Staff reviewed the above-mentioned building plan as requested. The following page is a list of staff review
comments detailing items that need to be addressed. Please address the comments and submit the following

Project:Discount Tire Company—Building Plan
PLANNING
1. Due to changes to the site exterior to the building, an approved site plan will be required prior to
issuance of the building permit. Please submit a site plan application. I have attached one for your
review,or you may access the document via our website;www.cstx.gov
2. It appears that sheet SP-1 actually represents the proposed site plan, as noted by the number of bollards
separating overhead doors.
3. Provide the square footage for the office/sales area and the service area.
4. Provide parking calculations to show that the required parking has been met.
5. Revise the new EIFS parapet on the Right Elevation (facing Texas Avenue) to "vary by a minimum of
two feet (2') up or down so that no more than sixty-six percent (66%) of the roofline is on the same
elevation" (Unified Development Ordinance Article 7.9.B.2).
6. Identify the materials and colors used and percentages for such so that compliance with the Non-
Residential Architecture Standards can be verified (UDO Article 7.9).
7. A complete site plan review will be performed at the time of submittal, however, the items noted above
will need to be addressed for site plan approval.

PLANNING
1. Comments from the Fire Department will be made available at a future time.
2. Page SP-1 is actually the proposed site plan, please revise the labeling and site plan to
reflect it.
3. Correct vicinity map; site and Brentwood Drive are north of Southwest Parkway.
4. The labeling of sidewalks (proposed/existing) is not consistent with the legend. Clearly
distinguish between existing and proposed sidewalks.
5. It appears that the existing handicap spots may need to be realigned with the expansion of
the sidewalk.
6. The new side walk at the front entry will need to be ADA compliant, including ramp access.
In addition to federal and state requirements, the City of College Station uses International
Code Council standards: ICC/ANSI A117.1-1998. For questions regarding these standards,
contact Ben McCarty, Plans Examiner, at 979.764.3570.
7. Correct the spelling of Brentwood Drive.
8. On the northeast side of the building, there does not appear to be any existing parking
spaces. The area will need to be cleared of storage containers and striped for parking
spaces or the adjacent lot to the northeast that was constructed for additional parking will
need to be included on the site plan to meet the required number of spaces.
9. The building elevations state that the colors are not listed on the City color palette. Identify if
the colors are existing or proposed and the percentage for each. Please provide color
samples for proposed colors so they can be matched to the color palette. FYI, up to 15% of
any one facade may consist of accent colors (those not on the color palette).
10. Provide a general note on the site plan that: all roof and ground-mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.

LAN DSCAPI NG/STREETSCAPING/BUFFER
1. The required number of landscape points has been calculated correctly. However, the
proposed canopy trees cannot receive credit for barricading. As such, the point value is not
200 each but is based on the caliper inch that is planted as given in Section 7.5 of the
Unified Development Ordinance. Please revise the calculations and proposed plantings.

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design. Contact Sam Weido prior to
releasing bid documents.
2. City will provide drawings for conduit installation.
3. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email

staff for this round of reviews. If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the

PLANNING
1. Fire Department comment:Label the FDC and ensure 3'of clearance around it.
2. Revise the parking calculations by including the storage area of the building, using the 1:1,000 warehouse
parking ratio. Also,delineate the boundary between the service and storage areas.
3. Remove the storage containers from the proposed landing area. To be approved on the site plan, they
must comply with the requirements of Unified Development Ordinance Section 6.4.E, Portable Storage
Structures. For clarification on the requirements,please contact me.
4. In the landscape calculations, the point value of"40" is given for the existing Live Oak trees. As such,
remove the designation that they are barricaded (which would have a 400 point value). Also, the 7
existing trees subtotal 280 (not 380) points,though the total proposed points is already accurate.
5. One of the duplicate ground mechanical equipment screening notes can be deleted.
6. On sheets,A-2.0 and A-2.1, correct the label of the color palette equivalent given for Sundried Tomato
as SW6307 "Fine Wine"not FineWhite.
7. FYI, staff asked Jay Page, TxDOT, if a permit would be required from them to connect into their
sidewalk along Texas Avenue. From their response that follows, a TxDOT permit will not be required:
"Every case can be different. But, I would say if the extension is straight (or approx. 90 degrees
to the TxDOT sidewalk) & 10' or less *- no problem. Obviously 11' would be O.K."

ENGINEERING COMMENTS NO. 1
1. There is a TxDOT storm grate inlet where you are showing a sidewalk connection to the existing
sidewalk along Texas Avenue. Please address how this will be accomplished including any drainage
considerations.
