STAFF REVIEW COMMENTS NO. 2 Project: HERITAGE TOWNHOMES (PDD) - 05-00500201 (These are the same comments that have not been addressed since November of 2005). Because substantial information is still needed, the submittal is incomplete. Please see the following comments for guidance in making a complete submittal. PLANNING 1. The application needs to be filled out in its entirety. 2. The other elements of the approved concept plan need to be shown on the new concept plan. As per your submittal, the Design Review Board will only receive a copy of the "Final Plat" showing a pool. The plan should be labeled a "Concept Plan" and should include (graphically or in plan notes) all items that require (or required) modifications from bulk regulations (e.g., setbacks) and all amenities you have provided and are proposing (including landscaping) so that the Board may weigh the pros and cons of the revised request. Reviewed by: Molly Hitchcock Date: November 14, 2005 ENGINEERING 1. As shown, the pool is proposed to be located within a PUE. This will require a PIP application and approval. 2. The pool will also be located within the 100-yr floodplain. All mechanical equipment will have to elevated at least 1 foot above the BFE. 3. Per Concept Plan checklist please provide the following on the concept plan:: • A key map on the concept plan • Date of the submittal in the title block • 100-year floodplain note,whether it is located on this site or not,referencing FEMA Panel. • Depict all parking areas. • Buildings 2. Per the first two staff review, please provide the landscaping on the concept plan or turn in separate sheet showing the landscaping. 3. Please note all setbacks on the concept plan. 4. Please provide an engineering scale on the concept plan. (1/32 is not an engineering scale) 5. There is a note on the concept plan that refers to sheets LS 2&3.These sheets have not been submitted to reference. 6. Please list the items/modifications if any(e.g. setbacks,)if they are not being met for R-3. 7. The concept plan does not show a brick wall along the east side property line nor the iron fence to along the south property line. 8. Please show all public utility easements on the concept plan. 9. Please be aware that structures are not permitted in any easements. It appears that the pool is being proposed in a PUE. 10. (FYI) It is staff's opinion that the proposed concept plan is not meeting the PDD intent. Staff strongly recommends that the gazebo and walking path with the pool be relocated to where you are proposing the four lots located at the southeast corner of the property. With the existing detention pond, PUE and common area, it does not make sense to put anything in this area. Staff cannot make a positive recommendation to the Design Review Board of the proposed concept plan. Please list the merritoutiouse modifications for the P.D.D. on the concept plan i.e. setbacks that are being requested and the setbacks that are required for R-3 Townhouse. 2. The original concept plan was approved with a six foot brick wall along the east property line a six foot iron fence along the south property line. 3. (FYI) The original concept plan that was approved was providing a pool, playground, walking path and a gazebo, with the pool being the only amenity being proposed with the revised concept plan staff does not feel like the PDD intent is being met per UDO criteria and will not be supporting this proposal. 4. Please be aware that staff will also be recommending to the Design Review Board that if the concept plan were to be approved that it be approved with a condition that the PUE over the common area be abandoned prior to final staff approval.
