SUBJECT: 2818 PLACE - PLACE PROPERTIES PH. 1 (PP) - Preliminary Plat
Staff reviewed the above-mentioned Preliminary Plat as requested. The following page
is a complete list of staff review comments detailing items that need to be addressed. If
all comments have been addressed and the following information submitted by Monday,
June 25th, 10:00 a.m., your project will be placed on the next available Planning and
Zoning Commission meeting scheduled for Thursday, July 19th, 7:00 p.m. in the City
Hall Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plat; and
Sixteen (16) 11" x 17" copies of the revised Preliminary Plat.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed, your project will be pulled from the scheduled Planning & Zoning
Commission agenda. Your project may be placed on a future agenda once all the revisions
have been made and the appropriate fees paid. Once your item has been scheduled for the
P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday
the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: 2818 PLACE - PLACE PROPERTIES PH. 1 (PP) - 07-00500135
PLANNING
1. Utility easements are required along the rear of all property (Subdivision Regulations,
Section 8-1.2)
2. Remove building lines and include note that all setbacks are according to the City of College
Station Unified Development Ordinance.
3. The maximum block length for this lot is 800 feet along 2818. In order to plat in the current
configuration without breaking the 2117.74 foot frontage, we will need a letter requesting a
variance to Section 8-J.2 of the City's Subdivision Regulations addressing the required
findings of a variance as delineated in Section 5-A of the Subdivision Regulations, as well as
the variance fee of $100.
4. We do not have any of the required dedication forms for this property from the Parks
Department. Plats must be reviewed by Parks staff for administrative fee dedications where
land dedication would be less than 3 acres, or reviewed by the Parks and Recreation
Advisory Board prior to scheduling this plat for Planning and Zoning.
5. Off-site easements cannot be dedicated by plat since they are outside the bounds of the
subdivision. You will need to file the proposed easement for the sewer by separate
instrument.
6. Due to an incomplete submittal on the deadline, the following departments have not yet
received this file and we do not have their comments — TxDOT, BTU, Verizon, Suddenlink,
Police, Atmos, Sanitation, Parks, Utilities, and Fire. Their deadline for comment is June 18th
Construction document comments are due July 2nd. You will receive complete comments on
June 18th. We are unable to schedule this plat for the July 5th meeting since this plat has not
yet been reviewed by all reviewing entities.
7. New comment: Per our Commercial Building Plans Examiner, Benjamin McCarty — "I
reviewed the plans for Place Properties phasing plan (included with the building plans).
Each phase has handicapped parking shown; however, the handicapped parking spaces
are not van spaces and need to be handicapped van-accessible parking spaces to comply
with section 1106.5 of the 2006 International Building Code. Please have them adjust the
site plan to reflect the above comment."

ENGINEERING COMMENTS NO. 1 (Preliminary & Final Plat Comments)
1. Please provide an utility easement along the east property line.
2. The final plat illustrates an 18-in sanitary sewer main extension; however the construction
documents illustrate a 15-in main.

ENGINEERING COMMENTS NO. 1 (Construction Document Comments)
1. Please submit sanitary sewer report, verifying capacity and the ability for future extension.
2. Please submit water system report.
3. Please submit letter of acknowledgement, which can be found on bcsunited.net.
4. Please submit erosion control plan.
5. Please provide engineer's cost estimate for the public infrastructure improvements.
6. Please submit the temporary blanket easement dedication application and all appropriate
supporting documentation. The temporary blanket easement needs to be dedicated to the
City and processed thru the Planning and Development Services office.
7. Please provide TxDOT permit application for any utility or access construction activities that
will take place in the TxDOT right-of-way. These applications should be submitted to the
City of College Station Planning and Development Services office for review to be forwarded
to TxDOT.
8. Please provide a description of intent to extend the proposed water system to Lot 2 and
ultimately looped back to 2818, to meet the City's looping requirements. It may also be
helpful in this description to explain the timeline for build out of the 2 sites.
9. Please look at the BCS Design Guidelines, Domestic Water, specifically under "Horizontal
Layout", which discourages placing fittings and connection under pavement.
10. Would it be possible to run the water main along the eastern property line, it appears that
may accomplish the requirements with a shorter run of pipe, as well as address the previous
comment.
11. The final plat illustrates an 18-in sanitary sewer main extension; however the construction

