I The Subject property is in South College Station just north of the city limit located between Castlegate and Sweetwater Forest subdivision. The area of the rezoning is identified as Medium and Rural Density on the Comprehensive Plan and Floodplain, however R-1, Single Family meets the intent of the comprehensive plan in this location. The property has access to Victoria Drik and Greens Prairie Road West. Development of the property willcl�de the construction of an extension of Victoria, and an unnamed north-S�Vfh collector. There is also an existing compressor station on site in the southeast corner of the property along Greens Prairie Road. Originally, when this item was considered at the Planning and Zoning Commission on September 20, 2007, staff recommended a radius of 600 feet. Addonal research following this Planning and Zoning Commission meeting more specifically quantified the potential hazard and a flammable hazard is estimated at a radius of 130 feet from the storage tank. Staff therefore recommends that the area within a 130 foot radius of the compressor station not be rezoned until such a time that the station is inactive and removed in compliance with City Oil and Gas Regulations. This process requires: • all foreign materials regardless of depth should be removed (excluding existing subsurface pipelines) • all holes and depressions filled with clean compatible soil • all oil or waste is removed from site STAFF REPORT The master plan before you is for a 200 acre development at 3370 Greens Prairie Road West. The applicant is proposing to develop the site under R- 1 for single family homes in 6 phases with an average density of 3.3 units per acre. A previous master plan of this subdivision, named River Stone, was approved in 2000. The current plan reduces the density from 3.7 dweliing units per acre. �-kJ-- Master Plans are intended to be a conceptual plan showing general land use layout, thoroughfares, and phasing. Emphasis is on the location of land # the connections of • • • r and master utility lines. Some of the roads on this plan will require block length variances at the time of preliminary plat, and approval of the Ma�ter Plan does not override meeting all of the requirements of the subdivision regulations at the time of plat. The applicant is proposing 3 access/'points to Greens Prairie West, as well as extend 2 collectors through the roperty. The proposal also includes thiXevelopment of a 14 acre park. The park area also includes area in the 1 00 -year floodplain. The property also has a compressor site at the southeast side of the property that serves the pipeline running along the east side of the property. There is also an existing compressor station on site in the southeast corner of the property. It is staff's understanding that a compressor station collects highly volatile and flammable material as a result of pressuring the pipeline. If a new facility such as this were to locate near a residential area, City Regulations would require a 000 foot minimum distance between the f station and any residential homes. Due to health and safety concerns, Staff is recommending that residential lots not be developed within 000 feet around the station in keeping with the intent of the City Oil and Gas Regulations. �y Ir)oe A v kri C The property has access to Victoria Drive and Greens Prairie Road West. Staff has received 1 inquiries into the project, and 2 more in opposition to the rezoning. Most of the inquiries were concerned with apartments, duplexes, or commercial on the property. Applicant: Billy Chenault, agent for the owner Staff Recommendations: Staff recommends approval of the rezoning with the condition that no single family lot be platted within 600 feet of the compressor station. Item Summary: The applicant is requesting a rezoning from A-0, Agricultural Open to R-1, Single Family Residential in order to pursue the development of a residential subdivision on the tract. The property is adjacent to Castlegate subdivisi to the east (zoned PDD), Sweetwater Forest Subdivision to the west (zoned A -OR), and U tted agricultural and vacant property to the north. The rezoning area also includes a compressors ,Yation for a gas pipeline which runs along the east side of the property. This compressor stap6n will be considered a high impact site upon rezoning of the property. For new sites like t s, City oil and gas regulations would require that �1'11 no new site be located with 600 feet of re idential unit unless waived by the owner of the 'ab,,, residential unit. Due to the flammability o he materials at the compressor station, Staff is recommending that a condition be plat Vdon the rezoning to limit residential development within 600 feet of the existing station. The applicant has also submitted a Master Plan and a Preliminary Plat for Phase 1 of the Subdivision. Comprehensive Plan Considerations: The Land Use Plan identifies this area as Single Family Residential, Medium Density with a portion of Floodplains and Streams on the east side of the property. The property has approximately 2,000 feet of frontage on Greens Prairie Road West. The Thoroughfare Plan on this property also shows the extension of Victoria as well as an additional north -south Major Collector that is unnamed at this time. The current traffic count estimate on Greens Prairie Road West is 2,500 trips per day. Existing capacity is estimated between 7,000 and 10,000 trips per day. When fully constructed to its thoroughfare designation, Greens Prairie Road West has a target volume of 5,000 to 10,000 trips. A subdivision of this size is estimated to produce around 6,600 trips per day at build -out. The Water/Wastewater Master Plan identifies a 12 -inch water line along both major collectors, and an 8 -inch sanitary sewer line along the extension of Victoria. Item Background: The subject property was annexed in 1995 and subsequently zoned A-0, Agricultural Open, The subject property was platted in the late nineteenth century as the M. Benjamin Graham Subdivision. The property islocated inthe vicinity of the Creek Meadow Master Plan. Related Advisory Board Recommendations: None Commission Action Options: The Commission acts oaarecommending body nnthe question ofrezoning, which will beultimately decided byCity Council. INFRASTRUCTURE AND FACILITIES Water: There are existing water lines in the area. Water Master plan lines cross this property and will be required to be constructed with development.
