If you do not plan on dedicating the appropriate easements at this time, a blanket utility easement must be dedicated prior to construction plans being released. The appropriate easements must be dedicated prior to the easement abandonment being forwarded to legal and council. I would recommend that the easement abandonment and dedication process begin as soon as possible. 2. Please submit a development permit application and fees to accompany the Site Plan application for the "Redevelopment of Culpepper Plaza". An additional development permit and fees is required because not all improvements where included with the Phase Zero construction documents. 3. Please submit engineer's cost estimate. 4. Please verify that the proposed 5000sf Pad Site will have adequate fire lane and fire flow coverage. The CoCS fire department would probably not want to have to park on Texas Avenue to fight a fire. 5. Please verify that the proposed 5000sf Pad Site will have adequate room for a drive thru etc, if needed. 6. Please submit a fire flow analysis (Using Fire Code B105.1 and C105.1) for the overall center,as the fire lane configuration has changed. 7. Although the improvements of Phase Zero are shown on this site plan, please advise that they are under separate permit and approval. 8. Please verify that all line lane turning radius meet our minimum requirements. 9. (Sheet CVL-02) The water demands and water meter illustrated on the previously submitted "Box Culvert and Utility Relocation Plans" equal a 1.5-in meter, however on this sheet the water meter is shown to be a 2-in meter. The proposed water demands call for a 1.5-in meter. 10. (Sheet CVL-09) Storm Sewer SD-1,like to see at least a 1-ft separation between the existing water main and the proposed storm junction box. 11. In addition to the following standard comments, if more than 5 acres will be disturbed during construction of this project a NOI must be filed with the state and a copy provided to the CoCS. Storm water management requirements are as follows, any questions may be directed to Donnie Willis,CoCS Drainage Inspector,at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System.The general permit(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit(TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit(TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit(TXR150000). 4. Sign and post a construction site notice. Page 3 of 5 STAFF REVIEW COMMENTS NO. 1 Project: CULPEPPER PLAZA REDEVELOPMENT(SP)—06-00500255 PLANNING 1. Are we working off of the Overall Site Layout or the Site Plan? Staff's suggestion would be to include the abutting parcel and owner information,proposed sidewalks,and any other required site plan information on the Overall Site Layout and relabel it Site Plan. 2. The application stated that bicycle facilities would be provided on the landscape plan,but they were not. Please provide the bicycle facilities on the site plan. 3. Please verify that the required 12,588 square feet of interior island space is provided. 4. Please provide details of the public plaza along the Kohl's frontage. 5. Per Section 7.9.E.3 Landscaping,tree wells are required along 15%of the linear front. It is also noted that a 50%waiver was granted for this property as per the rezoning. 6. Staff calculated 220,571 square feet of building space,but the site plan states 232,175 square feet. Please verify. 7. The site plan states that 1,081 parking spaces were provided,but staff counted 1,049 spaces. Please verify. 8. Will fire lane be provided for the 5,000 square foot pad site? 9. Please provide dumpster screening details. 10. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150'of the subject lot,measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Reviewed by: Crissy Hartl Date: November 27,2006 LANDSCAPING/STREETSCAPING/BUFFER 1. The landscape plan states that 2 Savannah American Holly trees are proposed,but staff counted 21. The point calculation also indicates that 21 are proposed. Please adjust the plan accordingly. 2. Please be aware that Savannah American Holly and Loropetalum are not on our approved Landscape Species list. Please choose another species or provide hardiness information for our review. 3. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback,rights-of-way,and adjacent property disturbed during construction. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. At least 2 days before beginning construction,provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels,gutters,ditches or anything else that is publicly owned,designed or used to collect or transport storm water. As long as you meet the conditions of this general permit,you are authorized to discharge storm water. No notice of intent(NOI),notice of termination (NOT),or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5,2008. Provide a fire lane looping down to the southeast side of the restaurant pad site and back up to Building'C. 2. FDC must be within 150' of fire hydrant as the truck drives. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per city specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30'of rigid or IMC conduit for each riser pole. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per city specs and design. 7. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan email to sweido(cicstx.gov 9. Developer provides load data for project. 10.
