Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The plat has been scheduled for the
January 4th Planning and Zoning Commission meeting, 7:00 p.m. in the City Hall Council Chambers,
1101 Texas Avenue. However, the attached comments must still be addressed before the plat will be
filed. Please revise and provide the following:
One (1) 24"x36" copy of the revised final plat;
New certified tax certificates submitted prior to the filing of the final plat;
One (1) copy of the digital file of the final plat on diskette or e-mail to
sgriffin@cstx.gov and awelsh@cstx.gov;and
The Mylar original of the revised final plat with the owner and County Judge's
signatures (will be required after the County's approval).
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have not
been addressed, your project will not be considered complete. Once your item has been scheduled

the final plat of Saddle Creek Phase 1. We have a performance bond on

Response to Engineering Comments No. 1
1. Please submit full set of construction documents: streets, drainage, etc.
Response: Submitted.
2. Please submit drainage report.
Response: Submitted.
3. The reports and construction documents submittals should be the same for the county and College
Station.
Response: Noted.
4. (Sheet 4 & 5)Please verify that a flushing appurtenance is not needed at the low points in these lines.
Response: The BCS Design Guidelines indicate that a flushing velocity of 5 fps is needed to eliminate
sediments from accumulating in low points of a water system. There are two low points on the Saddle
Creek system shown on Sheets 4 and 5. The first is on the 12" line between Prairie Court and High
Meadow Trail. Downstream of this low point are two fire hydrants, one at the intersection of Saddle
Creek Drive &High Meadow Trail, and the other at the end of High Meadow Trail. If both are turned
on for a combined flowrate of 2000 gpm, the velocity through the 12"line is 5.70 fps.
The second low point is in the 3"line on Prairie Court. There is a blow-off at the end of this line. If a
discharge of 125 gpm is released from the blow-off the velocity through the 3" pipe is 5.67 fps.
Obviously, greater discharges at either of the locations noted above will result in higher flushing
velocities through the low points.
5. (Fire Flow) Please verify that the fire flow test was done in accordance with the NFPA 291 Chapter 4
standards.
Response: The fire flow test was conducted by Mr. Steven Cast and observed by Mr. Kent Laza. The
flow test was conducted in accordance with NFPA 291 Chapter 4 with one exception. NFPA requires
that a minimum of two hydrants be used for the test — one to measure the flowrate and the other to
measure the residual pressure. There is only one hydrant on the existing system at Saddle Creek and it
was added specifically for testing purposes. That hydrant was used to measure the flowrate. Residual
pressure was gauged through a water faucet on a nearby residence. It is our opinion that this
alternative yields a very similar result to the procedure listed in NFPA 291.
6. (Fire Flow) A fire flow test will need to be performed and submitted upon completion of the line to
verify the constructed system meets the BCS minimum design guideline requirements.
Response: A note has been added to the plat.
7. (Final Plat and Construction Documents) Brazos County will need to review the final plat as well as the
full set of construction documents and reports. We will forward these as soon as we receive them from
the county.
Response: Noted.
S. (Final Plat) Please add a note that defines the slope and drainage easement maintenance responsibilities.
It is my understanding that the county will not maintain drainage easements: therefore it may he
appropriate for the HOA to maintain these.
Response: A note has been added to the plat.
