Other site requirements will apply and will be required when the full redevelopment site plan comes in for review. Answer: 2. Understood. Qu on: Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150 feet of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. Answer: 3. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City ALOrtprppnce 2394. er: There is no irrigation system being constructed with this phase of development. We will indicate those on the Phase One (1) Site Construction documents. Question: 2. All backflow devices must be installed and tested upon installation as per City Ordinance 2394. A er: . We do not have any back flow devices with this set of plans. These will be shown on the Phase One (1) plans. Engineering Comments No. 2 Qu ion: . If you do not plan on dedicating the appropriate easements at this time, a blanket utility easement must be dedicated prior to construction plans being released. The appropriate easements must be dedicated prior to the easement abandonment being forwarded to legal and council. I would recommend that the easement abandonment and dedication process begin as soon as possible. Answer: 1. The easement abandonment paperwork is complete and we are currently routing it to all franchised utilities for their signature. As soon as we have that paperwork back it will be submitted. Qu on: . (CLOMR) As stated in Chapter 13: Flood Hazard Protection Ordinance, Section 5.C, "If modification of any watercourse is involved, an effective Conditional Letter of Map Amendment shall be on file with the Administrator prior to any development." Answer: 2. We would like to request a meeting with the Floodplain Administrator, the acting Director of Development Services and the Public Works Director to discuss this issue at your earliest convenien e. We believe given the existing conditions that there may be other alternatives. Q . do . FYI• Sheet 1) I realize verifying fire hydrant coverage is not a requirement under this"Box • vert and Utility Relocation" project, however verifying that the appropriate infrastructure exists at this point may save time at Site Plan. Using Table C105.1 from the Fire Code, it appears that the proposed structure will be required to be within 300 feet of drive-able fire lanes and 150 foot arc length of 3 fire hydrants. The proposed fire lane layout does not allow for any of the exiting hydrant to the west of the Kohl's building to meet this requirement (the 3rd required hydrant), please modify. Answer: 3. Thanks for this heads up. We have already met with the Fire Marshal to discuss and this was not a concern. We will discuss this with Eric Hurt again and if necessary add an additional fire hydrant location to the Phase One (1) Site Construction documents. Questio 4. S t 02 and 04. Please quantify why the sanitary sewer service for the adjacent building can not e routed toward George Bush East. As currently designed the box culvert/sanitary main conflict can not be allowed, due to potential utility and drainage maintenance issues. Answer: 4. As we have discussed, rerouting this service line to the front will require additional construction easements from the adjoining property owner in order for our contractor to enter his property to perform the work. It is our experience that this easement acquisition will be very difficult, especially since he just constructed a new concrete driveway from the back of the building along the south side of the building to George Bush East. A great deal of this new concrete driveway would have to be open cut to perform this sanitary service reroute. In lieu of this reroute and as requested we have included a safety end treatment on the headwall to act as a trash rack as well as included the grate inlets at the top of the box as close as possible to the sanitary sewer service line for ease of access. Sheet 5 —The water demands and water meter illustrated on the Site Plan (Sheet 01) are equal to a 1.5 inch meter, however on this sheet the water meter is shown to be a 2 inch meter. The proposed water demands call for a 1.5 inch meter. Answer: 5. The water meter sizes throughout the plans have been changed to a 1.5 inch meter. Sanitation staff met with Veronica Morgan at Morgan and Mitchell to discuss the dumpster locations for this complex. Answer: 1. Acknowledged. uestion; 2. We have also included several modifications to the plans per Kohl's requirements or modifications that we deemed necessary. Please advise the next submittal will be distributed as a first round submittal, since multiple copies were not submitted with the initial submittal. Thanks - Josh Norton Kohl's Box Culvert and Utility Relocation 1. Please submit a site plan and development permit application for this phase of construction. Copies required should be submitted as per the site plan application, as if this is the first submittal. 2. Please bubble the proposed area of improvements. 3. Will this area be shown in a future site plans for the redevelopment? If not, please be sure to include other site requirements such as landscaping, etc. 4. FYI - A development permit for this project can not be issued until the CLOMR has been accepted by FEMA. 5. The HEC-RAS profile for the proposed reach does not appear to match the sections. Specifically, a grading plan for the proposed pavement is needed, however the proposed grates reflect a pavement elevation for this reach approx. 286 ft and sections 500 to 800 appear to be 283 ft, please clarify. 6. Please submit easement abandonment application with the appropriate supporting documentation. The abandonment must be approved by council before a building permit could be issued for the Kohl's building. Please verify that you have a copy of the recently updated easement abandonment application, which requires a signature from BTU as well. 7. It appears that most of the existing 8-in water main and a portion of the proposed 8-in water main are located outside of an easement. Please dedicate appropriate easement. 8. It has been brought to our attention that the down stream culverts are full of debris; please clear out as a part of this project. 9. Please submit engineer's cost estimate. 10. Please submit grading and erosion control plan. 11. Please provide pavement detail. 12. Please clarify the connection or separation from the proposed drive to the existing adjacent drive located behind the office building off George Bush East. 13. What is the proposed height of the Kohl's building? Buildings greater than 30-ft require a 26-ft fire lane. 14. Please provide the proposed water demands to justify the 2-in water meter. 15. It may be appropriate to submit a fire flow analysis (Using Fire Code 3105.1 and C105.1) for the Kohl's building at this time to avoid any future water main improvements. 16. (Sheet 02) FYI — no scale. 17. (Sheet 02) It appears that there is a slight bend in the alignment of the proposed box culverts, with the use of prefab boxes how will these connections be made? Should the angle of deflection be depicted on the plans? 18. (Sheet 02) The proposed storm culvert and sanitary sewer conflict will not be allowed, please revise. It may be more appropriate for the sanitary sewer service for the adjacent building to be routed to the sanitary sewer main along George Bush. 19. (Sheet 05) It is the preference of the City of College Station to provide a greater separation between the easement and structure. The termination of the PUE from where the fire line valve is located, which is to be. A gate valve should be called out in the easement for the fire line and should specifically be an isolation gate valve with an AmPro USE, LL562 lockable lid or equivalent approved by City. It may be more appropriate to place the fire connection to the side of the building to provide for the separation. 28. (Sheet 07) Please update the trench detail as it does not match the design guidelines or explain why this detail is better. They are not comfortable with the staff comments that have been returned with regard to the construction of the box culvert and utility work at the rear of the center. They must be assured that they will have an empty pad site available and clear of all utilities by March 1, 2007. Delay damages, if this is not accomplished, are $12,000/day for each day it is late. If they cannot be certain of this delivery date they will not close on this site. In order to make Kohl's comfortable with this development location we need the following from the City of College Station. We need in writing that the City will issue a development permit no later than Tuesday, December 5, 2006 for the utility work and demolition work (excluding the box culvert) at the rear of the Kohl's building.
