Please submit a revised application with the completed information for the Parkland Dedication filled out as applicable to this section. 3. The preliminary plat shows a median at the entrance at Iron Horse Way to be HOA maintained. Please illustrate. 4. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Please submit water, sanitary sewer and drainage reports. If these reports were submitted with a previous phase, please state accordingly. 2. Please submit Letter of Acknowledgement. 3. Please verify that the water service line stub outs are no deeper than 3-ft and sanitary sewer service line stub outs are no deeper than 3.5-ft. 4. Please place a note for minimum bury on the profile water line sheets. 5. Please submit off-site easement dedication for the WA Dunlap Tract. 6. (Sheet 4) Please provide at least 1-ft of clearance between the storm and water main conflict. 7. (Sheet 7) It appears that a round manhole (36) was illustrated, please revise. 8. (Sheet 8) Please explain the grading above manholes 19, 20 & 21; I assume this will not be the final grade upon extension of Fieldstone Place. 9. (Sheet 8) Please provide at least 1-ft of clearance between the storm and sewer main conflict. 10. (Sheet 11) Manhole 3.1 requires a drop. 11. (Sheet 12) Please place an additional gate valve on WA-1 between 239+00 and 248+00. A gate valve could be added at the fire hydrant assembly at 244+00. 12. (Sheet 14) Please identify structural area for WA-4 13. (Sheet 14) Please provide at least 1-ft of clearance between the water and storm main conflict. 14. (Sheet 15) It appears that a butterfly or resilient gate valve is needed on WA-6 between 200+00 and 212+00. 15. (Sheet 15) The standard casing for a 24-in main is 32-in casing? 16. (Sheet 15) The City of College Station would like to have the steel casing for the water main under Barron is as long as possible to accommodate for the future Barron Rd. widening. It does appear per this design that the 60-ft casing is its maximum length, however if this could be field verified to maximize this length from the existing 18-in main to the opposite ROW line that would be preferable. Please place note on the construction documents for field verification. 17. Oversize Participation Request: a. Please submit an exhibit illustrating the location, size, detail of the proposed 24- in water main in relation to the overall project. b. Please revise construction documents and cost estimates accordingly. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. 2 of 5 c. Please submit Performance Bond. d. FYI – I have attached a summary of the Oversize Participation Requirements. e. FYI – The oversize participation request must be accepted by council prior to the construction beginning on this phase. As you know council agenda items require lead time. 18. FYI –The driveway and utility permits have been forwarded to TxDOT for review. 19. In addition to the following standard comments, if more than 5 acres will be disturbed during construction of this project a NOI must be filed with the state and a copy provided to the CoCS. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Approved construction plans 2. Associated engineering report demonstrating infrastructure less than what the City is requiring is adequate 3. Associate engineer's estimate quantifying the difference in cost between the required infrastructure and the lesser adequate infrastructure as well as the total construction cost 4. Developer's participation request letter such that the requested participation does not exceed 30% 5. Performance Bond — meeting standard City requirements and from the owner who will contract with the City for the total construction cost 6. Corporate or partnership owners must furnish a copy of a corporate resolution or other proof of authority to sign on behalf of the corporation, partnership, or joint venture 7. A copy of a recent (within 90 days) title insurance policy showing the names of the grantors/owners a. A Nothing Further Certificate (if policy not within 90 days) b. Release of Liens or subordinations (if liens on property) 8. A copy of the current deed Items required to be placed on Council agenda: 1. The above "Items required to prepare contract" have been reviewed by City of College Station 2. Owner signs Oversized Participation Agreement contract prepared by the City Timeline Notes: In general there are standard submittal deadlines (in the Planning and Development Services Department for development projects) every other week for Council items which the meeting would then be six weeks after the submittal deadline. This time frame requires that all submittals are complete and adequate and that the owner's signatory is able to sign a contract on a short turnaround within that timeframe as well. Additionally, the preliminary plat should be approved by the Planning and Zoning Commission prior to the agreement reaching Council for consideration. Finally, to be eligible for oversized participation, construction cannot have begun prior to Council's consideration on the associated oversized participation agreement. Items required prior to payment: 1. Letter of Completion issued by the City (for all completed and accepted infrastructure) 2. Owner's written request for payment following completion 3. Owner's notarized affidavit of all bills paid ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. Access driveways to SH 40 must meet TxDOT's current "Regulations for Access Driveways to State Highways". Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where the posted speed limit is 50 MPH or more the required spacing between access points is 425'. Where access spacing is insufficient joint access will be required or access to internal/externalstreets. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, July 16th, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for, August, 2nd, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24"x36" copies of the revised final plat; Eighteen (18) 11"x17" copies of the revised final plat; Parkland Development Fee in the amount of $16,936 must be submitted prior to the filing of the final plat; One (1) Mylar original of the revised final plat; and One (1) copy of the digital file of the final plat on diskette or e-mail to sgriffin@cstx.gov and awelsh@cstx.gov.
