I have attached pdf files that depict 4 different site layout options that have been presented to us by our architects. As you can see, each of the 4 options involves a small portion of parking lot and/or driveway encroaching into the 100 year flood area. As we discussed this morning, CSISD is committed to preserving the greenway area. Our instructions to VLK Architects included the notion that we wanted adequate land available to use as a joint park venture with the City of College Station. To the extent that we move the improvements out of the 100 year flood area, there will be more concrete on the site and less land available for the joint park project. After hearing that there is no flexibility regarding the zoning classification of the 100 year flood area, we are committed to moving forward with the zoning request leaving the 100 year flood area zoned A-O and changing the remainder of the property to the R-1 classification. We would hope that there will be an opportunity for consideration of a variance for a small portion of a parking lot and/or driveway that might need to cross the dotted line into the 100 year flood area. We also are operating under the assumption that the construction of Eagle Drive and any necessary driveways would be allowed in the A-O category. If that assumption is incorrect, it would significantly change our view of the matter. I do appreciate your willingness to consider a change in the UDO or other appropriate ordinances that would exempt College Station ISD from the zoning parameters. As we discussed this morning, the CSISD Board of Trustees has voted to authorize the administrative staff to proceed with re-zoning applications on all the undeveloped land owned by CSISD. Their view is that CSISD should not own land on which a school could not be built. That view is held particularly dearly by some in light of the fact that at the time all the CSISD parcels were acquired by the Board of Trustees,the construction of a school was allowed on each parcel without any zoning change request that would need approval by another elected body. Again, Terry,we thank you for considering a potential future change in the rules that would exempt CSISD from the zoning issues. We would be happy to work with you to move such a proposition forward. As we discussed this morning, both CSISD and the City of College Station are accountable to primarily the same constituents. We sincerely want to work together with the City to improve our community. Regarding the current application,we are committed to moving forward at your direction with the 100 year area remaining A-O and the remainder of the property changed to R-1. We also thank you for extending the deadline for providing the data to draw the line on a map. We look forward to the opportunity to have this matter on the Planning and Zoning Commission agenda for its meeting on July 19, 2007. We look forward to the opportunity to address that body and the Council at the appropriate date. Please let me know if further information is needed. THe existing agreement says we'll provide 50% of costs. We have about$100,000 that is in the budget. Anything additional will have to be approved by Council. Also, I want the District to be responsible for maintenance of this site due to configuration with the 2 schools and CSISD owns all of the property.
