The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, January 29, 2007, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for February 15, 2007, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plat; and Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. PLANNING: (Reviewed by: Jason Schubert; Date: January 22, 2007) COMMENT#1: Verify that the preparation date has been changed to January 16, 2007. ACTION: Duly noted. COMMENT#2: The rezoning for this plat area is to be considered by Council on 1/25/07. If approved, remove "proposed" from the note stating the zoning designation. ACTION: Duly noted. ENGINEERING COMMENTS NO, 1: (Reviewed by Josh Norton; Date: January 22, 2007) MENT#1: Please remove all proposed drive access points that have been illustrated. Please illustrate any desired drive or joint access points as easements. If you do not wish to plat these access points as easements then the access points can be worked out at site plan. ACTION: Added note No. 6 indicating that they are for illustration purposes only. 'ENT#2: Longmire Drive is shown as a major collector in the t-plan. Please dedicate additional ROW accordingly. ACTION: 10 additional feet of ROW has been dedicated on the easterly side. MMENT#3: Graham Road is shown as a major collector in the t-plan. Please dedicate additional ROW accordingly. ACTION: This development's pro-rata share of the new ROW is 5'and it has been shown. ENT#4: COCS Utilities has requested a 10' PUE be illustrated on the plat for all side, front & rear property lines, with the exception of property lines which run along ROW. 20' PUE's should be illustrated on property lines along platted property where an easement was not previously dedicated. ACTION: Added note to the plat about the need for additional easements to be determined at Site Plan review. ENT#5: Please dedicate easements for all existing utilities shown to be outside of PUE's. TION: Duly noted. OMMENT#6: Our records indicate the sanitary sewer line located on Lot 1, Blk 4 is a public main, please provide easement. A ON: Duly noted. OMMENT#7: FYI-Our records indicate that a gas main crosses these properties, please illustrate accordingly. Looping alternatives are required per the design guidelines. It may be advantageous while this development is under sole ownership to loop the 2 parallel systems or accommodate for this future extension, as to plan for future development. ACTION: Duly noted. Belmont Place is located near the intersection of Longmire Drive and Birmingham Drive in College Station. It is a commercially zoned subdivision that is in the process of development. The preliminary plat was approved by the Planning and Zoning Commission on February 15, 2007, and is currently scheduled to expire on February 15, 2009. I request that this expiration date be extended to February 15, 2010. A final plat of Lots 1, 2, and 3 of Block 4 (filed July 17, 2007) is the only subsequent final plat to be filed from the original preliminary plat. It is our intention to continue to develop this property in a manner that is consistent with the preliminary plat. The development will occur in as timely a manner as possible. As we've discussed,the City will require the dedication of ten feet of(right-of-way) ROW along Longmire Drive.Typically,this is required to be done where 1/2 of the dedication is along each side of the roadway. It is my understanding that you've requested us to allow the dedication of the 10 feet of ROW along the east side of Longmire Drive. It is our preference to get this dedication with 5 feet on either side of the existing ROW.This would allow us the flexibility to install turn lanes or other infrastructure along either side of the roadway. With that said, if it is impractical to dedicate the ROW in this way,we will accept the full dedication along the east side of Longmire Drive. It is our understanding that Lot 1 &2, Block Two is considered one building plot, and Lot 1 &2, Block Five would be considered on building plot. This would allow for one freestanding sign on the Hwy. 6 frontage road and one some where on Lot 1 &2, Block Five. In short,each "block"of lots is its own building plot. Having said that though if Blocks 2&5 come in with a site plan to develop together or under a common plan,then they likely would be defined as a larger building plot at that time. Section 3.3.l.2.e.3 of the applicable Unified Development Ordinance' (UDO) states that "Approval or conditional approval of a Preliminary Plat shall be effective for 24 months from the date of such action." At the Commission's April 19, 2007 meeting, Lots 1, 2, and 3 of Block 4 of the subdivision received Final Plat approval. There are three additional lots that have not received final plat approval and been filed for record and the applicant is requesting an extension to the expiration date of the Preliminary Plat. The Commission has the authority to grant an extension based on Section 3.3.I.2.e.4 of the UDO which states that "If a Final Plat is not filed within 24 months of the effective date of approval, the Planning and Zoning Commission, may upon written application of the subdivider, extend the approval for a one-time additional 12-month period." While a Final Plat has been filed for a portion of the subdivision, the next subsection, 5, states that "Each Final Plat of a phase on an approved Preliminary Plat shall extend the expiration date of the Preliminary Plat an additional one year from the date the Final Plat was approved by the City." In this case, a Final Plat was approved after the Preliminary Plat but it did not extend the expiration date of the Preliminary Plat beyond the 24 months already granted through its own approval on February 15, 2007. Belmont Place is located near the intersection of Longmire Drive and Birmingham Drive in College Station. It is a commercially zoned subdivision that is in the process of development. The preliminary plat was approved by the Planning and Zoning Commission on February 15, 2007, and is currently scheduled to expire on February 15, 2009. I request that this expiration date be extended to February 15, 2010. A final plat of Lots 1, 2, and 3 of Block 4 (filed July 17, 2007) is the only subsequent final plat to be filed from the original preliminary plat. It is our intention to continue to develop this property in a manner that is consistent with the preliminary plat. The development will occur in as timely a manner as possible.
