ENGINEERING COMMENTS NO. 5 (Construction Documents)
1. Please submit sanitary sewer report verifying available capacity. There is some concern
regarding the ability to extend this 6-in system further and sewer a greater sewer shed,
please explain. This report was not found in the last (2) submittal.
2. The construction documents (profiles) for the storm sewer crossing Los Portales Drive
near Turbinella Way, the Alley, and Chinkapin Trail South as well as from these
intersections down Los Portales Drive toward the Detention Pond were not submitted.
Please include structural backfill for all portions which cross paved areas

4. Please provide detail and a description of how the drainage gets from Oakland

Plat?

BTU Comments
A. I see where the lots are too small to accommodate a 20' easement along the interior lot
lines as in my note 1.
A. In my opinion, note 11 does not belong on the final plat. That will be addressed outside
/ of the platting process.
4 The word "and" in Note 12 should be "all" and the word easement should be plural.
., On B10, L16, the 20' PUE arrow points to the 25' BL. It should look more like B9, L14.
5,/Are the alley commons area and the commons area (median) being dedicated as
ROW? We may need to utilize them.
lam' How does the PUE work in the rear of B10, L1 along Jones Butler? It looks disjointed.
Same for the 20' PUE along the fronts of B10, L1-4 and B1, L1-4.
/7. As an FYI, all padmount transformers and switchgear will be placed along an all weather
� roads—typically along the front of the lots. Ideally it will be away from all driveways.
8. As always, Line Design needs at least 150 days notice before power is needed to the

comments so that we may distribute them among the appropriate departments and entities for
their review.

1. Included is the first set of Oakland Ridge Phase 1 final plat comments, please revise the Phase 1 Final
Plat and submit with the revised construction documents and reports. Upon receiving the re-submittal of
the final plat and construction documents/report the final plat will be preliminarily scheduled for a P&Z
meeting.
2. Upon making the below correction please submit (4) complete sets of construction documents and
reports to be distributed to Brazos County, BTU, City of College Station Utilities, and City of College
Station P&DS.
3. Approval of the streets and drainage portion of this subdivision is the purview of Brazos County.
4. It appears you still need a variance from Brazos County to be able to locate sidewalks within the right-of-
way.
5. It appears you still need a variance from Brazos County to be able to locate the drainage/storm
infrastructure within the right-of-way.
6. Although Brazos County is allowing the 20-ft alley to be built, they are not accepting the 24-ft right-of-
way dedication. The pavement and "right-of-way" needs to be dedicated and maintained to and by the
HOA,and should not be called a right-of-way but a HOA or common area. Please revise on the plat and
construction documents.
7. Brazos County requires that all utility service lines under pavement must be sleeved.
8. The following notes explaining maintenance responsibilities should be placed on the final plat and
construction documents:
a. If Brazos County does allow for the drainage/storm infrastructure to be placed in their right-of-way,
they should be maintained by the HOA.
b. The water infrastructure should be maintained by Wellborn water. Wellborn water is responsible for
all domestic and fire flows to this subdivision.
c. The alleys should be maintained by HOA.
d. The sanitary sewer infrastructure should be maintained by the City of College Station pending
acceptance and appropriate warranty periods.
e. Common areas including medians should be maintained by HOA.
f. The sidewalks should be maintain by the HOA

The Texas Commission on Environmental Quality has issued a general permit for construction activities
under the Texas Pollution Discharge Elimination System.The general permit (TXR150000) is for
construction activities disturbing at least 1 but less than 5 acres or is part of a common plan of development
disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the City of
College Station's Municipal Separate Storm Water Sewer System (MS4):

1. Read the general permit(TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit(TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part III of the
general permit(1'XR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction,provide a copy of the site notice to the operator of any
Municipal Separate Storm Water Sewer System (MS4) into which storm water will be discharged.
A MS4s include streets, channels,gutters, ditches or anything else that is publicly owned,designed or used to
collect or transport storm water.
As long as you meet the conditions of this general permit,you are authorized to discharge storm water.
No notice of intent(NOI),notice of termination (NOT), or fee is required under this option—as long as the
requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5,2008.

with this project.
2. The owner information for the property to the north has been duplicated and it looks like there
are two properties. Please remove one of the labels and the dashed line.
3. It is not necessary to provide the lot areas for all of the lots. Please remove all tables.
4. Please be sure not to include the"Seal"label on the mylar.

1. Need to show a note granting a 20' electric easement or PUE centered on all interior lot lines.
2. Need to show a note granting a 20'PUE along outer perimeter of development. A 16'PUE
along all public ROW is sufficient.
0Need to show a note using the following language granting a "5'wide easement for anchors and
guy wires necessary to help support overhead utility lines. Easement will extend 20'beyond any
utility easement.
4. All existing electrical lines need to be shown on each plat.Also show the volume and page
number of any electric line easements.

2. It appears that the metes and bounds of this plat do not close,please revise.

4. Please submit fire flow report and analysis. The fire flow report and analysis must meet the
minimum standards as stated in the BCS Design Guidelines. The fire flow test must be
done in accordance with NFPA 291, Chapter 4. Please see the BCS Design Guidelines,

5. Please submit sanitary sewer report and analysis.
6. Please submit a full set of construction documents for the proposed development,including

I. I see where the lots are too small to accommodate a 20' easement along the interior lot

/2. In my opinion, note 11 does not belong on the final plat. That will be addressed outside
/ of the platting process.

On B10, L16, the 20' PUE arrow points to the 25' BL. It should look more like B9, L14.
1 5 Are the alley commons area and the commons area (median) being dedicated as
ROW? We may need to utilize them.
How does the PUE work in the rear of B10, L1 along Jones Butler? It looks disjointed.
Same for the 20' PUE along the fronts of B10, L1-4 and B1, L1-4.
/7. As an FYI, all padmount transformers and switchgear will be placed along an all weather
Vroads —typically along the front of the lots. Ideally it will be away from all driveways.
8. As always, Line Design needs at least 150 days notice before power is needed to the
