SUBJECT: NEEDHAM ESTATES (FP-REPLAT) - Preliminary Plat
Staff reviewed the above-mentioned Preliminary Plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, October 15th, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for Thursday, November 1st, 7:00 p.m. in the City Hall Council Chambers, 1101
Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plat; and
Nineteen (19) 11" x 17" copies of the revised Preliminary Plat.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed, your project will be pulled from the scheduled Planning & Zoning
Commission agenda. Your project may be placed on a future agenda once all the revisions
have been made and the appropriate fees paid. Once your item has been scheduled for the
P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday
the week of the P&Z meeting.

Please note that a Mylar original of the revised preliminary plat will be required after P&Z
approval and prior to processing subsequent final plats. If you have any questions or need

ENGINEERING COMMENTS NO. 1
Final Plat
1. Please provide a note explaining the maintenance responsibilities for the proposed private
drainage easement.
2. In order to remove the 40-ft utility easement from the plat it must be formally abandoned by
council. The original plat(V.276, P.301) states that all easements were dedicated to the
public.
3. Please provide a 20-ft PUE at the rear of all lots adjacent to un-platted property (Lot 1R thru
11R).
Construction Documents
1. Please identify the sanitary sewer main material type.
2. Please verify that at least 3.5-ft of cover is being provided above the sanitary sewer main.
3. Please size the driveway culvert for each lot.
4. Upon site visit it appears that the water surface elevation of the pond is higher than the flow
line elevation of the 36-in CMP under Renee, there is a berm disconnecting the pond from
the bar ditch.
5. Is the 12-in CMP driveway culvert clear of debris?
6. When comparing the pre development conditions to post development conditions, please
clarify pre development condition assumptions.
7. Will the proposed minor changes in the flow path practically over compensates for the
increase flows, please provide more explicit analysis
8. As these drainage improvements are serving multiple lots, these improvements would more
appropriately be public(BCS Unified Storm Water Design Guidelines, Section 2.E.3).
9. All public drainage easements or drainage ROW should be providing capacity for the 100-yr
event within the ROW (BCS Unified Storm Water Design Guidelines, Section 2.E.3.b).
10. Are drainage improvements needed for the existing bar ditch adjacent and downstream of
the subject property?
11. Private drainage improvements are not appropriately located in PUEs, however public storm
sewer improvements built to public standard are allowed in PUEs, and public open channel
improvements built to public standard are allowed in PDE (Public Drainage Easement).
12. There is concern regarding fences being built by private home owners that would block the
flow of the proposed drainage plan.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes.
2. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).
3. As per conversations with Jeff Robertson at McClure and Browne, there are some overhead
electric lines to be removed. The removal of these lines will be the responsibility of College
Station Utilities and will coincide with development of this site.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per City specs and design.
2. City will provide drawings for conduit installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser.
4. Developer to intercept existing conduit at designated transformers and extend as required.
5. If conduit does not exist at designated transformer, developer to furnish and install conduit
as shown on electrical layout.
6. Developer pours transformer pad(s) per City specs and design.
7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull
boxes and secondary pedestals provided by the City).
8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to
bread@cstx.gov.
9. Developer provides load data for project.

ENGINEERING (Final Plat)
1. In order to remove the 40-ft utility easement from the plat it must be formally abandoned by
council. However, it may be able to be removed with the re-plat if the easement
abandonment application is submitted including all external signatures, it shows to have not
been utilized by any utilities, and is approved by all required city departments. At a
minimum this process must occur before the plat can go to P&Z. The deadline for the
November 19th meeting is October 25th by 10:00 am to make readvertisement deadline. This
does not guarantee that you will make the November 19th meeting if all of the construction
document comments affecting the plat and the easement issues have not been resolved by
November 5th. In order to make the November 1st meeting, all issues must be resolved by
October 25th at 10 am.
2. Please label all easements from the original plat with volume and page on the new plat.
3. The construction documents are still under review and may affect the final plat in regards to
drainage.

Staff reviewed the above-mentioned engineering documents as requested. The following page
is a list of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review and approval of the

ENGINEERING COMMENTS NO. 3 (Construction Documents)
1. Please see the BCS Storm Water Design Guidelines - Section 2.E.3.b & 6.D.3, minimum
standards for drainage right of way and design of open channels. The drainage
easement should be a drainage right of way, 4:1, at least 20-ft wide, and include a low
flow flume.
2. In reviewing your"Drainage Cross-Section" sheet, it appears from Table C-10 of the
BCS Unified Storm Water Design Guidelines that an "n" value of 0.035 is appropriate,
and the subsequent velocities need to be revised. There also appears to be some
discrepancies in the cross section geometry and the proposed grading plan.
3. Is the required block sodding due to the velocities for the proposed open channels
illustrated on the plans.
4. As the discharge is no longer proposed to get to the existing pond and downstream
swell, how will the downstream bar ditch perform?
5. Are the downstream driveway culverts clear of debris?
6. Is the 36-in CMP clear of debris?
7. Please provide a detailed lot grading plan showing how all lots with drain back to the bar
ditch and/or proposed channel.
8. Please update the original drainage report with the newest proposed downstream
drainage pattern, as well as the above changes.
9. It is our understanding that Renee Lane is proposed to be open cut for the utility services
and overlaid entirely, please illustrate this on the plans. Please see detail ST4-01, for
trench and street repair. Please provide a detailed plan for street overlay, prep work,
etc.
