The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, July 2, 2007 at 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for July 19, 2007 at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plat; and Sixteen (16) 11" x 17" copies of the revised Preliminary Plat. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. The words "PRELIMINARY PLAT - NOT FOR RECORD" need to be in letters 1/2" high. 2. A portion of this property is already platted. Please reflect this in the title block (ie: "including a replat of...). 3. The boundary of the plat should be a heavy solid line for clarity. 4. Please provide dimensions, bearings or deflection angles and radii, area, center angle, degree of curvature, tangent distance and length of all curves for the following: streets, alleys, sidewalks, rights-of-way (public and private), street offsets, intersection angles, utility services, easements, drainage improvements, etc. 5. Because property lines on individual lots are not yet dimensioned, I cannot tell if all lots are meeting minimum requirements, but some lots do not look as if their depth is sufficient. 6. Is the easement that bisects Lot 9, Block 2 proposed to be abandoned? If not, the lot does not have sufficient buildable area. 7. The easement bisecting Lot 1, Block 4 will need to be abandoned prior to final plat of the property. 8. The easement bisecting Lot 1, Block 1 does not leave sufficient developable depth on the lot. 9. Some of the lots are missing lot numbers (ie: Lot 9, Block 3; Lot 21, Block 2). 10. What is the space between Lots 2 & 3, Block 1? Is it a common area? If so, please label as such. 11. If any common areas are added to the plat, please also add a note that states that common areas are owned and maintained by the HOA. 12. Please provide separation distances between streets, alleys, non-residential drives, etc. (including Gander Mountain). Please also dimension distance to opposite streets (off-sets). 13. This plat should include the "reserve" piece from Phase II (may be common area?). 14. Maximum block length is 1,200 feet. I believe that the face of Block 2 exceeds this. Please provide overall block length (including lots in Phase II) for all blocks. In all blocks over 800 feet in length, the Planning & Zoning Commission may require public access easements to break the block. 15. Switch Station is not a public roadway at this time. What are your intentions with the alley and street connections? Temporary turn arounds may be needed for sanitation and fire service if these streets terminate. 16. The minimum PUE at the back of lots is 20' - 10' from each lot for abutting lots. 17. Due to the number of lots in the subdivision, a secondary emergency access is required. 18. The Subdivision Regulations require that platting property must project a street to any adjacent unplatted property. The City of College Station property to the east is unplatted. If you do not wish to provide the connection, you must request a variance. Reviewed by: Jennifer Prochazka Date: June 26, 2007 ENGINEERING COMMENTS NO. 1 1. The PUE between Block 2 and 4 needs to be 20-ft. 2. Please provide 10-ft PUE along all rear lot lines adjacent to Alleys. 3. Please label easements after directional change. 4. Please identify the proposed hydrant locations. 5. Please remove all utility bends from out side of pavement. 6. FYI — As it appears that the subdivision is not proposing detention, the drainage report submitted with the final plat will need to verify the ability for this tract no to detain. 7. Due to the number of lots in the proposed subdivision, an emergency vehicle access is required to provide a secondary ingress and egress point. As Switch Station Road does not currently operate as an emergency vehicle access, please explain. 8. Reviewed by: Josh Norton Date: June 25, 2007 FIRE 1. Currently the Preliminary Plat is only showing only one access into phase 4, what is the status of providing secondary emergency access? Reviewed by: Jerry Duffey, Deputy Fire Marshal Date: 20 June 2007 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). 3. For the safety of construction crews and residents, and for the security of the CSU Switch Station, CSU will require a permanent, double locked gate (locks provided by CSU and CSFD) across proposed Appomattox Drive where it intersects Switch Station Road. This gate shall be similar in construction to the existing gate across Switch Station Road at the Hwy 6 feeder entrance or to what is typically referred to as an oil field gate. For clarification on this requirement please contact Gilbert Martinez at (979)764-6255. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers or devices and extends as required. 5. If conduit does not exist at designated transformer, or device the developer will furnish and install conduit as shown on electrical layout. 6. Developer pours pads for switch gears and or other pad mounted devices per City specs and design (if scope of project requires them). 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. The boundary of the plat area should be a heavy solid line for clarity (repeat comment). 2. The alleys for block one should line up with Silver Spur Drive and Horse Shoe Drive. 3. The minimum lot depth is 100 feet. While not both sides may not meet this, the average of the sides should be at least 100 feet. 4. For those lots that do not measure 50 feet at the property line, please provide the measurement at the setback line. 5. Since the proposed extension of Appomattox does not align with the existing Appomattox Drive, please rename. 6. Switch Station Road improvements should extend to the western edge of the property. FYI — When designing the drainage for this subdivision, please take into consideration the existing drainage issue at the rear of lots 1 thru 10 of Horse Haven Phase 2. 2. I have included below the Oversized Participation Requirements: Oversized Participation Requirements 6/01/07 Items required to prepare contract: 1. Approved construction plans 2. Associated engineering report demonstrating infrastructure less than what the City is requiring is adequate 3. Associate engineer's estimate quantifying the difference in cost between the required infrastructure and the lesser adequate infrastructure as well as the total construction cost 4. Developer's participation request letter such that the requested participation does not exceed 30% 5. Performance Bond — meeting standard City requirements and from the owner who will contract with the City for the total construction cost 6. Corporate or partnership owners must furnish a copy of a corporate resolution or other proof of authority to sign on behalf of the corporation, partnership, or joint venture 7. A copy of a recent (within 90 days) title insurance policy showing the names of the grantors/owners a. A Nothing Further Certificate (if policy not within 90 days) b. Release of Liens or subordinations (if liens on property) 8. A copy of the current deed Items required to be placed on Council agenda: 1. The above "Items required to prepare contract" have been reviewed by City of College Station 2. Owner signs Oversized Participation Agreement contract prepared by the City Timeline Notes: In general there are standard submittal deadlines (in the Planning and Development Services Department for development projects) every other week for Council items which the meeting would then be six weeks after the submittal deadline. This time frame requires that all submittals are complete and adequate and that the owner's signatory is able to sign a contract on a short turnaround within that timeframe as well. Additionally, the preliminary plat should be approved by the Planning and Zoning Commission prior to the agreement reaching Council for consideration. Finally, to be eligible for oversized participation, construction cannot have begun prior to Council's consideration on the associated oversized participation agreement. Items required prior to payment: 1. Letter of Completion issued by the City (for all completed and accepted infrastructure) 2. Owner's written request for payment following completion 3.
