The following is our response to your memo dated February 19,2007 and changes have been made to our
documents.
PLANNING AND LANDSCAPING/STREETSCAPING:
1)Please dimension three queing spaces for the ATM window on the north side of the building and verify that this
requirement as well as other standards,such as drive-aisle widths,is also being met.
Three queing spaces are shown,all with dimensions at the ATM location.Four queing spaces are shown,all
with dimensions at the Teller Drive Thru location.The drive aisles are designed meeting the manufacture's
requirements.

2) Staffs calculation of the proposed landscaping points indicated that 5,672 points were proposed as opposed to the
5,822 points on the legend. Please verify.
Re: Sheet L2
3) Staff was only able to verify that 15 street trees were being provided within 50'of the property line along the two
thoroughfares. Please provide an additional two canopy trees along the streets. As a reminder,two non-canopy may
be substituted for one canopy tree.

4) Staff noticed that the dumpster is located on an easement. Please be aware of the following and add a note to the
site plan that states that if utilities need to be accessed within the easement and the dumpster enclosure needs to be
removed,that it will be the owner's responsibility to repair or replace the structure. Additionally,please keep the
structure at least 5 feet away from the manhole to provide a workspace.
The dumpster has been relocated meet the requested(5)five feet distance from the manhole to structure.The
requested note has been added to the site plan.

NON-RESIDENTIAL ARCHITECTURAL COMMENTS:
1) Per Section 7.9 NRA Standards,two architectural elements are required on facades facing a public ROW for
every 45'horizontal feet. This standard applies to the facades facing Texas Avenue(east)and Holleman Drive
(south). Additionally,two architectural elements are required on all other facades for every 60'horizontal feet
(north and west). Please find evaluations of each façade below and revise the building plans as necessary:
a. East elevation: Staff counted the wall plane projection as two elements,but it is still lacking two
required elements. Canopies over the windows would satisfy this requirement.
Canopies have been added to the east elevation.

Following are your planning comments from the February 12 review of the referenced
project. Our resolution is shown next to each comment in italics.

Supporting Drainage and Fire Flow Information
Josh,
This letter should serve to address comments 7 and 8 of your February 19th comments
regarding this project.
Fire Demand
The proposed building will be approximately 3242 square feet. Based upon the worst
building construction category (Type V-B), IFC Table B105.1 states that only 1500 gpm
would be required. For this flow rate, IFC Table C105.1 allows the use of a single fire
hydrant. Since we are retaining the existing fire hydrant onsite, we believe the fire
demand issue has been resolved.
Developed Drainage
As your comment notes, the existing drainage patterns are being followed to remain
compliant with the latest HEB site drainage analysis. The proposed site also will provide
slightly less impervious area than the existing structures, reducing flow somewhat.

RE: Mid-South Bank Site Plan Comments

Dear Ms. Hartl,
Following are your planning comments from the February 5 review of the referenced
project. Our resolution is shown next to each comment in italics.
1. Please provide a key map of the project to identify area location. A project
location map now appears on the Site Plan.
2. Provide the legal description, date of submittal, and site area it title block. The
requested information has been added to the site plan.
3. Please relocate fencing and screening details, with the exception of dumpster
screening, to another sheet and enlarge the site plan to a scale of 1" = 10'. Site
Plan has been enlarged, and details have been moved.
4. Identify the ownership and current zoning of parcel and all abutting parcels.
Ownership and zoning is now shown.
5. Provide the gross square footage of all buildings and structures and proposed
use of each. Square footage of each structure and use is now shown.
6. Dimension and label all setbacks on the site plan. Dimensions have been added.
7. Please provide building elevations, color samples, and a materials list according
to section 7.9 of the UDO. Approval of the elevations is required before a
building permit will be issued. Separate review of the elevations will count as
one round of review out of three allowed. This will be submitted separately by
Architect.
8. Please identify and dimension all existing sidewalks. Existing sidewalks have
been labeled and dimensioned.
9. Please add the curb and pavement detail to the site plan. Curb and pavement
details appear on the Grading Plan.
10. Please provide your parking calculations on the site plan, and include what is
required by ordinance and what was provided. Requested information now
appears on Site Plan.
11. Per UDO Section 7.2.J. Drive-Through Facility Queuing Requirements, a
minimum three queuing spaces are required from the window for an ATM and
four queuing spaces are required from the teller of a bank teller lane. These

spaces have an area of 10' x 18.5'. Please dimension these spaces. Please
dimension these spaces and verify that this requirement as well as other
standards, such as drive-aisle widths, is also being met. Queuing spaces are
now delineated and dimensioned on the Site Plan.
12. Per UDO Section 7.2.D. End Islands, a 180 sq. ft. island is required at the ends
of every parking row. Please dimension the islands on the plan and verify that
this requirement is being met. Islands are now dimensioned and square
footages are shown.
13. What is your intent for sanitation service? Please see UDO Section 7.7 Solid
Waste for our minimum design standards. Wally Urrutia of the Solid Waste
Department was contacted. One 90 gallon trash container can be used. The
enclosure is adequate for this size container.
14. Please remove all sigh details or add a note to the site plan that reads "All signs
to be permitted separately". Note has been added.
15. Provide a general note that all roof and ground-mounted mechanical equipment
shall be screened from view or isolated so s not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a
point five feet above grade. Such screening shall be coordinated with the
building architecture and scale to maintain a unified appearance. Note has been
added.

RE: LETTER ACKNOWLEDGING CITY STANDARDS
MID-SOUTH BANK, COLLEGE STATION, TEXAS
Dear Mr. Norton:
The purpose of this letter is to acknowledge that the construction plans for the water,
sanitary sewer, streets and drainage for the referenced project, to the best of my
knowledge, do not deviate from the B/CS Design Guideline Manual.
I also acknowledge, to the best of my knowledge that the details provided in the
construction plans are in accordance with the Bryan/College Station Standard Details.
Since the detention requirements for Lot 6 and a portion of Lot 5 were satisfied as part of
the overall development plan submitted for Anderson Ridge Phase IV by the H. E. Butt
Grocery Company, we do not believe a drainage report is required.
We are also asking that the fire flow report be waived. There is an existing fire hydrant
on the southwest corner of the Mid-South site that satisfies the City's Fire Code with
respect to its distance from the building, so no new infrastructure is required. Given the
proximity of the elevated storage tank, we are confident that sufficient pressure exists at
this existing hydrant.

reduced pressure principle backflow device or a double check back flow device
and installed as per City Ordinance 2394.

included in the specifications this will be added by addendum and noted
to comply.
