Dear Dr.Kuppersmith:
It is my understanding that the site plan you have prepared for Texas ENT&Allergy, located
on Belmont Place, Section 3, Lot 3, Block 4, will require earthwork on adjoining lots in order to
achieve proper slopes and drainage. This earthwork involves grading the surface of these
adjoining lots along their boundary lines with your lot to remove high and low spots,and facilitate
construction of the parking areas and driveways you are planning. With this letter, I hereby
authorize you and your contractor to enter these adjoining lots for such purposes with the
following stipulations:
• Prior to commencement of this work, your contractor will install all necessary erosion
control measures to prevent sediment from leaving these adjoining lots.
• Your contractor will use only those portions of the adjoining lots that are reasonably
required to perform this work.
• Your contractor will adhere to all applicable regulations regarding this type of work.
• Upon completion of this work, your contractor will re-establish grass cover over the
disturbed areas to minimize future erosion concerns.
• Your contractor will be responsible for any injury or damage to persons or property
resulting from this work.
I also ask that you notify our engineer,Mr. Jeff Robertson,P.E.,at least 48 hours prior to the
commencement of these activities so he can verify that work is proceeding as intended. His

The purpose of this letter is to acknowledge that the construction plans for the water,
sanitary sewer, streets and drainage for the above-referenced project, to the best of my
knowledge, do not deviate from the B/CS Design Guideline Manual. No alternate design
or construction methodology was used.
I also acknowledge that, to the best of my knowledge, the details provided in the
construction plans are in accordance with the B/CS Standard Details.
