SUBJECT: FIRST VICTORIA BANK (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the
third and final review by staff for this round of reviews. If all items have not been addressed on
the next submittal, another $200 processing fee will need to be submitted for the subsequent
set of three (3) reviews. Please address the comments and submit the following information
for further staff review:

be returned to you, please submit additional copies if you want more than one

SUBJECT: FIRST VICTORIA BANK (SP)- Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
One (1) revised site and landscaping plan.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and necessary documents are required prior
to the issuance of a building permit. If there are comments that you are not addressing with the
revised site plan, please attach a letter explaining the details. If you have any questions or need

V 1. Please provide a key map on sheet C1.1. This site plan will serve as the planning file and
request a key map for reference.
® Show ownership of all adjacent lots.
3. Provide building height. This is required to determine the firelane requirement.
✓4. FYI: Building permits cannot be approved until the building meets the requirements of the
Non-Residential Architectural Standards. Please submit an application for Non-Residential
Architectural Standard Review (available on the website) with all of the appropriate
materials.
`/5. All pavement edges are required to be curbed. This includes the connections to the A&M
property and the common area.
'/6. Provide detail for bicycle racks in compliance with the Site Design Standards.
17. Why is the bank a phase 2 improvement? What is Phase 1? All of this construction should
be completed concurrently.
✓8. Are the medians under the canopy raised? If so, they should also be curbed.

10. A II end islands must be at least 180 s.f.
. Provide a general note that all roof and ground-mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a
unified appearance.
✓12. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1. Correct the site area under landscape calculations. I believe you mean 68,825 not 68,8285.
Streetscaping trees are not a separate point calculation. Trees meeting the streetscape
requirement count toward the total landscaping points which is 2065+1410 = 3469.
CI) Private landscaping is not permitted in the landscape easement across the front. This does
not negate the streetscaping requirement of 8 canopy trees within 50 feet of the property
line.
4. Show the existing landscaping that was placed in the easement by the City of College
Station per the development agreement.
5. Also, please show what plantings are being removed for the curb cut and where the existing
COCS plantings will be protected during construction. Any trees removed or killed during
construction in the easement are required to be replaced within the easement. This also
includes trees located in the median. We are currently working on what plants will be
appropriate to replat in the median.
6. Detention pond is required to be screened in accordance with UDO Section 7.9.B(1).
7. Italian Cypress is not an approved planting for points.

8. Improvements are also being made on the Common Area E-R. This should be included in
the landscaping or a phase line drawn. Regardless, all of the area being developed with this
site should be included in the landscaping including the pavement area on Common Area E-
R if the site is phased. Phase lines must be at least 20 feet from any improvements on site.
9. Electric meters are required to be screened.
10. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the
parking lot setback, rights-of-way, and adjacent property disturbed during construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design.
2. City will provide drawings for conduit installation.

3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as required.
5. If conduit does not exist at designated transformer, developer to furnish and install conduit
as shown on electrical layout.
6. Developer pours transformer pad(s) per City specs and design.
7. Developer installs pull boxes as per City specs and design (pull boxes provided by the City).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to:
