the phase line is drawn so that the island would not be constructed),and 60 Heavenly Bamboo in
Phase 3 (instead of 58). With the shifts in phase lines, we have recalculated these requirements,
as well as our tabulation showing that this plan is far in excess of city requirements.
8. Provide updated façade details for our files. This comment has been relayed to the Developer.
9. Clearly label the pedestrian access ways to the trails. The site plan currently includes clear
labels for both pedestrian access ways. If there is some other required means of noting this
element, we request an example.
10. Please note that any changes made to the plans,that have not been requested by the City of
College Station,must be explained in your next transmittal letter and"bubbled"on you plans.
Any additional changes on these plans that the City has not been made aware of will constitute a
completely new review. Noted.
Engineering
1. Will water, sanitary sewer, and storm drain be constructed with Phase 1? If not, show effects
on system with partial installation. As mentioned above, the phasing shown is for the purpose of
facilitating Certificates of Occupancy on some buildings before the entire site is ready for final
approval. All water and wastewater improvements will be constructed with the first phase.
Because the line between phases 1 and 2 is a crest grade break in the paving, the phase 1
drainage improvements can stand alone if the developer wants to delay the rest of the paving
until the first two buildings get going. Phase 2 includes all drainage improvements to serve
Phases 2 and 3.
2. If the water line being extended by the adjacent River Oaks project is constructed before yours,
you will need to connect to it in lieu of the blow-off. A note has been added to this effect on the
water plant.
3. Off-site drainage profile#2 does not appear to match plan view. Is there still an inlet grate?
Show flowline in at junction box. The profile is intended to only apply to the public portion of
the line,from the junction box downstream. We have added the flowline-in elevation and
corrected the top elevation note to indicate that this is solely a junction box and not an inlet.
4. Is the 5' wide curb opening now an inlet(Drainage#2)? Yes, this has been clarified on the
plan.
5.Provide amendment to drainage report/letter for modified Drainage#2. Attached.
6. Proposed pedestrian access call note needs to be shifted. The leader line has been corrected.
7. Private sanitary sewer service line cannot be located in the PUE. Why not make it public?It
can end in a cleanout if line is less than 4' deep. The line was revised to make it public upon our
last submittal, including changes to grades and pipe materials, but one note was missed This
has been corrected

Dear Ms. Cotter:
Transmitted under this cover are 7 copies of the revised construction plans for the
referenced project.
Key elements changed in this submittal include:
1. Adding ADA space and ramp in front of Building 6. Proposed sidewalk
elevations were checked for ADA compliance.
2. The main drive aisle was widened to 26' inside by shifting the northern curb
north.
3. A small sidewalk section within the access easement at the end of the
turnaround was added.
4. All proposed water mains are now 8" in diameter.
5. Added the public sewer replacement of the existing 8" VCP from the Arbors at
Wolf Pen apartments east to the 15" line at River Oaks Town Homes. The line
west of the existing manhole from the Arbors will remain private.
6. The existing trees are still shown on the plans, but have been removed from the
point calculations.

Plan Revisions
Dear Lindsey,
As we discussed by phone,a DRB member is not in agreement with the plant selection used for
the dumpster screening chosen by our Landscape Designer. Therefore we have revised the
landscape plan to incorporate the Nandina Compacta as requested.
In order to expedite the approval process,we have changed ALL the Elaeagnus shrubs to Nandina
on the plan. We anticipate that during the construction process,we will submit a revised plan
showing where each of the plants are desired by the owner,with the understanding that the
Nandina will be ultimately required adjacent to the trash enclosures.
Also as we discussed,we have revised the drainage release points,and have included detail and
profile information on the pipes used with these plans. While separate profile blocks are not
included for these short pipe reaches,the details for each pipe include all profile related
information required.
We have included 7 copies for each of the affected sheets for your review. Since you already
have 7 full sets of the remaining documents,the new sheets can be incorporated into the final sets
for approval.

Response to March 9th Comments
Dear Lindsey,
The following should list our responses to your March 9th review comments regarding
this project.
PLANNING
1. Minimum throat width for multi-family two way driveways is 24 feet. The dimension
shown is 23 feet. Please revise. We have widened the driveway to 24 feet.
ENGINEERING
1. Fire flow/water design report needs to show that the proposed improvements meet the
requirements of the BCS Unified Design Manual with regard to pressure and velocity.
This needs to be shown for both scenarios; the 6" line as dead end, and ultimate
connection to water line from Jim Stewarts property. A more detailed water design
report is attached for your use.
2. Waterline fittings and valves under pavement? As described in our last comment
response letter, the water line cannot be shifted to move the fittings out from under
paving without removing several significant existing trees or violating TCEQ
separation distances from sanitary sewer facilities. The Wolf Pen Creek Design
District Guidelines encourage existing trees to be protected and accommodated in
new project design with the same strength that the Uniform Design Guidelines

encourage waterline fittings to not be under paving. It is our professional opinion
that the current straight alignment with few fittings under paving is preferable to
either removing the six mature trees necessary to shift the fittings out from under
the paving, or the numerous additional fittings which would be required to zig-zag
the waterline back and forth between the buildings and the paving while still trying
to dodge the trees. If it is Staff's position that the waterline issues should take
priority over the existing trees, we will require Staff to support that position at the
project Design Review Board meeting on March 19th.
3. I did not receive the initial Drainage Report/letter that we discussed. Please provide.
I have combined the two previous drainage submittals into the attached report.
4. Drainage report/letter needs to certify that drainage design meets provisions of COCS
Drainage Policy and Design Standards and explain how. (Include primary channel
verbiage and why detention is not required.) This has been included in the revised
drainage report.
5. What are discharge quantities and velocities at each discharge point? These have
been included in the revised drainage report.
6. Grading Plan doesn't have enough information to accurately tell what final
grade/drainage areas will be. We have included drainage area maps in the drainage
report to help clarify the existing and proposed drainage patterns.
7. I do not see the cleanouts you say were added to the private sanitary sewer plans.
Cleanouts are required every 100'. Cleanouts will be located at the connection of
each building service line to the private collection line, which will not exceed 100
feet in spacing.
8. Shouldn't the curvature note read "...be no less than 220' radius"? Curvature info
needed on other bends. We have clarified the note and applied it to all pipe curves.
9. Provide information on the meter banks. What size are water service headers? We
have included a detail of the header design and meter bank for review including
this information.

