ACTION: The Site Plan has been revised per this comment. COMMENT#2: Parking end islands are required to be a min. of 180 sq ft in area. Please verify end island beside space#43 meets this requirements or revise accordingly. ACTION: The Site Plan has been revised per this comment. COMMENT#3: Provide bldg elevations & color samples so compliance with the Non-residential Arch. Standards can be evaluated. As part of the submission, include the percentage of material & color used on each facade. ACTION: All items listed above will be submitted by the Architect. COMMENT#4: Add the following language at the end of Gen. Note 12: "Such screening shall be coordinated with the bldg. architecture & scale to maintain a unified appearance." ACTION: The Site Plan has been revised per this comment. COMMENT#5: Provide a note that for the purpose of signage this lot is considered one bldg plot. ACTION: The Site Plan has been revised per this comment. COMMENT#6: Provide a note that vehicle trips generated by the proposed development may be incorporated into a TIA for Greens Prairie Center at some future time. ACTION: The Site Plan has been revised per this comment. LANDSCAPING/STREETSCAPING BUFFER(Reviewed by Jason Schubert; Date: Feb. 19, 2007): COMMENT#1: The proposed landscape plan is acceptable. FYI, if future development occurs, it is possible that a revised landscape plan would nned to be submitted for the entire lot, including this proposed dev. If the lot were to be divided into phases, each phase would be required to comply separately. Therefore, if phased, future phases would not require landscaping for this phase to be reevaluated. In addition, phasing would likely remove the current need to barricade existing trees to accrue enough landscaping points. ACTION: Phase I has been delineated on the site plan in order to reduce the area for landscaping purposes. MISCELLANEOUS: COMMENT#1: Add a note that irrigation system must be protected by a pressure vacuum breaker, a reduced pressure principle back flow device or a dbl-check back flow device and installed as per City ordinance 2394. ACTION: The Site Plan has been revised per this comment. COMMENT#2: Add a note that all backflow devices must be installed & tested upon installation as per City Ord. 2394. ACTION: The Site Plan has been revised per this comment. TxDOT (Reviewed by Karl Nelson; Dated: February 12, 2007): COMMENT#1: Access driveways to SH 40 meet TxDOT's current "Regs for Access Driveways to State Highways"... ACTION: TxDOT permit application is attached. ENGINEERING COMMENTS (Reviewed by Carol Cotter; Dated: February 19, 2007): COMMENT#1: Submit application for TxDOT driveway permit. ACTION: See attached. COMMENT#2: Private storm drain (Future Storm by others) cannot be located within a PUE. It can cross a PUE, but not extend the length of one. ACTION: The storm drain has been removed from the easement. COMMENT#3: Provide agreement with adjacent property owner for off-site improvements. ACTION: This has been previously submitted by the owner's representative. COMMENT#4: You indicate 'future streets'. Aren't these private internal drive aisles? ACTION: The Site Plan has been revised per this comment. COMMENT#5: Provide Fire Flow Report. ACTION: See attached. COMMENT#6: Provide Drainage Report to meet new Stormwater design guidelines. ACTION: The attached drainage report addendum shows that this development is in compliance with the original report. COMMENT#7: Provide Engineers Estimate for public infrastructure. ACTION: See attached. COMMENT#8: Is there a blanket PUE on the property? If not, provide Esmt Dedication Sheet & upporting documents for proposed PUEs or Blanket. ACTION: There are no PUE's needed for water or sewer. A blanket PUE will be provided if it, needed for electrical. COMMENT#9: Cannot locate Section B-B on the plans (sheet C1). ACTION: The Grading Plan has been revised per this comment. COMMENT#10: Include BCS Unified Details for water& sewer in plan set. ACTION: The Site Civil Drawings have been revised per this comment. COMMENT#11: Show water& sewer conflicts in storm drain profiles. ACTION: The Site Civil Drawings have been revised per this comment. COMMENT#12: Does TxDOT allow HDPE culverts? ACTION: Yes. COMMENT#13: Is the HDPE culvert designed for the typical loading that will be experienced? ACTION: Yes. COMMENT#14: Provide `Letter Acknowledging City Standards". ACTION: See attached. COMMENT#15: Your trench detail does not match BCS unified. Use standard detail or submit for approval why your design is better. ACTION: The Site Civil Drawings have been revised per this comment. GENERAL ELECTRICAL COMMENTS (Reviewed by Timothy Crabb, CSU Electric): COMMENT#1: This plat is in CS, but is out of the CS Utility electric service area. ACTION: The Site Plan has been revised per this comment. COMMENT#2: As shown in the initial submittal, provide a handicap accessible ramp between parking spaces 32 and 33. ACTION: The sidewalk to the front of the building will slope to meet the pavement at the front of the parking spaces. No ramp is needed. COMMENT#3: With the new phase boundaries, there is no longer 454 feet of frontage along Hwy 40. As such, the landscaping streetscape calculations can be revised (reduced) to reflect that. ACTION: The Site Plan has been revised per this comment. COMMENT#4: FYI, the building elevations have been reviewed and are acceptable. ACTION: Duly noted. ENGINEERING COMMENTS (Reviewed by Carol Cotter; Dated: April 25, 2007): COMMENT#1: Your response to comments regarding a blanket easement was that no PUEs were needed for water and sewer. Plans indicate