Dear Joe,
In response to your request dated August 7th for a "special design" for the proposed minor
collector to be constructed with the Summit Crossing Subdivision Extension, I have no objection
to the proposed deviation of the minimum radius of 430 feet listed in the Uniform Design
Guidelines to a radius of 200 feet at that location. As you are aware the design speed of a minor
collector is 35 miles per hour. The close proximity to Highway 30 to this 200 foot radius should
provide slower speeds and help mitigate any issues of the tighter radius.
Concerns have been raised that the less than 90 degree angle that the roadway makes at the
Highway 30 intersection could provide compliance issues with the required sight triangle. Please
ensure that the sight triangle requirements are met. Concerns have also been raised about
roadway construction possible encroachment into the stream wetland area and the use of retaining
walls along the roadway. Retaining walls and the subsequent drop-off could create a public
hazard situation. Also retaining walls and the adequate construction of these and the roadway is a
concern to the City of College Station related to future maintenance issues. These issues can be
reviewed with the submittal of plans.

Dear Mr. Mosley:
The proposed Summit Crossing Subdivision development will be required by the
Thoroughfare Plan to construct a minor collector street from Harvey Road to the north
limits of the development. It has been requested by TxDOT staff and City of College
Station Development Services staff that the proposed minor collector street line up
across Harvey Road from the existing Pamela Lane. TxDOT and Development
Services have made a recommendation to decrease the radius at the start of the street so
the stream could be avoided.
The attached sketch shows the alignment of the minor collector street proposed by the
Developer. The proposed alignment deliberately avoids crossing and disturbing a
significant portion of the existing stream channel, as well as the existing large trees and
other dense vegetation located along this portion of the stream, which is planned
parkland dedication. In order to avoid the stream in this area, the design centerline
radius of the street is 200', which is less th. . i - 0' minimum radius r-•uired by the
design guidelines. The Developer requests an exception to the standard in the Unified
Design Guidelines for minimum street centerline radius for this street. Due to its
location near the intersection with Harvey Road, vehicle speed will be low in this
portion of the street. If necessary, posting of a lower than normal speed limit and/or
superelevation of the pavement section can be utilized to enhance the safety of the
traveling public.
This development is a Planned Development District (PDD). A goal of a PDD is to
encourage development that is sensitive to the native environment. The stream area on
this property across from Pamela Lane contains a significant portion of the dense
vegetation located in the development. It is this area that is most desired to remain
undisturbed. Construction of the street as shown will allow development of the stream

area as a park without the street bisecting the area in which the Parks Department and
Developer are trying to preserve.

Summit Crossing Master Plan (07-160)
This item is for a Master Plan for Summit Crossing.
The majority of the property is currently zoned PDD Planned Development,
allowing for both townhomes and duplexes. A portion of the property to the

Single-Family Residential High density (7-9 du/acre).
MASTER PLAN: The proposed land uses include 7.37 acres of
commercial, 89.76 acres of high-density single-family residential (both
duplexes and townhomes), 8.8 acres of public parkland, and 3.04 acres of
additional open space.
The Master Plan also includes the development of two minor collector
roadways, the extension of Pamela Lane and the extension of Hicks Road.
CONCEPT PLAN: As an older PDD zoning, the Concept Plan was
reviewed and approved by the Design Review Board...and can be seen on
