List the changed or changing conditions in the area or in the City which make this zone change necessary. The agricultural zoning classification is an interim zoning designation and the driving range is an interim land use. This has been acknowledged by the City by its reflection on the Future Land Use Plan of a regional retail land use classification for this property. It has always been anticipated that this property would eventually develop commercially along the front portion. The approved master plans and plats for the property reflect commercial use on the front half and residential for the remainder. The development of Academy Sporting Goods on the adjacent track to the south makes the commercial development of this property a logical extension of the City's Comprehensive Plan. 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. This rezoning request is in compliance with the City's Comprehensive Plan. 3.) List any other reasons to support this zone change. This zone change will allow for development of the property and will continue the type of use approved adjacent and to the south (Academy). Traffic from this development will impact the Earl Rudder Freeway Frontage Road which is capable of handling the traffic and will not impact any existing residential development. The applicant has prepared this application and supporting information and certifies that the facts stated herein and exhibits attached hereto are true and correct.
