The SWPPP needs to be called Erosion Control Plan. The SWPPP is a larger document that includes operational procedures, etc. A construction exist also needs to be shown on the plan. The reason for this inquiry is that it would be of benefit to modify the Site Plan so as to have it conform to the proposed Grading Plan than to redesign the Grading Plan. As you know from your engineering experience, it is easier to redraw parking spaces and islands for conformance to a grading plan than to redraw parking spaces and islands and then have to iterate through many calculation to achieve favorable depths and volumes in detention facilities for allowable storm water runoff. Also, and in the event the Grading Plan does not precisely conform with the ordinance, can you setout the specific area(s)on the Grading Plan that do not exactly meet the ordinance(s)and, in addition,could a variance be obtained for the non-conforming area(s). Pitts) giving permission for fill to be placed on his property. But,we need power of attorney to show that H.K. Pitts has the authority to sign for Scott Gilchrist. This letter is the only thing we have received since May 29th. The May 29th submittal included a Grading Plan that showed a layout of the site that differed from the layout John Rhodes submitted as the Site Plan. He walked out of a meeting a week and a half ago with Sanh Trinh, Stephen Holes, and Myself. He was refusing to send the drawing through my office so that we could submit everything at one time and lost his temper a whole lot. He had one week to complete the revised grading plan and then we were going to go elsewhere. Well its now been a week and a half. I took his drawing and totally transferred everything to our site layout and wanted him to review and rework any numbers he needed to and he argues that he can't work like that now. This will be all of the driveways allowed on Harvey between SH 6 and Associates. I don't disagree that it will continue to get more difficult to make left-turns out of Windwood during peak traffic times. As the areas east of Windwood continue to develop, it will become even more difficult. I understand that some folks in Windwood do not want another access point, but I believe that at some point it will be critical for residents safely exit the neighborhood. I am particularly concerned about the amount of increased runoff, once the land is developed. Since the site will be largely impervious cover and the storm water will run into the large culvert to the north,the water will impact Windwood yards and possibly homes.There is a culvert that goes under Harvey west of Associates Drive.That water joins water already coming from the west along the south side of Harvey.The flow angles behind the homes at the Woodcliff cul-de-sac and the Teakwood cul-de-sac, before it spreads out and moves further south and east.That flow is already a problem. If the developer adds fill to the site, that will simply increase the runoff. How much of his site is in the floodplain?Is there a site plan for this development that shows the floodplain?Will the proposed entrance road on the east side have to be raised to stay above the storm water? The addition of another entrance onto Harvey Road near Appomattox will make it even more difficult to exit Windwood. It will be very difficult to find a break in the traffic with an additional road nearby. It is a challenge now,when going to work. How much of the lot between Crossroads and Associates Drive is in the floodplain?Can a road be built between the entrance road for the Shell Station (old Chevron)and Associates Drive, so that there is no new curb cut onto Harvey Road for Crossroads? As I told Jason, I have other concerns with the site concerning lighting-particularly pole lighting-and any sign that is placed on the site. Outdoor sound systems are also a concern. If a dry cleaners should go in, I would want the city to be sure that no spills of cleaning fluid (liquid or gaseous)could enter the storm culvert or go into the adjoining businesses. Will this site plan go the the Planning and Zoning Commission for approval,or does City Staff approve the final site?Please check the run off estimates very carefully for the protection of our neighborhood. I work at the Entomology Research Laboratory at that intersection. Large trucks carry supplies to various buildings on that road.Who should be notified to study and correct this? It is located along SH 30 just outside the City near the intersection with Nunn-Jones Road which runs behind C&J Barbeque at the east end of Harvey Road. The plat is for 15 lots that the developer has stated will be developed as commercial/industrial. I believe the properties you are referring to along associates are in the Gateway Park subdivision. You are correct that the properties are already zoned C-1 or C-2 but I'm not sure if they will be pursuing a rezoning to modify those or not. A request has not bee submitted. 2)The Crossroads plan is still under review so the site plan has not yet been approved. My understanding is that they are still working out the drainage calculations and plans which are necessary to be resolved before the project can be approved. 3)As for the intersection with Agronomy Road, I believe that was a project between Texas A&M and TxDOT since Raymond Stotzer Parkway is actually FM 60. I can check with Troy Rother, our City Traffic Engineer,and see if there is any influence the City can have on modifying that intersection further. Again, I hope this helps. I've checked with our engineers and am told that their engineers are still working out the drainage details. I know this project came in to our offices a while ago but we're still waiting for them to work that out to meet all of our guidelines and ordinances before they can be approved. After a long time of no action,they made the necessary revisions and I approved the site plan back in March. The layout is very similar to what you may have seen before, the main building was reduced down to about 17,500 square feet and there is a small pad site up near the Shell gas station. As you recall they were having to get finish out their drainage design and ended up hiring a new engineer to complete the project. I am not sure what if any work has been going on at the site. They do have site plan and development permit approvals but I do not believe a building permit has been submitted for the project to construct it. If you would like to see the site plan and building architecture,you may stop by our offices, it is project 07-164. Let me know if you have any questions. Dear Jason, I would like to look at the site plan and building architecture. Could I look at them Tuesday afternoon? I am to meet with Venessa Garza at 1:00 p.m. probably, so I would like to look at the plan after that. Should I ask a young lady at the front desk to let me look at the plan? I am particularly interested in how the entrance/exit will be handled.There was an accident in July at the Shell Station exit onto Harvey.This is going to be a real problem when the development opens and there is the heavier flow of traffic.Will the 17,000 sq.ft. building house different businesses or will it hold only one large business?Will the additional drainage stay on the north side of Harvey? If it does not,there will be homes flooded on the east side of Windwood.Thanks for your help.