a proposed PUE on the fire hydrant line extension. This requires dedication of PUE or Temporary Blanket easement. Please submit Easement Dedication Sheet with required documents. ACTION: See attached. COMMENT#2: If the driveways are actually proposed as "Private Streets", then they will need to be constructed to City Standards. Provide design information. Maintenance responsibility will also need to be indicated. ACTION: The private street labels have been removed. COMMENT#3: Provide copy of private access easement. ACTION: This information was emailed to Carol Cotter and Jason Shubert on April 27, 2007. COMMENT#4: Provide agreement with adjacent property owner for off-site improvements on adjacent property. I do not show that one was submitted by the owner's representative as you indicated. ACTION: This information was emailed to Carol Cotter and Jason Shubert on April 27, 2007. COMMENT#5: The sanitary sewer line that you are showing to connect to has not yet been accepted by the City, so is not "there". Acceptance of the sewer by the City is required before the Site Plan can be approved. ACTION: The City is checking on whether we can get started on construction of this site without the acceptance letter. COMMENT#6: Be aware that the sanitary service connection at the manhole requires connection at the flowline or drop connection. What are you proposing? ACTION: We are connecting at the bottom of the manhole. Sheet C3 has been revised to show the flowline in and out of the manhole. COMMENT#7: Provide letter from Wellborn SUD stating that this Site has water being provided to it. ACTION: See attached. COMMENT#8: Provide proposed grades in profile of water line. ACTION: There are no proposed grades other than those shown. We have moved the temporary detention pond to the other side of the proposed driveway. COMMENT#9: Does the 3x2 box culvert restrict the flow from your site in any way? If so, what is the resultant height of the water? ACTION: The 3x2 box will not restrict flow from our site. The capacity of the box is 53 cfs (flowing full). The 100 year discharge from this site is only 41 cfs. As development continues on this property, the 3x2 box will have to be evaluated for capacity and will ultimately have to be replaced. COMMENT#10: As previously mentioned, detention is not allowed in ROW. Provide revised temporary detention design. ACTION: The detention pond has been moved to the other side of the proposed driveway as shown on the site plan and grading plan. The metering device for this pond will be an 18"HDPE pipe and headwall. The pm and post developed flows am shown in the table below. The point of study is the 3x2 box culvert under Arrington Road. Pre and Post Developed Flows for Temporary Detention Pond Event Pm Developed _ Post Developed 5 yr 29 cfs 25 cfs 10 yr 33 cfs 28 cfs 25 yr 38 cfs 32 cfs 50 yr 43 cfs _ 36 cfs 100 yr 48 cfs 41 cfs *This pond can be removed once the Regional Detention Pond proposed for Lot 1, Block 1 is constructed. COMMENT#10: Is your storm pipe system designed to handle all of the flow that was shown to pass trough your site in the Regional Detention Pond Drainage Report? ACTION: Yes. The 18"pipe has been sized for detention as mentioned previously, but the rest of the pipes have been sized for ultimate development. COMMENT#11: All below grade crossings of creek and drainage channels require encasement of public water line. ACTION: See revised plans. Texas Ave. Bryan, Texas 77802 SUBJECT: Status of Lot 1, Block 1 Greens Prairie Center Phase 1 As requested, this correspondence will describe the status of the detention pond facility and landscaping associated with Lot 1, Block 1 Greens Prairie Center Phase 1. This lot is owned by Texas Hotel Management, LP and received an approved site plan, landscape plan, and development permit for construction in January 2007. The owner has completed the grading and infrastructure associated with the detention pond and has hydroseeded the site to establish groundcover. The City will continue to monitor the site to ensure groundcover is established and erosion of the pond does not occur. In addition, the City of College Station has received and accepted a bond for the required landscaping. Section 7.5.G of the Unified Development Ordinance allows a bond to provide an extension to the installation of the landscaping for four months from the date of the Certificate of Occupancy. There is not a structure on the lot that requires a building permit so a Certificate of Occupancy is not applicable. The bond was provided in the form of a check and has been deposited into a City account and therefore does not have an expiration. It is Staff's understanding that the bond was provided to allow the facility to be redesigned before installing the landscaping. Given these circumstances, Staff will proceed with the timeframe of the bond given in the ordinance but will also take into account progress in getting a redesigned facility approved. In any case, if ultimately not installed according to the approved landscape plan, the City will execute the bond. As for City requirements, the items as described above satisfy the owner's obligations for the development of the lot. It is Staff's understanding that this facility in part provides detention capacity to Lot 1, Block 2 of the subdivision owned by you. Since the requirements for Lot 1, Block 1 have been met, you may further develop Lot 1, Block 2 in accordance with the detention capacity provided and all other applicable development standards. I hope this information has been helpful, let me know if you have any further questions.
