The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) revised set of construction documents for the proposed development with the revised site and landscaping plans attached, One (1) revised site and landscaping plan, Easement Dedication Sheet and required documents (please allow 4 weeks to process). Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. Page 1 of 3 STAFF REVIEW COMMENTS NO. 1 Project: FIRST NATIONAL BANK (SP) — 07-00500032 PLANNING 1. Please label the subject Lot as being in a Corridor Overlay (OV) district, in addition to being zoned C-1. 2. Parking end islands are required to be a minimum of 180 square feet in area. Please verify the end island beside parking space #43 meets this requirement or revise accordingly. 3. Provide building elevations and color samples so compliance with the Non-residential Architecture Standards can be evaluated. As part of the submission, include the percentage of material and color used on each facade. 4. Add the following language at the end of General Note 12: "Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance." 5. Provide a note that for the purpose of signage this lot is considered one building plot. 6. Provide a note that vehicle trips generated by the proposed development may be incorporated into a TIA for Greens Prairie Center at some future time. Reviewed by: Jason Schubert Date: February 19, 2007 LANDSCAPING/STREETSCAPING/BUFFER 1. The proposed landscape plan is acceptable. FYI, if future development occurs, it is possible that a revised landscape plan would need to be submitted for the entire lot, including this proposed development. If the lot were to be divided into phases, each phase would be required to comply separately. Therefore, if phased, future phases would not require landscaping for this phase to be reevaluated. In addition, phasing would likely remove the current need to barricade existing trees to accrue enough landscaping points. Reviewed by: Jason Schubert Date: February 16, 2007 MISCELLANEOUS 1. Add a note that Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. Add a note that all BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. TEXAS DEPARTMENT OF TRANSPORTATION 1. Access driveways to SH 40 meet TxDOT's current "Regulations for Access Driveways to State Highways". Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where the posted speed limit is 50 MPH or more the required spacing between access points is 425'. Where access spacing is insufficient joint access will be required or access to internal/external streets. Page 2 of 3 ENGINEERING COMMENTS NO. 1 1. Submit application for TxDOT driveway permit. 2. Private storm drain ("Future Storm by Others") cannot be located within a PUE. It can cross a PUE, not extend the length of one. 3. Provide agreement with adjacent property owner for off-site improvements. 4. You indicate "future streets". Aren't these private internal drive aisles? 5. Provide Fire Flow Report. 6. Provide Drainage Report to meet new Stormwater Design Guidelines. 7. Provide Engineers Estimate for public infrastructure. 8. Is there a blanket PUE on the property? If not, provide Easement Dedication Sheet and supporting documents for proposed PUEs or Blanket. 9. Cannot locate Section B-B on the plans (Sheet C1). 10. Include BCS Unified Details for water and sewer in plan set. 11. Show water and sewer conflicts in Storm Drain profiles. 12. Does TxDOT allow HDPE culverts? 13. Is the HDPE culvert designed for the typical loading that will be experienced? 14. Provide "Letter Acknowledging City Standards". 15. Your Trench Detail does not match BCS Unified. Use standard detail or submit for approval why your design is better. Reviewed by: Carol Cotter Date: February 19, 2007 GENERAL ELECTRICAL COMMENTS 1. This plat is in the College Station, but is out of the College Station Utility electric service area. SANITATION 1. No issues for Sanitation. 2. Assuming will utilize a 90 gal container which does not require screening. Comment number 3 is similar to the building elevation comments received for the Manuel Drive location. FYI, this location is within a Corridor Overlay (OV) district as described in the Unified Development Ordinance (UDO) Section 5.8. Please refer to that Section regarding implications for signage. 2. The brick material samples provided did not appear to match the brick in the color elevations. 3. The elevations do not meet the requirements of the Non-Residential Architectural Standards (UDO Section 7.9) based on the following: • West Elevation — This façade is facing Arrington Road and therefore, must have 2 elements for every section of 45 feet. This elevation requires 2 different types of elements. The façade has 2 pilasters, however the requirement calls for 2 different types of elements. See UDO Section 7.9.B.2 for design elements that may be used to meet this requirement. Additionally, no more than 60% of the roofline of this elevation may be on the same horizontal plane. • North Elevation — This fagade must have two sets of 2 different elements. This fagade has pilasters, recessed entry, and a wall plane projection greater than 4 feet. Another element is required. • South Elevation — This fagade is not facing a ROW and therefore, must have 2 elements for every section of 60 feet — 2 elements total required. This elevation also has 2 pilasters of which one may count. If it is the intent to use the canopy and columns for the drivethru to meet this standard, then it must also meet the requirements along for the fagade facing Arrington Road to have 2 elements for every 45 feet of the canopy and for the east fagade to have 2 elements for every 60 feet of canopy. • East Elevation — This façade is not facing a ROW and must have 2 elements for every section of 60 feet. Provide phase numbers for the portions of lot not being developed with this project. 2. As shown in the initial submittal, provide a handicap accessible ramp between parking spaces 32 and 33. 3. With the new phase boundaries, there is no longer 454 feet of frontage along Hwy 40. As such, the landscaping streetscape calculations can be revised (reduced) to reflect that. 4. FYI, the building elevations have been reviewed and are acceptable. Reviewed by: Jason Schubert Date: April 20, 2007 ENGINEERING COMMENTS NO. 2 1. Your response to comments regarding a blanket easement was that no PUEs were needed for water and sewer. Plans indicate a proposed PUE on the fire hydrant line extension. This requires dedication of PUE or Temporary Blanket. Please submit Easement Dedication Sheet with required documents. 2. If the driveways are actually proposed as "Private Streets", then they need to be constructed to City Standards. Provide design information. Maintenance responsibility will also need to be indicated. 3. Provide copy of private access easement. 4. Provide agreement with adjacent property owner for off-site improvements on adjacent property. I do not show that one was submitted by the owner's representative as you indicated. 5. The sanitary sewer that you are showing to connect to has not yet been accepted by the City, so is not "there". Acceptance of the sewer by the City is required before Site Plan can be approved. 6. Be aware that the sanitary service connection at the manhole requires connection at the flowline or drop connection. What are you proposing? 7. Provide letter from Wellborn SUD stating that this Site has water being provide to it. 8. Provide proposed grades in profile of water line. Grading plan shows modifications. 9. Does the 3x2 box culvert restrict the flow from your site in any way? If so, what is the resultant height of the water? 10. As previously mentioned, detention is not allowed in the ROW. Provide revised temporary detention design. 11. Is your storm pipe system designed to handle all of the flow that was shown to pass through your site in the Regional Detention Pond Drainage Report? 12. Carol Cotter, Development Review Engineer, states: The letter submitted by Wellborn SUD is not exactly what we need. It needs to state that the water line has been constructed, fees paid and Wellborn is providing service. Site work can start, but we need this letter before combustibles are allowed onsite. Though this item needs to be addressed, it will not prevent the site plan from being approved. The driveway permit submitted to TxDOT, however, is still under their review and final site plan approval will be pending that approval.
