Dear Carol:
Accompanying this letter is a sealed copy of the Water System Flow Test Report that I
prepared on September 21. I assisted in conducting the test with Steven Cast of the
Wellborn SUD. The test was not conducted in strict conformance with NFPA 291, but
the only difference was that the static and residual pressures were measured from a hose
bib on a nearby house. (NFPA 291 only refers to the use of other hydrants for this
purpose.) This slight modification of the NFPA 291 test procedure has been used
previously and accepted by the City of College Station in the past. However, I cannot
certify that the test met every aspect of NFPA 291.
It is my opinion that the connection point used for the measurement of these pressures
has little to do with the overall performance of the water system since the entire system is
affected when hydrants are opened. If anything, the pressure readings from a hose bib
should yield lower pressures than one would anticipate from a hydrant, and are thus more
conservative for testing purposes.
In any case, the water system in Meadowcreek Subdivision, Phases 2 & 3 easily met the
fire flow and pressure requirements of the TNRCC and the City of College Station, just
as we predicted it would during the design phase of the project. If you have any

Following is a Water System Flow Test Report for the system in Meadowcreek
Subdivision, Phases 2 & 3 that Steven Cast and I performed this morning. The flowrate
from the 2.5" nozzle was 1278 gpm, which is greater than the 1000 gpm required by the
City. Since the flowrate is higher than the minimum and the pressures are above 20 psi, I
did not re-model the system using the new data.
I understand that the owners will want to post a bond to Brazos County for the remaining
infrastructure so I wanted to get this in your hands so you can have the plat filed when
appropriate.

placed on the next available Planning and Zoning Commission meeting scheduled for January 4,
2007 at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
