Boyett Estate Partition, being a Replat of Lots 3, 4 and 5, Block 5 W.C. Boyett Estate Partition, consisting of one lot on 0.52 acres, located at 404, 406 and 408 Second Street in Northgate. Applicant: Jane Kee, IPS Group, agent for Pierre-Yves & Kate Romain, property owners Staff Recommendations: If the variance request is granted, staff recommends approval of the final plat. Item Summary: This item is for a replat of three residential lots in Northgate in order to consolidate the property for a multi-family redevelopment project. The subject property is zoned NG-3 Residential Northgate. The applicant has requested a variance to Section 8-1.2.1, Utility Easements, of the Subdivision Regulations. Section 8-1.2.1 requires a ten-foot utility easement at the rear of all lots. The applicant has requested to dedicate a 7.5-foot utility easement, requiring a 2.5-foot variance. Both electric and sanitary sewer infrastructure currently exist at the rear of the lots in this block, however, easements have never been dedicated. Representatives of both our electric and sanitary sewer utilities have indicated that a 7.5-foot easement is adequate for this property. Comprehensive Plan Considerations: The Land Use Plan designates this property and the entire Northgate area as Redevelopment. Item Background: This property was included in the original boundaries of the City and was platted in 1939 as a part of the W.C. Boyett Estate Partition. In 1996, the City initiated a rezoning of all of Northgate to NG, Northgate. The property was zoned NG-3 Residential Northgate at that time. Budgetary & Financial Summary: N/A Related Advisory Board Recommendations: The Parks & Recreation Department, on behalf of the Parks and Recreation Advisory Board, accepted fee in lieu of land dedication for this project. The exact number of multi-family dwelling units is unknown at this time. Commission Action Options: The Commission has final authority over the final plat.
