HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Grant Wencel Report Date: February 5, 2007 Email: gwencel@cstx.gov Meeting Date: March 1, 2007 Project Number: 07-00500005 Item: Public hearing, presentation, possible action, and discussion on a rezoning from R-1, Single Family Residential to R-4, Multi-Family Residential for .52 acres, located at 701 Luther Street West, approximately one mile southeast of the Bush Presidential Library. Applicant: Sandra Novasad, owner Staff Recommendations: Staff recommends approval of the rezoning request. Item Summary: The existing zoning of R-1, Single Family Residential does not allow direct access from Luther Street West, which is a Major Collector Street. Therefore, the applicant is requesting this zoning change to R-4, which would allow direct access and the development of multi-family units. Comprehensive Plan Considerations: A Comprehensive Plan Amendment is presently before the Planning & Zoning Commission of this area, requesting a change in the Land Use from Single Family Residential High Density to Residential Attached. The proposed amendment would more accurately correspond to the existing zoning, existing multi-family developments, and the desired land use of the area. In addition, higher density housing in close proximity of Texas A & M provides convenient access, transportation alternatives, and an overall greater efficiency of infrastructure and development costs. With a Comprehensive Plan Amendment to Residential Attached, the rezoning request to R-4 of this property would be in compliance with the Comprehensive Plan. The property has frontage along Luther Street West, which is classified by the Thoroughfare Plan as a Major Collector Street. Item Background: The subject property was annexed in 1970. The two vacant tracts exist within an area predominantly of multi-family developments on the southeast side of Luther Street West. The property is adjacent to Fox Run Condominiums to the southwest and Melrose Subdivision to the southeast which were developed in 1998. A vacant tract of 1.3 acres zoned R-1 lies to the northwest of the subject property. Texas A & M University owns the land to the northwest across Luther Street West. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend denial; 3. Table indefinitely; or, 4. Defer action to a specified date. INFRASTRUCTURE AND FACILITIES Water: Existing 16" water line along Luther Street West. Sewer: Existing lines within adjacent multi-family developments to the south and east. , R Streets: The subject property is located adjacent to Luther Street West Off-site Easements: Off-site easements may be required, but have not been identified at this time. Drainage: Predominantly level topography with no major drainage-ways through the property.
