PLANNING: (Reviewed by Crissy Hartl; Date: June 22, 2007) COMMENT#1: Please add the total number of lots to the title block. ACTION: The total number of lots have been added to the General Notes. COMMENT#2: Per our conversation on June 25th, in order to avoid the esmt abandonment & the amending plat process & to make Lot 6 a buildable lot, which is intended to be encumbered by a temp. ER access, please label an off-site temp. ER access at the end of Chestnut Oak Circle, to the future Appomattox ROW & intersecting N Forest Drive. The temp. ER access must be constructed of asphalt or concrete. Alternative materials may be approved by Fire Marshall's office. ACTION: Lot 5 has been removed from Phase 3 to provide temporary emergency access per a meeting with the City on Monday June 25, 2007. COMMENT#3: It may be appropriate to provide a locked entry approved by fire dept. at both ends of the ER access as to deter daily traffic. ACTION: It is our understanding that this is not required by the fire department, but is only something the developer can elect to do. COMMENT#4: Add a note to the general notes that explains when or how the temp. ER access will be removed. ACTION: See ACTION to Comment#2. COMMENT#5: As sanitation has raised the concern regarding the need for a temp. turnaround at the end of Chestnut Oak Circle, an acceptable alternative may be to build a fire code approved hammer-head as a part of the temp. ER access road. ACTION: A temporary turnaround will be added at the knuckle on Chestnut Circle that will provide a 40'radius turnaround similar to a typical cul-de-sac . COMMENT#6: Please note that any changes made to the plans, that have not been requested by COCS, must be explained in your next transmittal Itr and bubbled on plans. Any add] changes on these plans that the City has not been made aware of will constitute a completely new review. The following page is a list of staff review comments detailing items that need to be addressed. There appears to be some discrepancies in the drainage report. In reviewing Part 4, Page 10 of your Technical Design Summary it appears you have proposed Scenario 2: Pre-Development Release. However in Section 5 of your drainage report it appears that the Post-Development flows are greater than your Pre-Development flows. Please review Section 2.E.1.a and b of the Drainage Guidelines, as post-development flows are only allowed with the establishment of an off-site drainage easement.