SUBJECT: WOLF CREEK CONDOS - MILES (SDSP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. The next submittal
will be the third and final review by staff for this round of reviews. If all items have not
been addressed on the next submittal, another $200 processing fee will need to be
submitted for the subsequent set of three (3) reviews. Please address the comments
and submit the following information for further staff review:

development with the revised site and landscaping plans attached

attach a letter explaining the details. If you have any questions or need additional

Staff reviewed the above-mentioned site plan as requested. The following page is a list

weeks to process).
$4320 Parkland Dedication fees prior to issuance of a building permit.

17.How is trail connection being maintained between Wolf Creek Condos and The
Arbors? There is no existing trail connection to the Arbors.

LANDSCAPING/STREETSCAPING/BUFFER
1. Existing trees must be at least 4-inch caliper to receive 40 points without a
barricade. Please note this in the landscape legend. Note has been added.
2. Mountain cedar is not on the approved plant list. Points credit for saving this species
has been removed from calculations.
3. Provide a general note on the landscape plan that 100% coverage of groundcover,
decorative paving, decorative rock, or a perennial grass is required in parking lot
islands, swales and drainage areas, the parking lot setback, rights-of-way, and
adjacent property disturbed during construction. Note has been added.
4. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow
Device, and installed as per City Ordinance 2394. Note has been added.
5. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394. Note has been added.

ENGINEERING COMMENTS NO. 1
1. Provide fire flow report. Done.
2. Will buildings have fire sprinkler systems? Nc
3. Provide drainage report/letter. Done.
4. Drainage is required to discharge to defined channel. Drainage release point has
been rerouted to existing channel at property line.
5. Show location of floodplain and floodway per 1999 LOMR . Done.
6. Private sewer cannot be placed in PUE, only crossings are allowed. The private
sewer has been shifted completely outside the public easement.
7. Private sewer shall meet plumbing code. Additional cleanouts are required.
What is the slope? Cleanouts and slope has been added.
8. Shift the water line to the north, so that fittings and valves will not be located
under pavement. Water line cannot be shifted north without eliminating
significant existing trees, specifically discouraged in this design district.
9. Water line - Additional valves are required, two on every tee. Valve also required
within 200' of temporary dead-end line. The existing line in George Bush has an
existing valve as shown on the water plan which precludes the additional 12 inch
valve. The first fire hydrant tee is too close to the 12 inch line to require another
line valve. The second fire hydrant tee has the dual valves as requested.
10.Blow-off required at end of water line. A blow off has been added in case this
project seeks acceptance of water improvements before the adjacent Stewart
project makes it's required connection.
11.Station all water service(s). The water services have been gathered into header
areas and stationed.
12.Maximum distance of 6" line is 1500 feet when connected on both ends to 8" line
or larger. What is the timeline for the connection to adjacent property's water
line? What is contingency if line not constructed by adjacent property? It is our
understanding that the adjacent Stewart Project is less than a month behind this
project, and is required to tie into this line to obtain fire flow. However, since this
line is only roughly 800 feet in length, it falls within the requirements anyway.
13.Only one fire hydrant is allowed on a 6" line unless connected on both ends to 8"
line or larger. What is contingency if line not constructed by adjacent property?
As mentioned before, we anticipate the adjacent connection within the same
construction time line. Our only contingency would be to further cut up the 12
inch line in George Bush by tapping our first fire hydrant directly to it, thus
meeting the letter of the requirements at the expense of the line in George Bush.
We will allow the City to make the determination on which is preferred.
14.Provide radius of curvature for pipe deflections. Done
15.Show limits of structural backfill. Done
16.Include BCS Unified Details. Done
17.Provide "Letter Acknowledging Standards". Done

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes. Said
easement already exist onsite.
2. Developer provides easements for electric infrastructure as installed for electric
lines (including street lights). Understood.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design. Understood.
2. City will provide drawings for conduit installation. Base drawings have already
been provided to CSU.
3. Developer provides 30' of rigid or IMC conduit for each riser pole. City installs
riser. Understood.
4. Developer to intercept existing conduit at designated device or location and
extend as required. Understood.
5. If conduit does not exist at designated device or location the developer will
furnish and install all conduit as shown on electrical layout. Understood.
6. Developer pours transformer pad(s) per City specs and design. Understood.
7. If pull boxes and secondary pedestals are required the developer will install them
as per City specs and design (pull boxes and secondary pedestals provided by
the City). Understood.
8. Developer will provide CSU Electric Department with a digital (AutoCAD 2000 or
later version) of plat and/or site plan. Email to: gmartinez@cstx.gov. Base
drawings have already been provided to CSU.
9. Developer will provide load data for project so that transformers can sized be
ordered. Base drawings have already been provided to CSU.

SANITATION
1. Will need at least 3-300 gal. containers for the amount of units. We have added
one container to total 3.
We place 1-300 gal for every 8 units at our 4-plex and town-homes locations that
normally utilize this type of service. Understood.
