The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review: Seven (7) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (one set will be returned to you, please submit additional copies if you want more than one approved set) Two (2) revised site plans One (1) landscaping plan One (1) 11x17 grading and erosion control plan If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Thank you for adding the note regarding screened roof and ground-mounted mechanical equipment to sheet A2.2. Please add the note to the site plan to ensure that the contractor's site plan will also include that note. 2. Staff has noted the improvements to pedestrian access from the drive-thru side of the parking lot to the restaurant. Please delineate a pedestrian crosswalk from the curb cut to the restaurant either with paint or decorative pavers. 3. UDO Section 7.5.C.4 requires 50% of required points for a project must be canopy trees. The plan indicates there are 300 points of the 482.5 required points provided. Please adjust the plan to meet this standard. 4. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. Reviewed by: Crissy Hartl Date: October 15, 2007 ENGINEERING COMMENTS NO. 1 1. Both the domestic and irrigation meters need to be located in the median (outside of pavement). You may check with the Utility Department about the possibility of placing both the domestic and irrigation meters off one tap from the main. 2. The isolation valve needs to be installed inside the PUE. The isolation valve should be separate from the vault and represents the transition between public and private. 3. I assume using the below grade vault as opposed to putting the backflow preventer in the building is a requirement of Chick-fil-a, as it is not a requirement of the City of College Station. Page 1 of 5 STAFF REVIEW COMMENTS NO. 1 Project: CHICK-FIL-A (SP) — 07-00500208 PLANNING A. Please move the key map from the site survey plan to the site plan. 12. Provide the applicant's contact information in the title block of the site plan. 13. Provide zoning of subject and abutting parcels. /4. Provide a bicycle rack that will accommodate 4 bicycle parking spaces according to Section 7.9.6.5 Pedestrian/Bike Circulation & Facilities. /5. A full 180 sf end island must be provided without interference from other structures. Please modify the end island and solid waste facilities accordingly. J6. Label the area of all islands to verify that the end and interior islands requirements are being met. Please see UDO Section 7.2.D End Islands and 7.2.E Interior Islands for more information. Staff has concerns about the sidewalks adjacent to the end islands being used as parking spaces. Please consider an alternate crosswalk design that would not interfere with parking spaces. ,I 8. According to Section 7.9.6.7 Parking Lots, where parking or drive aisles are located between the building and public right-of-way, there shall be a minimum 10' setback from the right-of-way to the parking area or drive-aisle. Please revise the plan accordingly. 19. Add a note that states the following: "Lots 5, 6, 13, 14 of Block B in the Culpepper Plaza subdivision are considered one building plot." v10. Please remove all signs from the site plan and add a note that states the following: "All signs to be permitted separately." 1. Please add a note that states the following: "Angled parking spaces reduced to 18' per Rezoning Ordinance#2888." 112. Label the area of the outdoor seating area and add it to the total square footage of the site and revise the parking calculations accordingly. Additionally, add a note stating Lots 5, 6, 13, and 14 have cross parking per the plat. f13. There is a side setback line at the back of the property where it should be a 15' rear setback line. 114. Modify the two head-in parking spaces at the south corner of the lot to be consistent with the rest of the angled parking and provide an end island where appropriate. ,/15. According to Section 7.2.J Drive-Thru Facility Queuing Requirements 4 clear parking spaces measuring 10' x 18.5' are required from the last point of contact to the order box and 3 clear spaces are required from the order box to the pick-up window. It appears you have provided the 3 required spaces to the pick-up window, but are not providing 4 spaces to the order box. Also, the width of the drive-thru lane is currently 9.5' as opposed to 10'. Please revise accordingly and show the queuing spaces on the site plan for future reference. 16. In order to minimize contact between the drive-thru vehicles and pedestrians, please make the island separating the drive-thru lane and parking spaces non-traversable with landscaping by other means. /17. Solid waste sites are required to have a minimum 12'x12' clear pad site. Double pad sites 4must be 12'x24'. 18. How are you providing fire coverage? Please be aware that fire lanes must be 20' in width. J19. According to Section 7.9.6.2 Building Mass and Design, facades that do not face a right-of- way are required to provide two architectural elements every 60-feet. The rear elevation measures approximately 47' and would be required two elements; however staff could not identify those elements. Please provide the required elements. Referencing the above mentioned section of the UDO, the Drive-thru Entry Elevation is also required two elements every 60-feet. The section of the elevation past the drive-thru does not have elements to meet that standard. Please revise accordingly. -21. Provide a building color legend to verify that accent colors (Safety Red) do not exceed 10% on any façade on which it is applied. 122. Provide a material legend to verify that facades facing a right-of-way have 25% brick, stone, marble, granite or a material fabricated to simulate brick or stone. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. -r) ►-�(J an 124. Reviewed by: Crissy Hartl Date: September 5, 2007 LANDSCAPING/STREETSCAPING /1. According to UDO Section 7.5.D.3 300 additional points of landscaping are required for every 50 feet of frontage on a right-of-way. This site has 200' of frontage on Texas Avenue; therefore an additional 1,200 points of landscaping are required. Please add this information to the landscape calculations and revise the total points to 2,165 required points. h. Please provide a legend with symbols and point values as described in UDO 7.5.E.9. This makes it much easier to all necessary information in one place. 03. Provide the caliper of the Red Bud non-canopy tree. NTC 4. Staff calculated 47 shrubs as opposed to the 45 in the landscape calculations. Please adjust accordingly. 01\5. Staff was only able to account for 11 of the 14 Dwarf Yaupons. Please verify that all 14 were provided on the landscape plan. /6. In the calculations, 4 Live Oaks and 4 Crapemyrtles were included in the provided points; however, these points were already credited towards the Central Station landscape plan. Please work with the developer on submitting a revised plan with adjusted points according to who will be credited which points. ,/7. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Reviewed by: Crissy Hartl Date: September 5, 2007 MISCELLANEOUS 1. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Any additional changes on these plans that have not been pointed out to the City,will constitute a completely new review. Page 3 of 5 FIRE COMMENTS 5:21Show Fire lanes for the site. Fire Department Connection needs to be within a 150 feet from the hydrant as driven by the Fire truck. 3. Knox box is required for the building. 4. Fire Sprinkler system needs to be monitored. ✓5. Please submit fire flow report, specifically using Tables B105.1 and C105.1 from the 2006 International Fire Code. 2. Please submit drainage report. If the drainage report was done with the overall shopping center re-development, please submit a letter referencing the specific report. 3. On the fire suppression line, an isolation valve is required just inside the PUE. Also note on the plans that fire suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate lockable lids shall be approved by College Station Utilities Director or his designee. 4. Please provide water and sewer demands for the building. 5. The minimum sanitary sewer service line size is a 6-in for commercial development. 6. The FDC connection must be located within 150-ft of a fire hydrant. The 150-ft must be in a path drive able by a fire truck. 7. Please illustrate fire lane on site plan. The minimum fire lane width is 20-ft. Please verify there is an adequate fire truck exit or turn-around at the end of each fire lane. 8. The City's site design standards require pavement to be reinforced with #4 @ 18-in on center or#3 @ 12-in on center. 9. The city would prefer that the domestic and irrigation meters be tapped off the fire line, as to avoid 3 consecutive taps on the main. Owner/developer is responsible for service conduit and wire from transformer to building service location. 2. Developer to intercept existing conduit at designated transformers and extend as required. 3. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 4.
