List the changed or changing conditions in the area or in the City which make this zone change necessary. The entire 44.2 acres of property is currently zoned A-O, Agricultural-Open. It was zoned this as a holding zone when the property was annexed. CSISD would like to develop the remainder tract (currently vacant) of the 44.2 acres as an elementary school and schools are not allowed in A-O zones. By the ordinance the site must be either a residential or commercial zoning category. Given the existing residential areas adjacent to this property we feel an R-1 zoning category is the most appropriate. The Cypress Grove Intermediate School portion (17.4 acres) has an existing school building on the property and the school district has been directed to rezone the property from A-O to R-1 because schools are no longer allowed in A-O zones. This R-1 zoning would allow CSISD to conform to the City ordinance by matching the zoning with its existing use. 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. Yes, it is in compliance with the Comprehensive Plan which shows this area as institutional, the category set aside for public buildings, schools, and libraries. 3.) List any other reasons to support this zone change. This property was purchased by the school district several years ago for the development of a intermediate and elementary school. The intermediate school was constructed and the school district would now like to commence construction on a 7th elementary school at this location. The applicant has prepared this application and supporting information and certifies that the facts stated herein and exhibits attached hereto are true and correct.
