The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached. One (1) revised site and landscaping plan. One (1) set of revised building elevations. Easement Dedication Sheet and required documents (please allow 4 weeks to process). Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Page 1 of 4 STAFF REVIEW COMMENTS NO. 1 Project: CITIBANK (SP)— 07-00500180 PLANNING 1. Revise the Key Map on site plan, changing Green Prairie Road to State Hwy 40 with the associated right-of-way (ROW). 2. Revise General Construction Note 9 to state the following after swales "and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction." 3. Revise the spelling of the bank name under Parking Requirements. 4. Show the limits of TxDOT right-of-way at the intersection of State Hwy 40 and Arrington Road. 5. At the Pre-Application meeting in February, the potential to expand the site through the abandonment of Arrington Road ROW and a replat of the existing volunteer fire department tract was mentioned. Is this still anticipated or a possibility? If so, how would that relate to the proposed site plan? 6. Show queue spots for the bank teller lanes. There should be a minimum of four spaces measured from the teller or window. 7. Greens Prairie Center Phase 5 has been determined to be a building plot. The proposed building is 39,660 sq. feet on 3.95 acres and the development of the remaining seven acres of the Phase will support more than an additional 10,000 gross sq. feet. As such, the proposed development will need to comply with the additional Non-residential Architecture Standards found in Section 7.9.E of the Unified Development Ordinance (UDO) for building plots in excess of 50,000 gross square feet. 8. Based on the above comment, the proposed building elevations do not comply with the Non- residential Architecture Standards for required façade articulation. Please revise. 9. The building elevations will be reviewed for other architectural relief elements when the façade articulation revisions are made. Please identify the relief elements being used. 10. Provide the percentage of materials and colors used on each facade. 11. The proposed generators and transformer must be screened from view, which is also in accordance with General Construction Note 15. 12. Provide General Note 9 that is on the landscape plan on the site plan. 13. Please place wheelstops in the handicap parking spaces. 14. Show the 20' PUE stub into southwest corner of property. 15. Provide a note on the site plan that the "Vehicle trips generated by the proposed development may be incorporated into a TIA for Greens Prairie Center at some future time." 16. Provide the details for the dumpster enclosure, pavement, and curbing on the site. 17. FYI, while permitted separately, the sign illustrated would not meet the sign ordinance for freestanding signs, UDO Section 7.4.N. 18. The Fire Department has determined that the 26' aerial fire lane provided on the State Hwy 6 side of the building is not sufficient in order to serve the building. The lane must begin no closer than 15' and no further than 30' from the building. The lane must extend along one entire side of the building and be routed such the 26' lane is looped or runs through the site. In addition, the FDC may be more appropriately located in a different location. Please refer to Steve Smith, Deputy Fire Marshall, at 979.764.6273 if you have any questions. The required landscape points have been doubled as per UDO Section 7.9.E but the points for streetscape (UDO Section 7.5.D.3) have not been included in the calculations. Please revise. 3. There are 14 streetscape trees required along State Hwy 6, all numbers round up. Reviewed by: Jason Schubert Date: July 30, 2007 ENGINEERING COMMENTS NO. 1 1. Be aware that the CIP water line project is only tentatively thought to be awarded in September. No combustibles will be allowed on-site until water line has been constructed and accepted by the City and required fire protection is available. 2. Development Permit will not be issued until Development Permit for off-site detention pond has been issued. Likewise, no CO will be issued until detention pond is constructed. 3. Water line shall only be public to the fire hydrant. Add isolation valve and relocate water meter to public section of line. 4. Indicate limits of structural fill on Waterline "A". 5. Minimum curb return radius is 25'. 6. The distinction between areas of Heavy Duty and Standard Concrete Pavement is not clear enough on our copies of plans. 7. Drainage Report still under review. Reviewed by: Carol Cotter Date: July 27, 2007 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes. 2. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). 3. Additional easements will be required to provide electrical power to the specified transformer location on the site plan. 4. Protective devices are required to be placed around the transformer to prevent any incidental damage. 5. General Construction Note 1. d. needs to be changed to the following: d. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to bread©cstx.gov. 9. Developer provides load data for project.
