The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Two (2) revised site plans One (1) landscaping plan One (1) 11x17 grading and erosion control plan Easement Dedication Sheet and required documents (please allow 4 weeks to process). Please note that the Easement Dedication Sheet and necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Page 1 of 5 STAFF REVIEW COMMENTS NO. 1 Project: HOLT & HOLLAS OFFICE BLDG (SP)-07-00500226 PLANNING 1. Two different site plans were submitted within the construction document set. Two are not needed and both must meet the minimum requirements for site plan submittal. Please revise based on comments. 2. Please provide a key map on the site plan. 3. Please provide date of submittal in title block. 4. Please provide total site area in title block. 5. Title block only reflects development of lot 21 (not 22). 6. Please include zoning of subject property and all adjoining tracts on the site plan. 7. You have included a note at the top of the sheet stating that this property is in Wolf Pen Creek. It is not. Please remove note. 8. Please provide all building setbacks on the site plan (in accordance with the UDO). 9. Please note Technology Parkway as a private street. Provide the width and location of all access easements on the site plan. 10. Provide the width and location of all utility easements on the site plan (with volume and page). 11. Please dimension sidewalks. 12. Please provide a curb and pavement detail on the site plan. 13. Please better distinguish lot lines. 14. Please provide area of parking islands. 15. Interior parking islands are required for all interior parking spaces (you have 17) based on a ratio of 180 s.f. per 15 parking spaces. You are required 204 square feet of interior islands. 16. Please indicate material of screening fence for dumpster. 17. The 'turn around' at the northern end of the parking row may be a maximum of 4 feet in depth. 18. Please dimension the widths and depths of the pavement areas provided near the dumpster (western portion of the site). Required sanitation turn-arounds can be found in the City's Site Design Standards and are the same as are required for fire. 19. Please show all fire lanes. 20. Please dimension driveway width (at narrowest point). 21. Please show location of any floodplain or indicate that there is none (confirming the FEMA/FIRM map number). 22. Provide distance to existing drives. 23. Please provide impervious surface information (%)for each lot on the site plan. 24. Please provide the floor to area ratio (FAR)for each lot on the site plan. 25. Dimension distance from parking area (drive aisle) to edge of access easement for private drive. 26. Please provide utility line sizes (all lines and meters should be within PUEs). 27. Please show location of transformer. 28. Provide location of fire hydrants. 29. Provide note regarding off-site detention pond on the site plan. 30. Please provide inside dimensions of dumpster enclosure. 31. Provide a water and sanitary sewer legend on the site plan. This should include minimum water demands, maximum water demands, average water demands in gallons per minute, and maximum sewer loadings in gallons per day. 32. Please provide overall building height on the site plan. Show phasing line if any future development is proposed on Lot 22. 34. Curbing is shown along the width of the driveway. Please remove. 35. Please provide documentation of cross-access easements required by Section 7.3.6.2 of the Unified Development Ordinance. 36. Please remove any symbols from the "Symbol & Line Legend" that are not applicable to this project. 37. Please use different symbols or lines to differentiate between things such as property lines, easements, setbacks, fencing, etc. 38. Please remove details that do not pertain to this site. 39. Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 40. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Jennifer Prochazka Date: September 19, 2007 LANDSCAPING/STREETSCAPING/BUFFER 1. Please include all plantings within the landscape legend (plantings provided around the dumpster have not been included). 2. The landscaping point calculations should be based on everything within this phase (phase line should be drawn 20' beyond any improvements. Please include this area in the title block (not the .8 acres). 3. Please include required streetscape calculations and plantings for the private road. 4. Screening of the parking area from the private road is required. 5. Please remove symbols from the legend that do not apply to this site. 6. Again, it is difficult to tell where the property line is. Entire property must be shown and all improvements and landscaping must be on the subject property. 7. Final grading should be included on the landscape plan. 8. Existing adjacent land uses and zoning should be included on the landscape plan. 9. Please indicate the ground cover or enhanced paving that will be used throughout the site. 10. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights-of-way, and adjacent property disturbed during construction. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. Please illustrate the line size and slope of the sanitary sewer service. 2. Please label the meter sizing. 3. Please provide water and sewer demands for the building. 4. Please label all utility and access easements on the site. 5. It appears that end islands and parking spaces are being proposed in the private access easement. Please verify that these are allowed in the private access easement. 6. Please label fire lane. It does not appear that there is an appropriate emergency vehicle turn-around internal to the site, please label accordingly. 7. Please provide drainage report. If the drainage for this site has been covered in a report done with an earlier phase please state accordingly and provide evidence that the proposed improvements and drainage plans for this site are in accordance with the earlier report. 8. Staff noticed that the dumpster is located on an easement. Please be aware of the following and add a note to the site plan that states that if utilities need to be accessed within the easement and the dumpster enclosure needs to be removed, that it will be the owner's responsibility to repair or replace the structure. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. Please place the appropriate curb and pavement detail on the site plan sheet. Are all three types of curb shown in the details proposed on site? Where is dowelled in curb to be used? The pavement depth is different on each detail provided. What is proposed? 3. I still cannot locate the fire lanes on the site plan. 4. The interior island requirement is in addition to the end island requirement. Of the 529 s.f. of island that you have proposed, 360 s.f. are required to meet the end island requirement. The 'extra' 169 s.f. can be applied toward the interior island requirement. Since a total of 204 s.f. is required, 35 s.f. is still out standing. 5. The inside dimensions of the dumpster enclosure and the minimum pad size are 12' x 12'. Any curbing, bollards, fencing, etc. should be outside of this area. 6. Please include the streetscape point calculations and required tree calculations on the landscape plan. 7. Please include grading on the landscape plan (of slope, grassed areas, etc.). 8. Based on the landscape calculations (before streetscape) the total should be 1,346, not 1,647. Please show separately from streetscape. 9. The "turn around for emergency and sanitation" is not consistent with required standards details. 10. The parking island between the dumpster and the last parking space must be a minimum of 180 s.f. 11. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. The City of College Station requires all commercial development to have a 6-in sanitary sewer service tap, please label accordingly. 2. It appears from the domestic water demands provided that a .75-in domestic meter would be more appropriate that a 2-in domestic meter, please modify. 3. Please verify that the proposed development is in compliance and does not exceed the constraints/assumptions set with the 1998 Chris Galindo Report.