12. The BCS Design Guidelines do not address the use of 15-in sanitary sewer mains, however
if your sanitary sewer report shows the need for a 15-in main then it should be addressed in
your letter of acknowledgement for "Special Designs".
13. Please provide the detailed construction documents for the connection to the sanitary sewer
lift station. The lift station area will need to be repaired to pre-construction conditions.
14. Please provide the easement dedication application and all appropriate supporting
documentation for the 20-PUE needed to cross the Preston-Shepard tract. This PUE needs
to be dedicated to the City and processed thru the Planning and Development Services
office.
15. There appears to have been an oil well site on this property in the past, please provide
documentation that this well site has been properly abandoned.
16. Structural backfill is required in all areas where mains will be located under pavement.
17. (Sheet 4 & 5) Please label the sanitary sewer main material types as SDR26-ASTM F679 or
ductile iron.
18. (Sheet 4) Please revise "encasement in concrete" note, as it should read cement stabilized
backfill. This standard is not covered in Detail S4-02, please revise.
19. (Sheet 4) In areas where cover is less than 3.5-ft, please provide cement stabilized backfill.
20. (Sheet 4) Please verify the availability of 15-in DIP for the aerial crossing, as it may only
come in 12 and 16.
21. (Sheet 4) The required pier size for a 15-in or 16-in pipe is a 34-in to 36-in pier, please
revise note.
22. (Sheet 4) Please revise note "See Detail S2-00" to Detail S4-00.
23. (Sheet 4) For the aerial crossing please note the use of MJ bells with retaining glands, which
should be located at the piers.
24. (Sheet 4) Please verify design with BCS Unified Guidelines, Specs and Detail. Detail S4-00
illustrates piers as needing to be a min. of 6-ft below grade.
25. (Sheet 4) Concerning the sanitary sewer aerial crossing, please provide the runs that depict
the proposed floodway encroachment to result in a zero rise per Flood Hazard Protection
Ordinance, Section 5.G.2.d.
26. (Sheet 5) The line termination at the property line must terminate in a manhole or a full
length of pipe with a clean-out.
27. (Sheet 6 & 7) Please provide slope of proposed water main layout. Please read the
"Flushing Design" requirement in the BCS Design Guidelines to verify that additional air
relief valves and flushing appurtenances are not needed.
28. (Sheet 6 & 7) Please read TCEQ 290.44.f.2, pertaining to water lines laid under flowing or
intermittent streams. You will need to provide a valve on either side of the encasement in
these areas.
29. (Sheet 6 & 7) Please read BCS Design Guidelines, Domestic Water, specifically the
"Crossing" section. Please verify that the below grade creek crossing encasement is
adequate in length.
30. (Sheet 6 & 7) The required encasement pipe for a 10-in main is an 18-in casing.
31. (Sheet 6 & 7) In profile, please provide detail of vertical transitions.
32. (Sheet 6 & 7) A gate valve is required every 800-ft.
33. (Sheet 6 & 7) Two gate valves should be used in all tees, such as the fire hydrant locations,
and may satisfy the previous comment.
34. (Sheet 6 & 7) Please label the water main material type: Pressure Class 200, DR-14,
AWWA C-909.
35. (Sheet 6 & 7) Please illustrate all valves, hydrants, bends, connections, fittings, etc in profile
as done in plan view.
36. FYI for Site Plan - Staff noticed that the dumpster is located on an easement. Please be
aware of the following and add a note to the site plan that states that if utilities need to be
accessed within the easement and the dumpster enclosure needs to be removed, that it will
be the owner's responsibility to repair or replace the structure.
37. FYI for Site Plan —The fire code only allows for 200 dwelling units per access point.
38. In addition to the following standard comments, if more than 5 acres will be disturbed during
construction of this project a NOI must be filed with the state and a copy provided to the
CoCS. Storm water management requirements are as follows, any questions may be
directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375:
Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is
part of a common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
Ill of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge
storm water.
No notice of intent (NOl), notice of termination (NOT), or fee is required under this option—as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2008.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes.
2. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).
3. Electrical and/or Public Utility Easements will be requested by College Station Utilities as
the master plan and individual phase plats are submitted.
4. Due to an extended lead time for transformer deliveries a current plat and/or site plan
needs to be submitted to Brent Read at College Station Utilities as soon as possible.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as required.
5. If conduit does not exist at designated transformer, developer to furnish and install conduit
as shown on electrical layout.
6. Developer pours transformer pad(s) per City specs and design.
7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull
boxes and secondary pedestals provided by the City).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to
bread@cstx.gov.
9. Developer provides load data for project.
