List the changed or changing conditions in the area or in the City which make this zone change necessary. The City of College Station Comprehensive Plan indicates medium density residential with a "R-4" multi-family zoning for the Southwood Holdings Subdivision (Lots A-1 & A-2). An assisted living facility, which is allowed within a R-4 zoning district, exists on the rear Lot A-2. While an assisted living facility serves as residence for the majority of occupants, the potential for medical office visits for those occupants, of whom have a higher probability to have mobility impairments, warrants the allowance of a nearby professional medical offices. 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. Zoning change is not in accordance with the City of College Station Comprehensive Plan. The existing use of the neighboring rear Lot A-1 is an assisted living facility. The Comprehensive Plan depicts institutional use on either side which could incorporate a medical clinic use however, the subject Lot A-2 as a planned medium density residential use is not conducive with these neighboring tracts. 3.) List any other reasons to support this zone change. This zoning change will allow for the construction of new professional businesses which create new jobs and tax base for the City of College Station.
