Applicant: McClure and Browne, engineers for the owner Staff Recommendations: Staff recommends approval of the replat. Item Summary: The applicant is proposing to replat 11 existing lots into 17 lots for residential development. The property is proposing to develop under cluster requirements, however since the lot sizes are not less than the minimum required in R-1, there is no minimum open space dedication. Comprehensive Plan Considerations: The Comprehensive Land Use Plan identifies this area as Single-Family Residential, Medium Density with a portion of Floodplains and Streams; however there are no Greenways or FEMA floodplain on the property. The property has frontage on Barron Road, a Minor Arterial on the City's Thoroughfare Plan; however all lots are fronting onto Renee Lane. This section of Barron Road is the last phase of the Barron Road widening project. Design has been completed; however, funds have not yet been appropriated for construction. The plat is in compliance with the City Subdivision Regulations and the Unified Development Ordinance. Item Background: The subject properties were annexed in 1995 and zoned A-O, Agricultural Open. The property was rezoned on May 24, 2007, to R-1 Single-Fa i• -esi:-m The property was platted in 1969. Development in e proximity includes Edelweiss Gartens Phases 10, 11, and 13 which are currently in the process of platting. A rezoning for property to the north to R-1, Single Family Residential was also approved on August 6, 2007 Budgetary & Financial Summary: None Related Advisory Board Recommendations: The Subdivision Regulations were amended December 15, 2005, to authorize the City Manager or his designee to accept the Fee for dedications of less than three (3) acres where: • There is a sufficient amount of parkland existing in the park zone of the proposed development; or • The proposed dedication is insufficient for a Neighborhood Park site under existing park design standards. This plat has met these requirements and the City has accepted fee in lieu of land dedication for 6 lots. This action does not require approval by the Planning and Zoning Commission. 75 Commission Action Options: The Commission has final authority over the final plat. Copy of Final Plat (provided in packet) 76 STAFF REPORT Item: Public hearing, presentation, possible action, and discussion on a Final Plat of Needham Estates Block 2, Lots 1R-14R and Block 3, Lots 1 R-7R being a replat of Needham Estates, Block 2, Lots 1-7 and Block 3, Lots 11-14 consisting of 17 lots on 3.3 acres located at 14125 Renee Lane in the general vicinity of the intersection of Renee Lane and Barron Road. This item is for a replat of 11 lots on Renee Lane into 17 single-family lots. The property is zoned R-1 , Single Family Residential. The lot width varies from 50 feet to 55 feet and depth varies between 120 feet and 160 feet. The property also includes a drainage ROW required for the drainage channel. ° - 2 The applicant is requesting to plat under the cluster development for reduced setbacks, however since the average lot size is greater than that required in R-1 , there is no minimum open space requirement,_The subject tract is planned for Medium Density SF and has frontage on s Renee ,/and `�APBarron(Road.
