JOSEPH URGENT CARE CLINIC (SP) — Site Plan Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached; One (1) revised site and landscaping plan; Easement Dedication Sheet and required documents (please allow 4 weeks to process). If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. JOSEPH URGENT CARE CLINIC (SP) — 07-00500193 PLANNING 1. Though the color elevations are appreciated, please provide scaleable building elevations from ground level perspective for determination of compliance with the Non-residential Architecture Standards. 2. On the building elevations, provide the percentage of materials and colors for each facade. 3. Please note that the Painted Plaster by itself is not an allowable type of material. To be used, it must simulate Stucco/EIFS as described in Section 7.9.B.3.b.1 of the Unified Development Ordinance (UDO). A material sample would be needed to verify compliance. 4. Two MRI units are illustrated at the rear of the building. What do these consist of? Reviewed by: Jason Schubert Date: August 21, 2007 LAN DSCAPING/STREETSCAPING 1. The scale does not appear to be accurate. Please revise. 2. Only trees within 50' of the property line along the SH 6 right-of-way can be counted as streetscape trees. Please revise the number of Street Trees Provided to reflect this. It appears that there are still enough to meet the streetscape requirement. Reviewed by: Jason Schubert Date: August 20, 2007 ENGINEERING COMMENTS NO. 1 1. Please submit 5 sets of the TxDOT driveway permit and 5 sets of the supporting documentation (which can be 11x17). Please contact TxDOT for a copy of the most up to date driveway permit. 2. Will the construction of the water main associated with the final plat take place prior to the infrastructure construction associated with the site plan? 3. Please submit the easement dedication application and all associated supporting documentation for the dedication of the specific PUE required for the off-site sanitary sewer extension. 4. Please dedicate the private drainage easement for the off-site private storm extension; this private easement should explain ownership and maintenance responsibilities. Please provide documentation that this private easement has been executed. 5. Please provide Technical Design Summary, which can be found in the Unified Stormwater Design Guidelines. 6. Please provide certification which can be found in Section 2.C.3.b of the Stormwater Design Guidelines. 7. Please submit engineers cost estimate. 8. Please submit letter of acknowledgement, which can be found on bcsunited.net. 9. Storm water management requirements are as follows, any questions may be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375: Storm Water Discharges from Small Construction Activities The Texas Commission on Environmental Quality has issued a general permit for construction activities under the Texas Pollution Discharge Elimination System. The general permit NOTE: Any changes made to the plans,that have not been requested by the City of College Station,must be explained in your next transmittal letter and"bubbled"on your plans. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 2 of 4 (TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development disturbing at least 1 but less than 5 acres. You will need to follow these steps to discharge storm water from your construction site to the City of College Station's Municipal Separate Storm Water Sewer System (MS4): 1. Read the general permit (TXR150000) to make sure it applies to your situation. 2. Adhere to the requirements of the general permit (TXR150000). 3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the general permit (TXR150000). 4. Sign and post a construction site notice. 5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged. A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to collect or transport storm water. As long as you meet the conditions of this general permit, you are authorized to discharge storm water. No notice of intent (NOI), notice of termination (NOT), or fee is required under this option—as long as the requirements of this general permit are followed. This particular general permit will expire at midnight on March 5, 2008. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). 2. If applicable, the following easements will be required: 20' Easement from existing OH electric line to back of property as discussed with Veronica Morgan 8/17/07. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. JOSEPH URGENT CARE CLINIC (SP) - Site Plan Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. JOSEPH URGENT CARE CLINIC (SP) - 07-00500193 PLANNING 1. Please identify how the "South" and "East" elevations are meeting the architectural relief elements found in the Building Mass and Design requirements in Section 7.9.B.2 of the Unified Development Ordinance. 2. No more than 75% stucco or equivalent may be used on any one facade. As such, please revise the West Elevation. 3. Provide a note on the site plan that this lot is a building plot with Spring Creek Commons Phase 5 (currently Lot 5, Block 1) for parking, access, signage, and Non-Residential Architecture Standards (NRA). 4. FYI, in consideration of the building plot, additional NRA standards have not been required at this time for this site, though its square footage will be included as to what standards will apply when Phase 5 develops. In addition, as Phase 5 develops and if any changes are made to this lot, it will be required to meet those additional standards as well. 5. FYI, it is not required to have the building elevations approved in order to receive site plan approval. Please submit the easement dedication application and all associated supporting documentation for the dedication of the specific PUE required for the off-site sanitary sewer extension. 2. Please dedicate the private drainage easement for the off-site private storm extension; this private easement should explain ownership and maintenance responsibilities. Please provide documentation that this private easement has been executed. 3. (Sheet 03) It appears the proposed fire hydrant location is off-site. Please re-align the fire hydrant line and assembly to within the subject property and associated PUE or dedicate the off-site PUE by separate instrument (easement dedication application and all supporting documentation). 4.
