Berry, P.E., Berry Engineering Co, via berryenq(a�hotmail.com FROM: Jason Schubert, Staff Planner SUBJECT: THE PUMP (SP) — Site Plan Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) revised site plan. Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Page 1 of 3 STAFF REVIEW COMMENTS NO. 1 Project: THE PUMP (SP)— 07-00500138 PLANNING 1. The North arrow is not in the correct direction. Please revise. 2. Provide the square feet of the existing building. 3. Provide the calculations for the required number of parking spaces on the site plan. The ratio for a restaurant with a drive-thru is 1 parking spot per 100 square feet of building. If the number of spots provided is deficient but within 10% of the required amount, submit an Administrative Adjustment application for Staff's consideration. If more than 10%, a variance must be obtained through the Zoning Board of Adjustment. 4. Illustrate the existing (new) curb recently placed with the redevelopment of the Culpepper Plaza parking lot and show completion of curb through parking space 20 near Dominik Dr. 5. Please adjust parking space 13 so as not to have the offset due to the power pole. 6. Parking spaces are to be a minimum of 9' x 20' but could be reduced to a depth of 18' if adjacent to a 6' sidewalk or 4' landscape island. It is noted that spaces at 45 degree should be a depth of 21.1 feet. Please review the spaces to ensure conformity with this standard. 7. Can the parking spaces along either side of the lot be placed closer to the property lines to allow greater drive aisle widths? 8. For health and safety purposes, end islands must be installed on each end of the parking spaces provided at the front of the building. 9. Illustrate the ramp at the rear of the building. 10. Illustrate the extent of the 10' wide drive-thru lane. 11. Please convert parking space 16 to a parallel space and add another parallel space along the eastern property line. This will allow more drive aisle width between the drive-thru and the parking. 12. Illustrate the setbacks on the site plan associated with the C-1 zoning district. 13. Please verify that all utilities are going to be relocated so the power poles may be removed. The City of College Station is only relocating electric, other utilities may exist. The dumpster may not be located underneath overhead lines. 14. The interior dimensions of the dumpster show 12' x 12'. This dimension must be completely clear. The illustration shows the placement of bollards within the enclosure, limiting the depth to only 10'. Please revise. 15. Add a note to the site plan that signs are permitted separately. 16. Please note that the placement of the van accessible space at the front of the building will require that an ADA accessible route, including sidewalk width, be provided to the public entrance on the west side of the building. It appears the scale on this drawing is not correct, please revise. 3. Please illustrate all existing public utility lines. 4. Please illustrate all existing private service lines. 5. Please verify that you will be utilizing the existing service taps, meters, etc. If not, we will need detail of proposed meter locations, service taps, lines, etc. NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 2 of 3 6. Is there any plan to do any improvements to the existing parking lot, drive isle or entrance drive, besides striping. If so, please provide a description and detail of proposed improvements. If improvements for the existing entrance drive are proposed, please provide a copy of the appropriate BCS Construction Details (found at bcsunited.net). 7. Please provide the volume and page of the existing utility easements and verify their width. It appears that the existing PUE is 10-ft and straddles the eastern property line. The illustrated 20-ft PUE along the southern property line is actually a 10-ft PUE. 8. Please remove the 10-ft PUE illustrated along Dominik Dr. as it does not exist. 9. The 20-ft PUE illustrated along the western property line does not existing, however CSU has requested that it be dedicated with this site plan, please illustrate accordingly. Please submit the easement dedication application and supporting documentation for this dedication. 10. Staff noticed that the dumpster is located on an easement. Please be aware of the following and add a note to the site plan that states that if utilities need to be accessed within the easement and the dumpster enclosure needs to be removed, that it will be the owner's responsibility to repair or replace the structure. (UDO Section 7.7.C.1) Additionally, please keep the structure at least 5-feet away from the manhole to provide a workspace. Reviewed by: Josh Norton Date: June 25, 2007 GENERAL ELECTRICAL COMMENTS 1. The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review: Nine (9) revised site plans (one set will be returned to you, please submit additional copies if you want more than one approved set) If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Revise parking space 13 so it is only 9 feet wide and has the correct depth. 2. Parallel parking spaces are to have a depth of 10 feet and length of 22 feet. Please revise spaces 16 and 17 to reflect these dimensions. 3. Parking space 22 needs to be 20 feet in depth since it is not adjacent to a 6-foot wide sidewalk. Please revise and show a wheelstop in the space. 4. Repeat Comment: Provide end islands beside the spaces in front of the building. If desired, the curb may taper down to the sidewalk along the front of the building. 5. Provide striping in the parking lot between the transitions of different types of parking spaces. Specifically, between spaces 3 & 4, 15 & 16, 17 & 18, and 21 & front curb. 6. Remove the "30' Front B.L." reference near the front of the property. 7. Repeat Comment: Illustrate the setbacks on the site plan associated with the C-1 zoning district. These are 25' front setback, 7.5' side setback, and 15' rear setback. 8. Please revise the acronym in Note 3 from "USD" to "UDO". 9. From previous conversation, the parking lot will be resealed prior to being restriped. If so, please provide that notation on the site plan. 10. FYI, the site plan shows that overhead lines over the proposed dumpster are being removed. The overhead lines must be removed before a Certificate of Occupancy can be issued. 11. It is staff's understanding that pavement/curb repair issues have been worked out between the property owner and Central Station (former Culpepper Plaza).
