SUBJECT: GREENS PRAIRIE CENTER PH 5 (FP) — Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Wednesday, August 1, 2007, 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, Thursday, August 16, 2007, 7:00 p.m. in the City Hall Council Chambers, 1101
Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Seventeen (17) 11"x17" copies of the revised final plat;
One (1) Mylar original of the revised final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
sgriffin@cstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed your project will not be scheduled for a Planning & Zoning Commission
meeting. Your project may be placed on a future agenda once all the revisions have been made
and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the
agenda and staff report can be accessed at the following web site on Monday the week of the
P&Z meeting.

NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be
explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans

STAFF REVIEW COMMENTS NO. 1
Project: GREENS PRAIRIE CENTER PH 5 (FP) - 07-00500173
PLANNING
1. Please revise the symbol used for the 40' Access Easement. It appears that it currently
reflects as a property line, not an easement.
2. Since it is under separate ownership, provide a separate Lot for the Wellborn Special Utility
District tract.
3. In the title block include the number of lots provided in Phase 5.
4. The Wellborn Special Utility District certification has been provided on the plat but written
permission was not provided with the application. Please note that the applicant bears the
burden of obtaining the certification signature from Wellborn for the plat to be filed.
5. Arrington Road will be realigned with the final plat of Greens Prairie Center Phase 2A. "Old
Arrington Road" will be cul-de-sac'd from the south and the remaining City right-of-way
along the boundary of this plat will likely be abandoned. Please place a note on the plat to
this effect.
6. Revise Note 2 to state that the zoning is C-1 and Corridor Overlay (OV).
7. Place a note on the plat that Phase 5 has been determined to be a building plot.
8. The construction documents and reports are still under review and may affect the plat.

ENGINEERING COMMENTS NO. 1
1. Off-site PUEs required for sanitary sewer extension.
2. FYI-CIP water line project has not yet been awarded. It is tentatively thought to be awarded
in September.
3. Proposed private drive (access easement) on SH6 must be a minimum of 500 feet from
intersection with SH40 and accommodate a deceleration lane.
4. Once "Old Arrington Road" is re-aligned, future access to the current Arrington Road from
SH 40 will be limited to right-in—right—out only and will require a deceleration lane. TxDOT
driveway permit will also be required.
5. Is the 20' PUE for the 12" water line existing or proposed? Provide volume and page
numbers if existing.
6. It appears that the driveway alignment on the Site Plan submitted for Lot 2, Block 7 is
different from the access easement shown on the Final Plat. Please reconcile.
7. Please add structural fill in areas of future private streets/driveways that have been shown
on previous plans.
8. Drop connection required on Manhole No. 4.
9. Is the drop connection required to serve additional property? If so please add outlet stub
and plug to Manhole No. 4 so it will not have to be cut later.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes.
2. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).
3. As the site plan develops, the additional Utility Easements may be required.

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as required.
5. If conduit does not exist at designated transformer, developer to furnish and install conduit
as shown on electrical layout.
6. Developer pours transformer pad(s) per City specs and design.
7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull
boxes and secondary pedestals provided by the City).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to
bread@cstx.gov.
9. Developer provides load data for project.

Planning
1. Please revise the symbol used for the 40'Access Easement. It appears that it currently reflects as a

Response: The property line type has been added to the legend, and the access easement line type
has been modified for clarity.
2. Since it is under separate ownership,provide a separate Lot for the Wellborn Special Utility District
tract.
Response: Lot2, Block 8 has been added.
3. In the title block include the number of lots provided in Phase 5.
Response: The number of lots has been added to the title block.
4. The Wellborn Special Utility District certification has been provided on the plat but written

obtaining the certification signature from Wellborn for the plat to be filed.
Response: Noted.

Response: Note #10 has been added.

Response: Noted. The comments on the construction plans that are included below have been
addressed as noted. These plans will be resubmitted once comments on the site plan and reports
are prepared and addressed.
Engineering
1. Off-site PUEs required for sanitary sewer extension.
Response: The easements will be provided prior to filing of the final plat. These easements can be
written now that comments have been received and the alignment is not likely to change.
2. FYI-CIP water line project has not yet been awarded. It is tentatively thought to be awarded in
September.
Response: Noted.

with SH40 and accommodate a deceleration lane.
Response: A deceleration lane is shown on the plans. We have been in contact with TxDOT
regarding the required distance. They have verbally agreed that the distance shown on the plans is
sufficient. A permit was submitted to the City of College Station to be forwarded to TxDOT for

formal approval. There will be some slight adjustments to the location of the driveway on the final
submittal that will lengthen this distance a few feet.
4. Once"Old Arrington Road"is re-aligned, future access to the current Arrington Road from SH 40
will be limited to right-in-right-out only and will require a deceleration lane. TxDOT driveway
permit will also be required.
Response: So noted.

Response: The easement is proposed so there are no volume and page numbers at this time.
6. It appears that the driveway alignment on the Site Plan submitted for Lot 2,Block 7 is different
from the access easement shown on the Final Plat. Please reconcile.
Response: The easement lines have been adjusted on the plat to match those on the site plan.
7. Please add structural fill in areas of future private streets/driveways that have been shown on
previous plans.
Response: The only location where a future driveway is somewhat certain is adjacent to the First
National Bank Property,from about Station 6+50 to Manhole #2. Structural backfill has been
added in that segment. All other previous plans are conceptual only and we do not know where the
crossings will be located.
8. Drop connection required on Manhole No. 4.
Response: A drop has been added.
9. Is the drop connection required to serve additional property? If so please add outlet stub and plug
to Manhole No.4 so it will not have to be cut later.
Response: A 5'stub-out has been added.
