SUBJECT: Engineering Document Comments for Bird Pond Estates Ph. 2
Staff reviewed the above-mentioned engineering documents as requested. The following page
is a list of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review and approval of the
plans:
One (1) sets of revised construction documents;
One (1) Engineers Cost Estimate;
One (1)Water/Fire Flow report;
One (1) NOI; and
One (1) Development Permit application.

ENGINEERING COMMENTS NO. 2 (Phase 2 Only)
Construction Document
1. Submit engineers cost estimate for all public improvements.
2. Submit water/fire flow report for subdivision.
3. Submit letter of acknowledgement which can be found on bcsunited.net.
4. Please provide a list of any lots that previously had stock ponds on them that have or will
be filled in.
5. Please verify that all fire hydrant assemblies that cross the open bar ditch maintain
appropriate cover. Please provide verification in a response letter.
6. Please submit NOI prior to requesting development permit approval.
7. Please submit development permit application for Phase 2.
Drainage Report/Plans (Please provide verification in a response letter to the following)
1. Please fully complete and provide the Technical Design Summary in Appendix D of BCS
Unified Storm Water Guidelines (guidelines).
2. Please provide a grading plan for the detention pond where the side slopes should not
exceed a 4:1 for vegetative cover.
3. Please confirm that the emergency detention overflow has 6 inches of freeboard for the
100yr storm with a clogged outlet per Figure C-4 of the guidelines.
4. Please tabulate and confirm the detention attenuates the combined project post flows
back to pre flows.
5. Please confirm and note in plans if the HDPE pipe proposed is smooth lined as it has
Manning's n of 0.012 (as used in the report) versus the non-lined of 0.020 per Sec VI,
C.2.b of the guidelines.
6. Please confirm locations and erosion armoring of hydraulic jumps between supercritical
and subcritical flows for open channels.
7. Please confirm the 100 year conveyance pathway is contained within all associated
ROWs and easements.
8. Please clarify detail 12 on Sheet C-24: the detention outlet structure/berm/overflow does
not appear to be depicted, there appears to be a discrepancy between the notes on
concrete and rip-rap, and additional headwall details appear necessary.

SUBJECT: BIRD POND ESTATES PH II (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Wednesday, September 19, 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, October 4, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Nineteen (19) 11"x17" copies of the revised final plat;
Parkland Dedication in the amount of $4,448 must be submitted prior to the filing
of the final plat;
Signed and executed off-site easement needed for Phases 1 and 2;
One (1) Mylar original of the revised final plat and approved preliminary plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
sgriffin@cstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed your project will not be scheduled for a Planning & Zoning Commission
meeting. Your project may be placed on a future agenda once all the revisions have been made
and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the
agenda and staff report can be accessed at the following web site on Monday the week of the
P&Z meeting.

explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans
that have not been pointed out to the City, will constitute a completely new review. 1 of 2
STAFF REVIEW COMMENTS NO. 1

PLANNING
1. Please submit a mylar of the approved preliminary plat.
2. Yellow Tanager Court is labeled Catbird Court on the preliminary plat. Please keep street
names consistent with the preliminary plat.
3. Please be aware the same off-site easement that is required for Phase 1 will also need to be
executed and submitted to our office by Wednesday, September 19 for Phase 2.
4. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.

ENGINEERING COMMENTS NO. 1
1. Please revise Note 12, as the City of College Station public water main is being extended to
provide fire flow and a Wellborn water main is being extended to provide domestic service.
2. Please note all private drainage easements as "Private".
3. Do any of the lots, specifically lot 1, have private drainage improvements that need a
"Private Drainage Easement".
4. Please document all off-site easements from Phase 1 with a volume and page.
5. Where is the 20-ft PUE along the western property line of lot 8 that was illustrated on the
preliminary plat to support the "Fire Line" extension.
6. Please illustrate all 3 intersection aprons at the intersection of Yellow Tanager and Purple
Finch to be platted with this plat.
7. Please submit the broken out construction documents specifically for Phase 2.
8. FYI - The outstanding off-site easement issues with Phase 1 also apply to Phase 2.

GENERAL ELECTRICAL COMMENTS
1. This plat is out of the College Station Utility electric service area. Customer will have to
get with their electric supplier for this area to determine electric service specifications
and requirements.
